1. APPROVAL OF JUNE 10,2008 REGULAR SESSION MINUTES
MOTION: Member DeLaney MOVED to approve the minutes from the June 10, 2008 meeting
as written. Member Hurst SECONDED the motion. Motion passed, 6-0.

2. PARKS & RECREATION ADVISORY BOARD LIAISON COUNCIL MEMBER
REPORT
A Parks & Recreation Advisory Board (PRAB) Liaison Council Member has not been assigned
at this time. The Town Council may assign a Liaison Council Member at the regular Town
Council meeting in September.
3. UPCOMING MEETING ANNOUNCEMENTS
• Naranja Town Site Education table at Farmer's Market on July 12th at 8:00 a.m.
• Town Council regular session meeting on July 16th at 7:00 p.m. The following items will
be discussed:
o Budget approval
o Remote control airplane ordinance
• Town Council retreat on August 1St—August 2nd.

• Ainsley Legner out of the office on August 5th—August 8th.
• Next PRAB meeting is scheduled for August 12th at 6:30 p.m.
• Arizona Parks and Recreation Association (APRA) Annual Conference—Boards and
Commissions Day is on August 28th.
4. GENERAL PLAN AMENDMENTS / ARROYO GRANDE — DISCUSSION AND
POSSIBLE ACTION
This item was tabled until the August meeting.
5. RECREATION CODE AND RECREATION IMPACT FEE UPDATE—DISCUSSION
This item was tabled until the August meeting.
6. REMOTE CONTROL MODEL AIRPLANES—DISCUSSION AND POSSIBLE
ACTION
This item was placed on the July 16th Town Council agenda. Ms. Legner distributed the Council
communication for that evening. The packet includes a summary and an ordinance change
stating that this activity may take place in designated areas. Naranja Town Site in its current
form is a potential designated area. Exhibit A includes a draft of the license agreement to be
used between the Town and the groups that would like to take advantage of this opportunity.
Ms. Legner and Parks Manager James Gardner met with the Sonoran Desert Flyers and
determined the best area at the Naranja Town Site for remote control model airplane flight. They
discussed delineating that area if it is approved by Town Council. If the Council does not
approve the area, Ms. Legner may enter into an agreement with the groups to fly in another
location if available and mutually agreed upon. Naranja Town Site is currently the best option
for this type of activity. When dirt moves on the property, the license agreement will be
cancelled with 30 days notice. The agreement focuses on Naranja Town Site as the location.
The Casas Adobes Church parking lot was not a suitable location and the Sonoran Desert Flyers
are waiting for a response from the Church regarding using the soccer field.
7. STEAM PUMP RANCH UPDATE—DISCUSSION
Parks and Recreation, Public Works, and Planning and Zoning are working on cleaning the
property. They are beginning to remove some of the old appliances. There are several people
evaluating the items from a historical perspective. Parks and Recreation is managing the exterior
of the property.
8. NARANJA TOWN SITE UPDATE—DISCUSSION
Ms. Legner stated that she and an intern with the Communication's Office will be at Farmer's
Market providing information on the Naranja Town Site.
There was a booth set up at the July 4th event at Canada Del Oro Riverfront Park.
Approximately 60 people approached the booth. They are continuing to reach out to the
community to provide information. Summer is the slow season with residents on vacation so

they will increase pubic education efforts in September. There will be a presentation at the Oro
Valley Rotary Club on July 17th.
9. BOARD MEMBER REPORTS
No reports.
10. PARKS & RECREATION DIRECTOR'S REPORT
Ms. Legner distributed the Council Insight, a monthly report, which highlights issues from each
Department for the Town Council's information. Ms. Legner will distribute this document
during her report at each meeting. She highlighted a couple of items:
• A record 76 hikers attended the National Trails Day this year.
• The Pima County bond has been postponed and will not be on the 2008 ballot but it is
tentatively planned for the 2009 ballot.
Theool was closed on Sunday, June 29th through Thursday, July 3rd due to an equipment

problem.
At the last meeting, Member DeLaney requested the Naranja Town Site donation total. No
money has been spent because last fiscal year, the Town Council allocated part of the bed tax for
Naranja Town Site so all of the expenditures for signs and site furniture have come out of that
fund and not out of the donations fund. No money has been spent yet from the donations fund.
11. PARKS & RECREATION ADVISORY BOARD CHAIR REPORT
Bob Evans and Margot Hurst have served on the Board for four years and one month and their
terms have expired. Chair Ottley thanked them for their service and dedication.
12. FUTURE AGENDA ITEMS
• General Plan Amendments/Arroyo Grande—Discussion and Possible Action
• Recreation Code and Recreation Impact Fee Update—Discussion
13. ARIZONA PARKS & RECREATION ASSOCIATION CONFERENCE—
DISCUSSION
Boards and Commissions Day is Thursday, August 28th. Staff will rent or borrow a van and ride
with the Board Members to Scottsdale. The agenda is online and it looks like the Board and
Commission members will be grouped together separate from the other attendees. Ms. Legner
recommended attending the conference and stated that it is a good way for the Board members to
collect the required training hours. Staff will register the Board members who plan to attend.
14. SCHEDULING NEXT PARKS & RECREATION ADVISORY BOARD MEETING
AND DISCUSSION OF POSSIBLE MEETING CANCELLATIONS
The next scheduled meeting is August 12, 2008 at 6:30 p.m. in the Hopi conference room.

The Board decided to cancel the meetings in September and December.
