APPROVAL OF OCTOBER 8, 2009 REGULAR SESSION MINUTES MOTION: A motion was made by Vice-Chair DeLaney and seconded by Member Chatterton to approve the October 8, 2009 regular session minutes as written. MOTION carried, 6-0. CALL TO AUDIENCE No speakers. 2. UPCOMING MEETING ANNOUNCEMENTS - Town offices will be closed for the Thanksgiving holiday on November 26, 2009 and November 27, 2009. - Parks and Recreation Advisory Board agenda items and packet materials for the next meeting will be due by December 2, 2009. - The Oro Valley Tree Lighting will be on December 4, 2009 and December 5, 2009. - The Volunteer Appreciation Reception will be on December 10, 2009. - The Oro Valley Holiday Parade will be on December 12, 2009. - The next Parks and Recreation Advisory Board meeting will be December 15, 2009. 3. PARKS & RECREATION ADVISORY BOARD LIAISON COUNCIL MEMBER REPORT No report. 1 11/17/09 Minutes, Parks and Recreation Advisory Board 4. SUPPORT FOR DEVELOPING A MENU OF RECREATIONAL OPTIONS FOR RESIDENTIAL DEVELOPMENT PLANS - DISCUSSION AND POSSIBLE ACTION No report. 5. RECOMMENDED PARKS AND RECREATION USER FEES - DISCUSSION AND POSSIBLE ACTION Ms. Legner presented the following information: - This item will be on the November 25, 2009 Town Council agenda. - The Town Council is responsible for approving facility usage fees per Town ordinance and staff sets fees for activities. - The last fee increase was in 2003. The Town Council asked that the fees be increased for cost recovery purposes. - New types of fees are resident, nonresident, non-profit, for-profit and peak- time field rental fees. - CDO Riverfront Park was partially funded by Pima County bond money so rates at this park can not be set based on residency. Ms. Legner discussed proposed fees for the following: - Field rentals - Peak-time field rentals - Pool admission - Pool lane rental short course - Pool lane rental long course - Tennis and racquetball court rentals Further discussion followed regarding: -The fiscal impact of all increases would be $88,000 more annually assuming static usage. Fees are recommended to incrementally increase next year. - If the Town Council passes this proposal, it will go into effect on January 1, 2010. - Chair Done recommend that the changes return to the Board this time next year for recommendations for the 2011/12 budget. - Ms. Legner reviewed questions previously asked by the Town Council. MOTION: A motion was made by Member Chatterton and seconded by Vice-Chair DeLaney to recommend approval of the Parks and Recreation user fees to the Town Council as presented. MOTION carried, 6-0. 6. OVERVIEW OF PLANS FOR FOUR (4) GARDENS AT STEAM PUMP RANCH DISCUSSION Chair Done explained that a lot of work has been done on educational programs at the gardens. 2 r . 11/17/09 Minutes, Parks and Recreation Advisory Board 7. UPDATE ON INTERPRETIVE SIGNAGE FOR ORO VALLEY PARKS - DISCUSSION Member Scheuring reported on the signage: - There were two checkpoint committee meetings in November. The Committee agreed on five large signs, three at CDO Linear Park and two at West Lambert Lane Park. He distributed information on the signs for the Board's review. - The committee agreed on one large sign at each of the three entries at CDO Linear Park and two signs at West Lambert Lane Park. Pusch Ridge will have a panorama and cameo of photographs with geological themes. - Small signs will be produced on large panels with high resolution, UV resistant venire, and graffiti proofing. - Recommendations will go to Multimodal Planner Nancy Ellis and then through a vendor process. Member Scheuring reported on the desert creatures: - The Public Art Review Committee is in favor of the project. - The Planning & Zoning Commission voted to fund the project with art in-lieu fees. - This item will be on a future Town Council consent agenda for final approval. Member Scheuring reported on the interpretive tours: - Tours will be led by Tohono Chul docents in January and February. - The purpose is to educate people about the nature in the parks. - There will be nature walks at West Lambert Lane Park and bird walks at James D. Kriegh Park. - There may be additional walks in the future depending on popularity. 8. UPDATE ON POSSIBLE CHANGES TO THE TENUOUS REFUGE ART AT CANADA DEL ORO RIVERFRONT PARK - DISCUSSION Matt Moutafis will provide Ms. Legner with a proposal. 9. ADOPT A TRAIL CLEAN UP DATE - DISCUSSION AND POSSIBLE ACTION MOTION: A motion was made by Member Chatterton and seconded by Vice-Chair DeLaney to set the date for the trail clean up to be in January or February. MOTION carried, 6-0. 10. TOUR OF PARK FACILITIES - DISCUSSION AND POSSIBLE ACTION The Board determined that the tour should be set for January 9, 2010 and January 30, 2010 and a podcast be created for those who do not attend a tour. 11. BOARD AND COMMISSION LIAISON REPORTS a. CHAIR DONE - FINANCE AND BOND COMMITTEE 3 1 11/17/09 Minutes, Parks and Recreation Advisory Board There was a Finance and Bond Committee meeting in October and there will be another meeting in November. Chair Done reviewed the items from the October meeting: - Ms. Legner presented the fee proposal to the Board. - Budget comparisons were fair for the first six months of the year. b. VICE-CHAIR DELANEY - TOWN COUNCIL - Paula Abbott is resigning which leaves a vacancy for the Parks and Recreation Advisory Board Town Council Liaison. c. SUSANNAH MYERSON - PLANNING AND ZONING COMMISSION No report. d. GREG ROBERTS - HISTORIC PRESERVATION COMMISSION No report. e. KAREN CHATTERTON - DEVELOPMENT REVIEW BOARD - Cooper at Rivers Edge: - This is a new subdivision to be located at Lambert Lane and First Avenue. - There will be three dozen lots. There may be pocket parks or in-lieu fees. - Rancho Del Cobre: - This is new subdivision at Tangerine Road and La Cholla Boulevard. - It passed unanimously by the Board on November 10, 2009. - The developer was acknowledged for substantial conformance with the Town's plat, riparian, and recreation requirements. - There will be one park on each side of the wash with a decomposed granite trail to connect the two. - The wash is being altered to construct detention basins for flood control. -A wall will be built along the path to prevent basin access from Glover Road. - There is opposition to the bridge because the home owner's association wants to privatize the area. - The Town's multi-use path ends at La Canada Drive and Tangerine Road. Multi- use paths will be added along La Cholla Boulevard and Tangerine Road. - There are concerns regarding the future plan for Tangerine Road. - New roads will be offset from existing roads. - Tangerine access to the subdivision was not approved. - There was concern regarding a road aligned with a riparian area. - The native plant protection is in place with a 3-1 replant as a vegetative screening for the roadways. - Planning and Zoning amended the landscape plan which was approved. - Town Council will have a public hearing on November 18, 2009 requesting approval for an independent living facility at Lambert Lane and Highlands which separates Lambert Lane from the tree nursery. 4 r 11/17/09 Minutes, Parks and Recreation Advisory Board 12. PARKS & RECREATION ADVISORY BOARD MEMBER REPORT; No reports. 13. UPDATE ON DEVELOPMENT REVIEW COMMITTEE MEETINGS - DISCUSSION Chair Done stated that the Parks and Recreation Advisory Board can not have direct input on small parks being built in subdivisions but it can make a menu of items for these parks. 14. PARKS & RECREATION DIRECTOR'S REPORT - Bayer Vella is working on obtaining government funding for green issues in the Town. The funding would pay for solar panels at the pool and a lighting upgrade at James D. Kriegh Park. - The Capital Christmas Tree Program was very successful and approximately 1,200 people attended. 15. PARKS & RECREATION ADVISORY BOARD CHAIR REPORT No report. 16. FUTURE AGENDA ITEMS Chair Done requested that "Parks and Recreation Advisory Board Member Report" be removed from the next agenda. 17. SCHEDULING NEXT PARKS & RECREATION ADVISORY BOARD MEETING DISCUSSION AND POSSIBLE ACTION The next Parks and Recreation Advisory Board meeting is scheduled for December 15, 2009 at 6:30 p.m. in the Hopi conference room.
