LA CANADA DRIVE ORO VALLEY, ARIZONA 85737 Tuesday, February 18, 2014 CALL TO ORDER AT OR AFTER 5:30 PM ROLL CALL PRESENT: Jack Stinnett, Chair Dana Hallin, Member John Hickey, Member Alison Sutton-Ryan, Member ABSENT: Mary Kay Durfee, Member EXCUSED: Sue Bishop, Vice-Chair ALSO PRESENT: Kristy Diaz-Trahan, Parks & Recreation Director Mary Snider, Town Council Liaison CALL TO AUDIENCE - No speakers. 1. REVIEW AND/OR APPROVAL OF JANUARY 21, 2014 REGULAR SESSION MINUTES MOTION: A motion was made by Member Hickey and seconded by Member Hallin to approve the January 21, 2014 minutes as written. MOTION carried, 4-0. 2. NARANJA PARK - DISCUSSION AND POSSIBLE ACTION a. MASTER PLAN UPDATE Parks & Recreation Director Kristy Diaz-Trahan explained that the Town awarded the contract to McGann and Associates. They have a subcontractor to do the community outreach and statistically valid survey and a subcontractor to assist with the final plan document. A core strategic team will be established to include a couple members from the Parks & Recreation Advisory Board. b. PROJECT UPDATE 02-18-14 Parks & Recreation Advisory Board 1 Mrs. Diaz-Trahan stated that the Town awarded the mass grading portion of the project to Falconi Brothers. They mobilized yesterday and began work today. Signage has been added to the trails since one east/west trail will be removed. Once mass grading is done, we will build another east/west connection. Once they are finished, a crew will re-route the road to extend further north to reach the Sonoran Desert Flyers. There is access to the north off Tangerine, on Musset Road during the construction phase. By April, the land should be level, there should be a new road and we should begin to install irrigation lines. The Falconi Brothers bid came in less than estimated. 3. STANDING COMMITTEE REPORTS AND DISCUSSION a. NARANJA PARK IMPROVEMENTS Chair Stinnett stated that no one venue in the area can accommodate all four of the local tournaments. When we get four fields, the Fort Lowell Shootout would like us to apply to be the tournament site. He reviewed several of the main tournaments in the area: 1 - Fort Lowell Shootout (358 teams) 2 - CDO Challenge (160 teams) 3 - Tucson Soccer Academy (190 teams) Chair Stinnett added that at four fields, we could host 6-20 teams. b. TRAILS & SHARED USE PATHS Chair Stinnett stated that Adam Wade is the Town's representative to the Tucson/Pima County Bicycle Advisory Committee. Chair Stinnett, Mr. Wade, Multimodal Planner Nancy Ellis and Ms. Diaz-Trahan will meet every other month. Some items needed to advance bicycle certifications will require additional assistance. Chair Stinnett presented photos and ideas for the group to consider for future improvements. c. RECREATIONAL PROGRAMMING AND ARTS d. GRANTS, PARTNERSHIPS & CEREMONIES Chair Stinnett distributed a description for an outreach committee. This committee would collect resident input on Naranja Park and find partnerships and revenue sources to help fund park projects. The committee had originally looked for grants but Ms. Ellis works on grants full time. Ms. Diaz-Trahan added that we will hear from the community as the survey wraps up regarding the Naranja Project, which will dictate what the committee focuses on. 4. DIRECTOR'S REPORT Ms. Diaz-Trahan reviewed the following: - February 26 is the Archery Park Ribbon Cutting. - February 22 is the Arizona Wine Growers Association's "Off the Vine"Wine Festival at 02-18-14 Parks & Recreation Advisory Board 2 Steam Pump Ranch. - March 1 is the MOVE Across 2 Ranges hiking event. - March 6-9 is the Age Group State Swim Meet at the Oro Valley Aquatic Center. - March 14 is the CDO Path Ribbon Cutting. - March 21 is the Pima County Bond Advisory Committee meeting. Ms. Diaz-Trahan will provide a presentation for historical, cultural and preservation items. - March 23 is the Arizona Distance Classic. -April 9-13 is the National Synchronized Swimming Championship. -April 19 is Archery Demo Day and it will be the first open archery shoot event. -April 25 is the Pima County Bond Advisory Committee meeting. Ms. Diaz-Trahan will provide a presentation on Parks and Recreation projects. -April 26 is the Town's 40th Anniversary celebration at Steam Pump Ranch. - The Town departments are putting together their general fund budgets. - The capital improvement process has begun ($1.2M). - Parks Division hired a new Crew Leader, Rick Long. 5. FUTURE AGENDA ITEMS No comments. 6. SCHEDULING OF NEXT PARKS & RECREATION ADVISORY BOARD MEETING TENTATIVELY FOR TUESDAY, APRIL 15, 2014 - DISCUSSION AND POSSIBLE ACTION MOTION: A motion was made by Member Hallin and seconded by Member Hickey to hold the next Parks and Recreation Advisory Board meeting on April 15, 2014.
