APPROVED MINUTES OF THE HISTORIC PRESERVATION COMMISSION JULY 9, 2007 TOWN OF ORO VALLEY COUNCIL CHAMBERS 11000 NORTH LA CANADA DRIVE PRESENT: Vice Chair Robert Baughman Commissioner Patricia Spoerl Commissioner Jim Kriegh Commissioner Salette Latas Commissioner Marilyn Cook Commissioner Sybil Needham EXCUSED: Chair Pamela Sarpalius ALSO PRESENT: Al Kunisch, Council Liaison Margot Hurst, Parks and Recreation Liaison Sarah More, Planning and Zoning Director Lexa Mack, Civil Attorney Scott Nelson, Special Project Coordinator CALL TO AUDIENCE Opened and closed with no speakers. I. APPROVAL OF MINUTES OF JUNE 11, 2007 MEETING MOTION: Commissioner Latas MOVED to approve the minutes as submitted. Commissioner Kriegh seconded the motion. Motion carried (6-0). II. PRESENTATION OF STATUS OF STEAM PUMP RANCH PROCESS BY CORKY POSTER OF POSTER FROST ASSOCIATES. Mr. Poster gave a PowerPoint presentation showing projected tasks and the schedule for the Steam Pump Ranch Assessment, Emergency Repairs and Master Plan. (See attached hard copy.) Mr. Poster said he was not sure what the size of the site was to be registered with the National Register of Historic Places (NRHP). He is currently working with the NRHP and agrees that it is important that the Historic Preservation Commission (HPC) be involved. They are taking lots of pictures to document the work being done and checking for artifacts being uncovered. Bill Adler, 10720 N. Eagle Eye Place, commented that the size of the site will have an impact on commercial uses. He asked if the objective of preserving the site was to return it to a working, functional state, or to a museum like, viewable point. How do we proceed beyond the first four tasks listed by Mr. Poster. Mr. Poster said the site could be adapted for use or living history space or a museum. Thepublicprocess will clarifythat. As a consultant it is his job to offer information to the Council, Commission and the public so an informed decision can be made. Based upon the facts uncovered, that information should be available by the end of July or mid- August. Mr. Poster said he would be available to give a report at each HPC meeting per Vice- Chair Baughman's request. He will prepare a draft application to NRHP for the Commission to review. III. PROGRESS REPORT ON STEAM PUMP RANCH ACQUISITION AND EMERGENCY STABILIZATION Ms. Mack reported that the northern four parcels owned by John Leiber were acquired in late April. Title to the southern portion will be transferred to the Town by the end of the week. Mr. Nelson presented a handout on the emergency stabilization of the site. Southern Arizona Home Builders Association (SAHBA) has volunteered their efforts to help in the process of repairing structure's roofing to help minimize the potential for damage from the monsoons. The main house and Carlos' residence have been addressed and they will be working on the bunkhouses. Letters will be sent to SABHA to express the Town's appreciation for their efforts. The media has been contacted and articles should appear soon. There will be a celebration at the ranch in August. A complete environmental assessment analysis showed no asbestos and very small levels of lead in the paint at the site. IV. DISCUSSION AND POSSIBLE ACTION REGARDING ARIZONA CENTENNIAL 2012 LEGACY PROJECT DESIGNATION Ms. More reported that Arizona Centennial 2012 is asking that the Town establish a local committee. Town Council may ask the HPC to act as that committee. The purpose is to have ongoing activities in that year focused around February 12 on the history of the State and the Town of Oro Valley. There is an activity and event, and a fund raising component. There is a potential for project grants that includes restoration of historical sites. The Statewide committee must raise $5 million in order to get $2.5 million that the State legislature has earmarked for this purpose. All fund raising is going towards that goal. The money raised can be donated and earmarked for specific projects. Honey Bee has a place holder on the Pima County 2008 bond election for $250,000 to implement the plan. Therefore, this should focus on Steam Pump Ranch. 2 V. DISCUSSION AND POSSIBLE ACTION REGARDING LETTER OF SUPPORT TO PIMA COUNTY TO REVIEW 2008 PROJECT PROPOSALS ON JULY 12TH. Commissioner Spoerl thought it would be beneficial for HPC to write a letter of support to Pima County based upon the request from the Pima County Cultural Resource Program. The date of the next Bond Committee meeting has been postponed until August 23. The Oro Valley Historical Society has sent a letter of support to Chuck Huckleberry that could be used as an example. Ms. More will find out if the Town Council has officially supported Honey Bee and Steam Pump. Ms. Mack said that the HPC as an appointed board of the Council is not necessarily empowered to write letters on behalf of the Town recommending or supporting anything. After discussion, it was decided that Commissioner Spoerl will draft a letter endorsing the Town Council's actions on the 2008 bond project. This will be an agenda item for the next HPC meeting. Ms. More will make sure the Council has or will get that resolution taken care of and will get the information out to the HPC as soon as possible. VI. SANTA CRUZ VALLEY NATIONAL HERITAGE AREA PROPOSAL DISCUSSION AND POSSIBLE ACTION. The HPC has not been getting information from this body. Do we need to appoint another representative? Who should be contacted? Ms. More said this is an important project for the region and we should be involved. She will find out how to deal with this. VII. INFORMATION REGARDING HISTORICAL VALUE OF PROPERTY AT 8444 N. ORACLE RD. Ms. More stated that the dome of the building came from the old El Conquistador Hotel on Broadway. Dee Widero would be the person to talk to regarding the building. IX. DISCUSSION TO SET DATE FOR HISTORIC PRESERVATION COMMISSION ELECTIONS. (Item IX was moved forward.) MOTION: Commissioner Kriegh MOVED to have the Historic Preservation Commission elections at the August meeting. Commissioner Spoerl seconded the motion. Motion carried (6:0). VIII. DISCUSSION OF HISTORICAL PRESERVATION COMMISSION POWERS AND DUTIES (ORO VALLEY TOWN CODE, CHAPTER 6, ARTICLE 6-10-5F) HPC's powers and duties are defined in the Ordinance or determined by Town Council. Vice Chair Baughman went through the powers and duties as listed and the Commission determined the following: 3 • Many of the duties listed are not being accomplished at this time. • An evaluation of possible historical structures needs to be completed before the Commission can proceed with a plan for historic preservation. • The ordinance should be reviewed and periodically updated with recommendations to Town Council. • Cu ltural as well as historical significance needs to be considered when looking at possible designation of properties. • A grant writer may eventually be needed. Bill Adler, 10720 N. Eagle Eye Place, pointed out that the Commission is clear that they g Y approve not have the authorityto a rove a development. Whatever a developer is asking for authorizing designate,to desi nate, the Commission can support, but not make a motion and vote to approve a development. Ms. More suggested setting a meeting to look at the powers and duties list and gg � determine priorities. The HPC's individual and collective input in Honey Bee Preserve and Steam Pump Ranch have been and are valuable. Looking at a budget is important to the future. X. ANNOUNCEMENTS • Vista Newsletter has an article regarding the Governor's Award for the Honey Bee Village Archeological Preserve. • Open meetings and Prop 207 training will be presented at the September meeting. • Debbie Abel, former Historic Preservation Officer for the City of Phoenix, is available for HPC training.
