Call to the Audience opened and closed with no speakers. IV. Approval of Minutes: a) January 12, 2009 Vice Chair Zwiener requested clarification regarding item VI Discussion of Meeting Agenda Format. Chair Baughman stated the minutes should be amended to read "Mr. Popelka will email the Chair a draft agenda the Friday a week before the meeting." MOTION: Commissioner Nagy MOVED to approve the minutes from the January 12, 2009, Historic Preservation Commission meeting as amended. Commissioner Spoerl seconded the motion. Motion carried, 7-0. b) February 2, 2009 March 9, 2009 Approved Historic Preservation Commission Meeting Minutes MOTION: Vice Chair Zwiener MOVED to approve the minutes from the February 2, 2009, Historic Preservation Commission meeting. Commissioner Pullara seconded the motion. Motion carried, 7-0. c) February 9, 2009 Vice Chair Zwiener requested clarification regarding item VI c, page 2. Chair Baughman stated that no change needs to be made to the February 9 minutes. He stated it is the intent of the Historic Preservation Commission that the consultants will meet with all Commissioners. Chair Baughman stated that under item VI b, the following statement should be added after the motion: Chair Baughman appointed Commissioner McClung to pursue the project. MOTION: Commissioner Nagy MOVED to approve minutes from the February 9, 2009, Historic Preservation Commission meeting as amended. Commissioner Foley seconded the motion. Motion carried, 7-0. V. Staff Report Paul Popelka, Assistant Director of Planning and Zoning, presented the staff report. Mr. Popelka introduced Michael Spaeth, Planner, who will be giving support to the Commission. He stated that Scottsdale was designated a Preserve America Community and received a grant for a Cultural Marketing and Tourism Plan. He will be following the progress. Chair Baughman asked if Staff Reports can be listed as discussion and action items. He requested that Mr. Popelka follow up on this. VI. Presentation from William Doelle, PhD., President of Desert Archaeology, on the Santa Cruz Valley Heritage Alliance and Honey Bee Village Chair Baughman introduced William Doelle, PhD., President of Desert Archaeology. Dr. Doelle gave a PowerPoint presentation on the Santa Cruz Valley Heritage Alliance. He also gave a brief update on Honey Bee Village. He distributed copies of the Santa Cruz Valley National Heritage Area Feasibility Study Summary, 2005, and Heritage Experiences of the Santa Cruz Valley map. Dr. Doelle answered questions including what happens--afterdesignation--asa-National Heritage Area and how the site steward program works. Chair Baughman invited Dr. Doelle to a future meeting to give a presentation on Honey Bee Village, including showing some artifacts that were found. VII. Discussion and possible action regarding HPC Work Plan 2 March 9, 2009 Approved Historic Preservation Commission Meeting Minutes a. Cultural Resource Inventory Request for Proposal (RFP) Mr. Popelka stated he received a list of consultants as well as feedback for the Request for Proposal (RFP) from Linda Mayro, Pima County. A draft copy of the RFP was distributed. Chair Baughman asked Mr. Popelka to send a copy of Ms. Mayro's recommendations to the Commissioners. Chair Baughman asked Mr. Popelka to send the final draft to the Commissioners and solicit feedback at that time. b. Study Session Chair Baughman stated a study session needs to be scheduled to discuss the work plan. He would like to invite Mr. Nelson and Lexa Mack, Town Attorney, to attend. He would like the meeting to begin at 4:00 pm and asked Mr. Popelka to schedule the date and place. c. Status of Training Commissioner Foley distributed a list of upcoming training opportunities and will forward detailed information as soon as he receives it. He is also working with Mr. Popelka on setting up a training session for the Commission. A list of Citizens Planning Institute classes was distributed. No pre-registration is required and there is no fee. Vice Chair Zwiener asked if the Town of Oro Valley would pay for expenses associated with the out-of-town conferences. Mr. Popelka was asked to follow up on this and report back to the Commissioners. Chair Baughman asked Mr. Popelka to update the term of office list. VIII. Discussion and possible action regarding Steam Pump Ranch a. Historic garden project Commissioner Spoerl gave an update on the Steam Pump Ranch (SPR) historic garden project. The Town Council approved the license agreement at the February 18 meeting. The Mayor and President of the Oro Valley Historical Society (OVHS) have signed the agreement. It is anticipated work will begin in April, with planting at monsoon time. b: Arizona Centennialproject Vice Chair Zwiener took Gary Faulkenberry's pen and pen case samples to OVHS Board meeting. Mr.Faulkenberry has asked if he could go to SPR to get some wood. Mr. Nelson and Vice Chair Zwiener will set up this meeting. c. Progress of preservation work for photos and documents 3 March 9, 2009 Approved Historic Preservation Commission Meeting Minutes Chair Baughman asked Commissioner Spoerl for names and addresses of the volunteers so that thank you notes can be sent regarding their work preserving photos and documents found at SPR. He also asked that volunteer hours be forwarded to Mr. Popelka. The progress report from Jerry Kyle, Skylark Consulting, was distributed. Mr. Kyle will be available to give the Commission a full report at the April meeting. Mr. Nelson stated items for long-term storage have been ordered and short-term storage is available in the Town Clerk's storage area. d. Pumphouse Because Chair Baughman has not heard back from Councilmember Latas regarding the inquiry to the Town Manager this item will be continued. He will contact Councilmember Latas. e. Progress of truck restoration project Commissioner McClung contacted the Canyon del Oro Auto Mechanics teacher. A meeting with Mr. Nelson and the teacher is being planned for early next week at SPR to look at the truck before making a decision to work on it. Chair Baughman suggested that the Town Manager be invited to any discussions with the teacher regarding the scope of work. f. Status of Standard Operating Procedure project Mr. Popelka stated staff has not had time to meet to discuss the standard operating procedures project. An attempt will be made to have a draft for the April meeting. IX. Discussion and possible action regarding the Environmentally Sensitive Land Ordinance (ESLO) Technical Advisory Committee (TAC) Mr. Popelka's report on the ELSO TAC was reviewed. The Town is looking for a representative from the HPC with an archaeology background to be on this committee. Vice Chair Zwiener volunteered for this position. Chair Baughman suggested Mr. Popelka and Vice Chair Zwiener meet with Bayer Vella, Senior Planner, to-discuss-details of the TAC having access to archaeological site information and reporting to the HPC. X. Announcements Commissioner Spoerl announced that today is Barbie's 50th birthday. She reviewed the steps required to be eligible for the National Register and how Barbie may meet this 4 March 9, 2009 Approved Historic Preservation Commission Meeting Minutes criteria. Mr. Popelka stated he has not received information regarding being a certified local government. The State Historic Preservation Office is checking on this. The April meeting is scheduled for Thursday, April 16 in the Council Chambers. Chair Baughman asked Commissioner Spoerl, in her capacity as President of the OVHS, for up-to-date information on the Town's 35th anniversary. She gave a brief presentation and stated there is a summary of events in the current issue of"Vista." Xl. Future Agenda Items Chair suggested Baughman a discussion on zoning as it relates to district activities. He g stated that he would like to meet with Mr. Popelka and Ms. Mack prior to the April meeting. XII. Introduction of Paul Popelka, Assistant Planning and Zoning Director Chair Baughman introduced Paul Popelka, Assistant Planning and Zoning Director and new Historic Preservation Commission staff representative. VI. Discussion of Meeting Agenda Format The meeting agenda format will be changed to list only those items of business for the Commission meeting. Those Commissioners having anything specific to add to the agenda need to let the Chair know one week in advance of the meeting. Mr. Popelka January 12, 2009 Approved Minutes Historic Preservation Commission will email the Chair a draft agenda the Friday a week before the meeting. The Chair will send the agenda back to staff the following Monday. This should allow the agenda and any packet information to be sent to the Commissioners one week in advance. VII. Discussion and possible action regarding HPC Work Plan. a. Cultural Resource Inventory Draft Scope of Work Mr. Popelka said this is a Request for Qualifications rather than a Request for Proposal because of the inability to define specific work tasks for the survey at this point. The consultant costs will be negotiated as the scope of work is fully defined. The initial records review would be for the entire Planning Area as set forth in the General Plan. The actual survey would be within the Town limits. The role of volunteers needs to be defined. The actual survey and records search will be done by the consultant. Paragraph Illa. of the Draft Scope of Work needs to be reworded so the consultant prepares the Historic Context of Oro Valley. Paragraph IIIb, the records search should have a year identified. MOTION: Commissioner Spoerl MOVED that for purposes of the records search and archival research, Section B in the draft Scope of Work should say that the records review will include properties dating prior to 1974. Vice Chair Zwiener seconded the motion. Motion carried, 5:0. Chair Baughman clarified that under Ille, Public Meetings, that it is four regularly scheduled HPC meetings. MOTION: Vice Chair Zwiener MOVED to forward the Draft Scope of Work Request for Qualifications on to the Procurement Administrator. Commissioner Foley seconded the motion. Motion carried, 5:0. b. Community Outreach - no report. c. CLG Application Mr. Nelson reported that the CLG application has been reviewed by the Town Attorney, signed by the Mayor and sent back to Mr. Frankenberger, Arizona Parks Service on 1/9/09. They will sign and keep the original, we will get a signed copy and that will be forwarded to Washington DC. We should get validation from Washington DC. Mr. Popelka will check with the State Historic Preservation Office (SHPO) to clarify whether we should receive validation from Washington DC, or it becomes validated within 45 days. He will inform Chair Baughman as soon as possible. 2 January 12, 2009 Approved Minutes Historic Preservation Commission d. Budget - no report. e. Process Plan for Historic Designation The Historic District Designation Process and Historic Landmark Designation Process prepared by Civil Attorney Mack were emailed to the Commissioners for review. f. Training Commissioner Foley said setting exact dates for a schedule of training is difficult. We may be able to set dates according to topics in our meetings. A future agenda item should be to discuss dates. The Town is planning spring Citizen Planning Institute Continuing Education and a schedule will be emailed to HPC. g. Santa Cruz Heritage Alliance - no report. VIII. Discussion and possible action regarding Steam Pump Ranch. a. Historic garden project Two board members from Oro Valley Historical Society met with Town staff and Council member Latas to revise the license agreement to include a Native American Garden and guided tours. It is scheduled to be on the Town Council (TC) agenda 2/18/09. Commissioner Spoerl will get Mr. Popelka details on the pioneer garden revisions for HPC to review prior to the 2/18 TC meeting. b. Arizona Centennial project Information on the State Commission April workshop for the Arizona Centennial project will be made available for the next HPC meeting. c. National Register Nomination - no report. d. SOP governing actions to be taken at SPR This will be discussed in a study session before coming to the full Commission. Mr. Popellka will be scheduling a study session with HPC and Parks and Rec to discuss the SOP. Chair Baughman opened the floor for public comment. 3 January 12, 2009 Approved Minutes Historic Preservation Commission Bill Adler, OV resident, is concerned that monetary commitment to Steam Pump Ranch (SPR) is virtually non-existent. HPC and OVHS should become lobbyists during the Town's budget review to see if there is any money available for preparation of the grounds for tours and safety. He suggested an active fund raising activity be engaged such as acquiring membership lists of organizations dependent on citizens for support. e. Pumphouse - no report. f. Security Mr. Nelson reported SPR was dramatically cleaned up prior to a site tour in December with Congressperson Gifford's office. The Town was asked to submit projects for the appropriations bill process. SPR was the #2 item submitted by the Town. The next clean up project will be the chicken coops. Vice Chair Zwiener has enlisted a person to help with identifying and restoring historic furniture. Chair Baughman recognized the amount of time and effort Mr. Nelson, Commissioner Spoerl and Vice Chair Zwiener have put into SPR. Commissioner Spoerl thanked Diane Chapman for putting together Steam Pump report notebooks for the ranch. IX. Discussion and possible action regarding Town Council appointment process and terms of appointment to Boards and Commissions (as it affects the Historic Preservation Commission). There was discussion on the current method of appointment and terms. Council is considering a change to appoint members at the 1/21 TC meeting. The Commissioners agreed the present method works and should not be changed. The quality of commissioners and longevity to see projects through is important. MOTION: Vice Chair Zwiener MOVED that the Historic Preservation Commission recommend to Town Council that the present method of appointment to the Commission continue. Commissioner Foley seconded the motion. Motion carried, 5:0. MOTION: Vice Chair Zwiener MOVED that Chair Baughman and Commissioner Spoel draft a letter reflecting discussion of HPC in regard to the TC appoint process to go to council on 1/21. Commissioner Nagy seconded the motion. Points to address in the letter: HPC has less staff as backup, is a self-generating body, and needs training. Number of terms should be unlimited. HPC is a relatively new board. TC appointment will appear political. Lack of citizen participation. 4 January 12, 2009 Approved Minutes Historic Preservation Commission Motion carried, 5:0. X. Discussion and possible action on designation of Honey Bee Village. Honey Bee Village (HBV) might be a better subject for historic designation than SPR. At the present time the County still owns HBV. The biggest concern should be immediate preservation and protection of the site. Chair Baughman asked Mr. Popelka to check what the police department is doing to protect HBV and then let HPC members know. The Town might consider contacting Pima County about the AZSites Steward program. MOTION: Vice Chair Zwiener MOVED to defer item #X to the next HPC meeting. Commissioner Foley seconded the motion. Discussion of Standard Operating Procedures for Steam Pump Ranch. The reason for this Study Session is to discuss the SOP for Steam Pump Ranch (SPR) and work with Parks and Rec to develop basic processes for daily operations. The SPR Master Plan anticipates after the plan is adopted that the Parks and Rec Department will do the day to day work. The HPC Commission believes there should be an HPC oversight of activities at SPR. Mr. Popelka presented a handout summarizing information from several documents of what has been done at SPR. Those documents include: - Historic Preservation Code - Town of Oro Valley/Pima County Intergovernmental Agreement (IGA) - Town of Oro Valley/Pima County Deed of Preservation Easement - Certified Local Government (CLG) Agreement February 2, 2009 Approved Historic Preservation Commission Study Session Minutes Other suggested documents to add to the list are: - The Cultural Assessment done as part of the Master Plan contract by Desert Archaeology - SPR Master Plan - OV General Plan Archaeological Element These documents present an overall picture of what the intent and spirit of the SOP should be, and specifics can be pulled from them. Mrs. Legner detailed work Parks & Rec has been involved with on the property. James Gardner, Parks, has been the managing supervisor over ground operations. The work done has been safety oriented improvements to the grounds while maintaining sensitivity to historic preservation. Mrs. Legner reminded HPC that the Parks & Rec Advisory Board drafted and sought Council approval to form the HPC. Parks & Rec Department and the Advisory Board have had a long standing interest in insuring that historic properties are maintained properly and respectfully handled. Discussion followed regarding: - Parks providing a report to HPC regarding current procedures and activities are already in place or planned. - The Oro Valley Historical Society's role creating activities in concert with Parks. - Being aware is the first step; then if there is anything that needs to be changed due to the nature of the park, do so. - Many issues are short term, unique to SPR and handled individually. - A standard operating policy for parks may work when everything is clean up and in operation. A report was given on what was found in the chicken coops and emergency treatment to preserve documents and photographs. There needs to be an SOP on how to care for and preserve found items. Extensive man hours, wearing protective gear, are needed to care for found items. Non-paper items need to be stored safely. SPR has no working toilet. No one should have to work there alone. Chair Baughman said this should be turned over to Mrs. Legner and Mr. Popelka to draft a series of procedures to deal with needs addressed. - Operating procedures need to be separate from preserving procedures. - HPC should have a role in the decision making process for this historic site. Every park property the Town owns has had an archaeological review and the documentation is available. HPC may need to raise this issue with Town Council at the study session to let 2 February 2, 2009 Approved Historic Preservation Commission Study Session Minutes them know the procedure is being worked on. Photographs of some of the artifacts found could be provided. Chair Baughman will expect a draft report at the HPC March meeting, with a sample of photographs at the February meeting. IV. Call to the Audience opened and closed with no speakers. IV. Approval of Minutes: January 12, 2009 Minutes were not available for review and therefore will be moved for approval next month. V. Staff reports Chairman Baughman reviewed the staff report memorandum from Paul Popelka, Assistant Planning and Zoning Director. VI. Discussion and possible action regarding Steam Pump Ranch a. Presentation from Gary Faulkenberry, San Manuel JR/SR High School on involvement of local school districts in wood shop projects and student internships Gary Faulkenberry, CTE, San Manuel School District, presented a brief overview of the woodworking program at the school. He showed samples of wood signage and February 9, 2009 Approved Historic Preservation Commission Minutes pens which could be made with wood from Steam Pump Ranch (SPR). These items could be used for fundraising. When asked about costs, Mr. Faulkenberry stated he will need more information before he can give a price quote for the signs. The cost for the pen and case is $25, which includes engraving on the case. The cost for a pen only is $10. b. Restoration of SPR truck Paul Popelka, Assistant Planning and Zoning Director, said the truck engine turns over, however, a safety check is needed. Mr. Popelka had no details regarding the cost. Chair Baughman stated the Town Manager indicated there is $500 - $1,000 available in the budget for this project. MOTION: A motion was made by Commissioner Nagy and seconded by Vice Chair Zwiener to have the HPC investigate the feasibility of taking on the responsibility for restoration of the truck. MOTION carried, 6-0. Chair Baughman appointed Commissioner McClung to pursue the project. c. Restoration of Pumphouse Chair Baughman asked for advice on how to pursue protecting the pumphouse with funds that are available. Discussion followed on availability of funding and the feasibility of having consultants involved in the process. Commissioner Spoerl suggested the following consultants be invited to an on-site meeting: Linda Mayro, Pima County Brooks Jeffrey, U of A Harris Sobin, AIA, Consultant Jim Garrison, State Historic Preservation Office Corky Poster, Poster Frost Associates, Inc. Drew Gorsky, Poster Frost Associates, Inc. Brent Woods, TLCP Structural Engineering Chair Baughman asked Councilmember Latas a procedural question. Because there is a serious threat to the pumphouse, if Poster-Frost is asked to prepare an alternative plan, do we need to clear that with Council or could we move forward? Councilmember Latas stated she would check with the Town Manager and report back to Chair Baughman. d. Treatment and storage of photographs and documents A large cache of historic photographs, documents and newspaper articles dating back to the turn of the century was discovered while cleaning out the chicken coops. Discussion followed on what should be done to clean and preserve those items. The 2 February 9, 2009 Approved Historic Preservation Commission Minutes Planning and Zoning budget may include $500 - $1,000 to purchase the equipment/materials needed to store the photographs and documents. A meeting with Jerry Kyle, Skylark Consulting, is scheduled for February 10 at SPR to get his assessment of how to proceed. VII. Discussion and possible action regarding HPC Work Plan Chair Baughman heard Items a and c together. The joint Study Session with the Council is Wednesday, February 11, at 5:30 p.m. Mr. Popelka will present the staff report. a. Cultural Resource Inventory Draft Scope of Work c. Study Session The Request for Qualifications (RFQ) was distributed. Mr. Popelka will meet with Commissioners Nagy and Spoerl again for a final edit. The first phase, initiated in 1999 and completed with the adoption of Focus 2020 General Plan, focused on policy development. The second phase will focus on implementation of those policies with development of zoning ordinances. The TAC's role is to provide technical guidance, such as evaluating the methodology to be used for fieldwork land survey protocol, resource value assessments, conservation planning techniques, legal parameters, inter jurisdictional collaboration, etc. TAC involvement is most intensive in the beginning, when ESL standards and criteria are defined and mapping progresses. The Team must include individuals with a range of legal, conservation, biology, and land use expertise. The TAC will be comprised of approximately 11 members, including Pima County staff, biologists, and other professionals with natural and cultural resources and planning expertise. INTRODUCTION The purpose of this project is to identify significant cultural resources through a process of inventory and evaluation. The inventory will provide a comprehensive compilation of resources. Based on that inventory, an evaluation process will determine which identified properties meet defined criteria of historical, architectural, archeological, or cultural significance and warrant further documentation. That information will provide the basis for a Preservation Plan that defines policies, procedures, and strategies for maintaining and preserving those resources. STUDY AREA The study area is generally defined by the Planning Area in the Town of Oro Valley General Plan Update 2005 (see map on following page). The Consultant team must offer familiarity with the Tucson Basin and expertise in archival research, field identification, documentation of historic resources, and public facilitation. Historic Context of Oro Valley The consultant will prepare a complete narrative to place the origins and development of Oro Valley in its historic context. It will be organized in a chronological fashion that includes social, political, ethnic and economic factors that influenced the physical development of the city. The overall role of the town's setting along the Canada del Oro and adjacent to Tucson will also be included in this narrative. Additional historic contexts should include prehistoric water utilization and technology, homesteading in Arizona, the role of Native Americans, pioneer ranching families, and growth of the Tucson Metropolitan Area, 1947-73. The Consultant will prepare a summary document utilizing materials that have been prepared for past projects as outlined in Section III. C. Initial Survey of Cultural Resources The Consultant will utilize archival information and aerial photography to generally define historic areas, and use windshield survey photography to initially document the historic areas and representative structures identified in the research. This survey will note the general distribution of buildings, structures, and neighborhoods representing different architectural styles, periods, and modes of construction, and also provide the basis for decisions on which resources to further document. The Consultant will provide initial evaluations of properties and structures to determine whether identified properties meet defined criteria of historical, architectural, archeological, or cultural significance. Those evaluations will be reviewed with the Historic Preservation Commission to determine the extent of documentation in the next phase of work. Deliverables 1. Dr. Thiel discusses how these farmers thrived by performing a vital role in a growing city. March 11, 2009 Nature Play Places: Childrens Gardens Lauri Johnson, Professor, College of Architecture and Landscape Architecture, University of Arizona Dr. Johnson presents on how Southwestern gardens and habitats can become places for learning. Today's school campuses often feature gardens in which students can learn about native plants, grow vegetables and fruit, explore cultural traditions, and use their imaginations to create fun play spaces. March 18, 2009 Preserving the Crop Heritage Passed on by the Native Peoples of the Southwest Alex Sando, Native American Outreach Coordinator, Native Seed Search As an outreach coordinator, Mr. Sando networks with Native American farmers, nations/tribes, and organizations in the greater southwest and northwest Mexico to preserve knowledge about the use of ancient crops and their wild relatives by gathering, safeguarding and distributing their seeds. March 25, 2009 Mexicanas Planting and Praying: Borderland Deserts, 1890-1940 Raquel Rubio-Goldsmith, Professor, Mexican American Studies and Research Center, University of Arizona Mexicanas, settling the northern reaches of New Spain, requested cuttings and seeds from central provinces. Although these materials include an assortment of differently types of things relating to the Proctor and Leiber families, initial emphasis has been on the family snapshots and other photographic materials. A first sort rough count has provided us with an estimated total of more than seven hundred (700) items in this category. An ongoing preliminary survey and item-by-item or batch-by-batch inventory that involves condition assessment, light cleaning, and initial re-housing of the materials has enabled us to conclude that perhaps as much as seventy-five to eighty percent (75% - 80%) of these materials will be salvageable in their present form with perhaps another ten to fifteen percent (10% - 15%) for which some image content will be able to be preserved through the use of color photocopying. The progress of this work has been made possible by the dedicated efforts of volunteers from the Historic Preservation Commission and the Oro Valley Historical Society willing to donate their time during the last several weeks to this "rescue" effort.
