CALL TO ORDER AT OR AFTER 5:30 PM
Vice Chair Bishop called the meeting to order at 5:30 p.m.

ALSO PRESENT: Kristy Diaz-Trahan, Parks & Recreation Director
CALL TO AUDIENCE — No speakers
1. REVIEW AND/OR APPROVAL OF FEBRUARY 18, 2014 REGULAR SESSION
MINUTES
MOTION: A motion was made by Member Hallin and seconded by Member Hickey to
approve the February 18, 2014 minutes as written.
MOTION carried, 4-0.
2. GIRL SCOUT TROOP #2164 WILDLIFE PROJECT PRESENTATION
Co-troop leader for Junior Girl Scout Troop #2164 Karen Wilhemsen and the troop
presented the following:
- The monument will include facts about wildlife.
- The goal is to earn a bronze award.
- It will include inspirational quotes, animal cut-outs and a geocache box.
- It will be installed in early May for a tentative unveiling on Saturday, May 17, 2014.
- The troop needs a name for the monument.
Ms. Diaz-Trahan said that the location will be the Steam Pump Ranch butterfly garden.

MOTION: A motion was made by Vice Chair Bishop and seconded by Member Hickey to
support the troop's wildlife project.
MOTION carried, 4-0.
3. YOUR VOICE, OUR FUTURE PROJECT UPDATE AND APPOINTMENT OF A
PARKS & RECREATION ADVISORY BOARD REPRESENTATIVE TO THE YOUR
VOICE COMMUNITY COMMITTEE - DISCUSSION AND POSSIBLE ACTION
Conservation & Sustainability Administrator Bayer Vella reported on Item #3. He
announced that three committees will work on this project (Environment, Community and
Development). He requested a representative and an alternate from the board to serve
on the Community Committee.
MOTION: A motion was made by Vice Chair Bishop and seconded by Member Hickey to
appoint Sue Bishop to serve as the representative to the Your Voice Community
Committee.
MOTION carried, 4-0.
MOTION: A motion was made by Vice Chair Bishop and seconded by Member Hickey to
appoint Alison Sutton-Ryan to serve as the alternate representative to the Your Voice
Community Committee.
MOTION carried, 4-0.
4. NARANJA PARK - DISCUSSION AND POSSIBLE ACTION
a. MASTER PLAN UPDATE
Parks & Recreation Director Kristy Diaz-Trahan announced that McGann & Associates
were awarded the Master Plan Update contract for a program and conceptual design
update. A committee, including staff, McGann &Associates and their subcontractors will
meet to discuss the mission of the update. Parks & Recreation Advisory
Board members will be asked to assist.
Ms. Diaz-Trahan explained the Master Plan Update will include the following tasks:
- Engage SAACA
- Look at trails and open space
- Global input
A Master Plan update for the Parks & Recreation department
A statically valid phone survey
b. PROJECT UPDATE
Ms. Diaz-Trahan gave an update on the Naranja Park project and reviewed the following:
- Potable water
- Price quotes for sand and sod
- Irrigation and electrical design

- Earthwork delays
- Scope of the fields
5. STANDING COMMITTEE REPORTS AND DISCUSSION
a. NARANJA PARK IMPROVEMENTS
Member Sutton-Ryan reported that the committee met twice and walked Naranja Park.
The committee discussed the history of the property and archery range.
b. TRAILS & SHARED USE PATHS
Member Hickey reported that the committee is defining their recommendations. They are
interested in extending the path into Catalina State Park. Ms. Diaz-Trahan said the Flood
Control District is currently working on that project.
c. OUTREACH COMMITTEE
Vice Chair Bishop reported that she met with Member Strandskov last month. Chair
Stinnett had recommended combining the Recreational Programing and Arts
Committee and the Grants, Partnerships and Ceremonies Committee to create
the Outreach Committee.
6. YOUTH ADVISORY COMMITTEE REPORT BY SUE BISHOP
Vice Chair Bishop reported that the Town's Youth Advisory Council had an event at
Canyon Del Oro Riverfront Park last Saturday. There were 65 high school
students in attendance.
7. DIRECTOR'S REPORT
Ms. Diaz-Trahan gave a brief overview of the following:
- Spring/Summer Program Guide
Amphibious Athletes and Art at the Ranch summer programs
- Past and upcoming events
- Youth Advisory Council summer teen movie nights at the Aquatic Center
Appointment of Sarah Corning to the Parks & Recreation Advisory Board
- Budget update and highlights
- Pima County Bond meetings and projects
- Historic Preservation Commission appointed Connie Trail as the liaison to the Parks &
Recreation Advisory Board. She will attend meetings that include cultural
resource/historic items.
8. FUTURE AGENDA ITEMS
No items were discussed.

MOTION: A motion was made by Member Hickey and seconded by Member Sutton-
Ryan to adjourn the meeting at 6:37 p.m.
MOTION carried, 4-0.
