1. APPROVAL OF AUGUST 12, 2008 REGULAR SESSION MINUTES
MOTION: Member DeLaney MOVED to approve the minutes from the August 12, 2008
meeting as written. Member Myerson SECONDED the motion. Motion passed, 4-0.

2. UPCOMING MEETING ANNOUNCEMENTS
• 2008 Citizen Planning Institute Program on October 2, 2008 through December 17, 2008.
• Adopt-A-Trail Clean Up is scheduled for Saturday, October 18, 2008 at 7:00 a.m.
• Arizona Parks and Recreation Association Annual Board Advance will be on Monday,
October 20, 2008 and Tuesday, October 21, 2008.
• Naranja Town Site Open House will be on Thursday, October 30, 2008 at the Sun City
Community Center at 5:00 p.m.
• Town offices will be closed for Veteran's Day on Tuesday,November 11, 2008.
• Next PRAB Meeting is scheduled for Thursday,November 13, 2008 at 6:30 p.m.
• El Tour de Tucson is scheduled for Saturday,November 22, 2008.
• Tree Lighting Ceremony is scheduled for Friday, December 5, 2008 at 5:30 p.m.

• Arizona Department of Commerce—Annual Boards and Commissions Conference at
Black Canyon Conference Center will be on Friday, December 5, 2008.
• Volunteer Appreciation Ceremony is scheduled for Thursday, December 11, 2008.
• Holiday Parade is scheduled for December 13, 2008 at 9:30 a.m.
3. ELECTION OF THE PARKS & RECREATION ADVISORY BOARD CHAIR —
DISCUSSION AND POSSIBLE ACTION
MOTION: Member DeLaney MOVED to elect Lyra Done to serve as the Parks and Recreation
Advisory Board Chair. Member Myerson SECONDED the motion. Motion carried, 4-0.
4. ELECTION OF THE PARKS & RECREATION ADVISORY BOARD VICE-CHAIR
—DISCUSSION AND POSSIBLE ACTION
MOTION: Member Myerson MOVED to elect Bob DeLaney to serve as the Parks and
Recreation Advisory Board Vice-Chair. Member Roberts SECONDED the motion. Motion
carried, 4-0.
5. WEBTRAC PRESENTATION—DISCUSSION
Senior Office Specialist Danielle Tanner explained that WebTrac is the new Parks and
Recreation online registration program. She reviewed the WebTrac functions and illustrated
how to register for an activity.
6. GENERAL PLAN AMENDMENTS/ARROYO GRANDE—DISCUSSION
Oro Valley resident Bob Schumann stated that he gave Ms. Legner a proposal reviewing the
items that the radio control community would like to see in this 9,100 acre area. The proposal
included the following requests:
• Access road.
• Parking lot.
• Shade structures.
• Restrooms.
• Paved runway.
• A sailboat pond, boat racing pond and float flying.
• An off road race car track.
The radio control flyer community would like to get involved at the ground level and would like
get theses items incorporated into the Master Plan.
Bob DeLaney discussed the idea of constructing a complex similar to the City of Tucson's
complex in the open spaces in Arroyo Grande.
Planning and Zoning Director Sarah More is working on the Arroyo Grande issue.
Lyra Done stated that Sarah More plans to attend a Public Policy Committee meeting at the
Tucson Metropolitan Chamber Of Commerce on November 6th. She invited the Board to attend.

7. RECREATION CODE AND RECREATION IMPACT FEE UPDATE—DISCUSSION
Sarah More attended the last Parks and Recreation Advisory Board meeting and updated the
Board on this issue. The Board informed her that they would like to update the Town Code to
increase the recreational land per number of homes in a development. The Board will follow up
with this item.
8. IRONKIDS PROPOSAL—PROPOSED SPECIAL EVENT—DISCUSSION
The IronKids event would be a three year event which would occur once a year at James D.
Kriegh Park. The event is a children's triathlon to include swimming,biking, and running for
ages 8— 14. The possible dates for the event are October 2009, April 2010, and April 2011.
IronKids is required to go through the Community Funding process for in-kind services. The
dates have been reserved on the calendar for the park. The process will start this winter and go
through the early spring and then the Council will consider the request.
This item will be removed from the agenda until the process approaches.
9. REMOTE CONTROL MODEL AIRPLANES—DISCUSSION
Oro Valley resident Bob Schumann gave the Board an update regarding the Sonoran Desert
Flyers at Naranja Town Site. August 18th was the first date that the area was open to therou

per the licensing agreement. Permitted flying hours are 6:00 a.m.— 12:00 p.m. They have a
strict admission policy including an application which outlines the rules and regulations. During
the week,the gate is open for Public Works so the flyers do not have any security control other
than being present. New members must show their Academy of Model Aeronautics (AMA) card
and a mentor is placed with new members. On Saturday and Sunday,the gate is locked and
members are issued the lock combination. Mr. Schumann requested that the Town let him know
if there are any issues or suggestions.
Bob DeLaney recommended expanding the hours in the future to include after school hours.
This item will be closed from the agenda until the next development.
10. STEAM PUMP RANCH UPDATE—DISCUSSION
The Parks Division is securing the property and trying to keep the buildings from deteriorating.
11. NARANJA TOWN SITE UPDATE—DISCUSSION
Since the last meeting,there have been several public information opportunities. This morning
Ainsley Legner made a presentation in Splendido at the Candidates Forum. The public
education continues with an Open House on October 30th.
12. ADOPT-A-TRAIL CLEAN-UP DATE—DISCUSSION AND POSSIBLE ACTION
The Parks and Recreation Advisory Board will meet on Saturday, October 18th at 7:00 a.m. at
680 West Calle Concordia for the trail clean-up. The clean-up is done three times per year.

13. BOARD MEMBER REPORTS
Lyra Done will attend the Finance and Bond Committee meeting on Monday, October 20th as the
Parks and Recreation Advisory Board Liaison.
14. PARKS & RECREATION DIRECTOR'S REPORT
At the Town Council Study Session on Wednesday, September 24th, the Council provided
feedback and requested additional information regarding Parks and Recreation fees. Staff will
present the information and background data to the Town Council in December. Ms. Legner will
provide the Board with an update at the next meeting.
There are new federal requirements for pool drains due to safety issues. The law stated that all
drains must comply with new specifications by December of this year. The specifications were
given to the manufacturers late so they are still working on the design. Staff has made
arrangements with Patio Pools and fabrication should be complete next month and the new drain
should be installed during the pool closure in the winter.
15. PARKS & RECREATION ADVISORY BOARD CHAIR REPORT
Dennis Ottley distributed Arizona Parks and Recreation Association conference evaluations and
asked the Members who attended the conference to complete and submit the forms.
Dennis Ottley reported that five candidates were interviewed for the Board and two were
recommended with one alternate. The names of the candidates are forthcoming.
16. APRA CONFERENCE—DISCUSSION
The Board Members discussed the conference. It may be better to have half a day with the
Boards and Commissions. The breakout sessions and the awards presentation were good.
17. POSSIBLE PARTICIPATION IN HOLIDAY PARADE ON DECEMBER 13,2008—
DISCUSSION AND POSSIBLE ACTION
Ms. Legner explained that Parks and Recreation always participates in the parade. Each year,
Members of the Parks and Recreation Advisory Board are encouraged to attend and represent the
Town. She asked the Board Members to let her know if they are interested.
18. CITIZEN PLANNING INSTITUTE PROGRAM ON OCTOBER 2,2008—
DECEMBER 17,2008
Parks and Recreation Advisory Board Members should attend the Citizen Planning Institute if
they have not already attended.

20. SCHEDULING NEXT PARKS & RECREATION ADVISORY BOARD MEETING
The next PRAB Meeting is scheduled for Thursday,November 13, 2008 at 6:30 p.m. in the Hopi
conference room.

Being that there was no further business before the Board, Dennis Ottley adjourned the meeting
