LA CANADA DRIVE CALL TO ORDER AT OR AFTER 5:00 P.M. Chairman Zwiener called the meeting to order at 5:04 p.m. ROLL CALL PRESENT: Daniel Zwiener, Chair Lois Nagy, Vice-Chair Bob Baughman, Commissioner Ed Hannon, Commissioner Sam McClung, Commissioner Valerie, Pullara, Commissioner Pat Spoerl, Commissioner CALL TO THE AUDIENCE Opened and closed without comment. 1. Review and/or approval of the August 10, 2009, HPC minutes. MOTION: A motion was made by Commissioner McClung and seconded by Commissioner Spoerl to approve the August 10, 2009, HPC minutes. MOTION carried, 6-0 with Bob Baughman, Commissioner abstained. 2. Presentation from Dr. William Collins, State Historic Preservation Office (SHPO), on Historic Resources in Cultural Resource Inventories. Dr. William Collins of SHPO, updated the HPC on th status of Steam Pump Ranch and the National Registry nomination. Dr. Collins spoke about cultural resources inventory and asked what type of information the HPC was looking for. Paul Popelka, OV Acting Planning and Zoning Director, explained the Town has a contract with William Self and Associates (WSA). WSA is in the process of a complete compilation of historic resources. Dr. Collins explained that grants from the government will not be available until at least 2010. There is still Federal money available. Commissioner McClung asked how other cities have taken the data compiled and how they communicate to owners of historic properties Dr. Collins responded the Town needs to look for the neighborhoods that support historic preservation, identify sensitive areas and lay out priorities. The most important incentive is the state tax program. 3. Discussion and possible action regarding Steam Pump Ranch. A. Site tour with Dr. William Collins Commissioner Spoerl asked for Dr. Collins' opinion on the pump house. Dr. Collins commented - Try to preserve what is authentic - Steam Pump should be preserved as a ruin - Preserve the adobe melt on the ground - Reconstruction would be a waste of money - Reconstruction would be a fake you cant recreate what was - The interpretation is important; what are you going to use this for Chairman Zwiener asked if Dr. Collins opinion would differ for restoration. Dr. Collins said restoration is valuable and useful but differs from rehabilitation. Rehabilitation is when you adapt a building to make is usable for today, not trying to take it back to what it was. Restoration is the most expensive thing you can do and the most expensive to maintain, short of reconstruction. Dr. Collins continued and commented on the following: - No reason not to move forward with exploratory removal of non historic elements - Don't go to far without knowing what your goal is; Rehab or restoration - Use Jim or Bob from our (SHPO) office for guidance in the details of rehabilitation or restoration; we want to be kept informed - Not necessarily true that you must save the last bit of wall at the Pump House - Pump House is past restoration; it will be a reconstruction Chairman Zwiener asked for possible alternatives and possible action for Carlos' house. Scott Nelson explained the Town Manager has given the Building Safety Division authorization to work at the site. MOTION: A motion was made by Commissioner Baughman and seconded by Vice-Chair Nagy to move Carlos' house to number one priority issue for manual labor between now and November at Steam Pump Ranch, subject to conditions of technical support. Discussion followed: - Poster Frost will be before the HPC in October and November to give updates - Areas have been pointed out by Dr. Collins that can be removed - The intent of the motion is to not short circuit any of the protective process and necessary monitoring MOTION carried, 7-0 B. Farm truck restoration Scott Nelson, Special Projects Coordinator (SPC), gave an update on the truck. - Truck is running - CDO HS auto shop will work on the vehicle - The metal bed on the truck was added C. Site Access Protocol Chairman Zwiener recommended the HPC review the site protocol with the idea additional information will be at our next meeting to include site access including staff. Commissioner Baughman requested that any activity involving pick axes and metal detectors must have approval from the Commission. MOTION: A motion was made by Commissioner McClung and seconded by Commissioner Valerie to approve the Site Tour Protocol. MOTION carried, 7-0 Council Member Latas suggested the protocol be a Consent Agenda item when the entire protocol is complete. 4. Discussion and possible action regarding Staff Report. A. Cultural Resources Inventory Paul Popelka explained the intent of the consultant is as follows: - Submit a draft of phase one - Finish windshield survey - Some neighborhoods may qualify as Historic Districts - Working on mapping/tabling - Possible Cultural Resources Inventory Open House B. Steam Pump Ranch well site Scott Nelson, SPC, said the Water Utility Commission met with Linda Mayro and there are still issues to work out including the monetary but, this will move forward in June or July of 2010. C. Honey Bee Village grant Scott Nelson, SPC, reported the Town will know something in the next two weeks on the 50K grant that was submitted for interpretive signage or something along those lines. D. Future SHPO training Scott Nelson, SPC, had nothing new to report. E. Holiday tree lighting at Steam Pump Ranch Scott Nelson, SPC, had nothing new to report. ANNOUNCEMENTS Paul Popelka said HPC will have a Special Session scheduled for Tuesday, September 29, 2009. Steam Pump Ranch Site Tour Protocol Revised 9/10/09 The Town of Oro Valley recognizes that Steam Pump Ranch is an important historical asset and that from time to time individuals or groups may desire to tour the site in order to learn more about Oro Valley's history. To that end, the following protocol has been established for gaining access to the site that protects the safety of visitors and the Town's restoration efforts. Application Requirements: The Town of Oro Valley is making the Steam Pump Ranch site available for tours on a limited basis, before the Pre-Opening Phase of the Master Plan is complete. Those requesting access must submit applications at least two weeks in advance of the anticipated tour. Examples of eligible groups are: • Schools/classes • University study teams • Town sanctioned studies • Historical education groups • Limited general public Application Process: Successful completion and approval of applications is required to visit the site. By submitting an application the applicant agrees to abide by all conditions noted hereafter. Those interested in visiting the site may access an application online or at the Town's Community Development Building located at 11000 N. La Canada Drive, Oro Valley AZ 85737. The application can be submitted by email to the Town Manager, or designee, or by hand delivering or mailing the application to the Town of Oro Valley Community Development Building. Applications must be received at least two weeks prior to the visit. Please allow five (5) business days for approval. Notification of approval or denial will be done by Email or standard mail. The Town reserves the right to deny access for a specific tour date and time or to place reasonable restrictions on scope of a site tour dependant upon, but not limited to, such factors as safety conditions on site and conflicts with scheduled construction and/or maintenance. The Town Manager or designee may deny an application, however an applicant may submit further applications for review and consideration. A separate application must be submitted for each potential site visit. Conditions of site visit: All visitors to the site must be accompanied by a Town staff member. This staff member reserves the right to cancel or reschedule a tour at any time. The property will be available for tours with the exception of the interior of the buildings until the completion of the restoration process. All visits will be restricted to the exterior of the buildings only. There can be no ground disturbing activities or removal of any item from the site. All guests must remain a reasonable distance away from all signs marked "No Trespassing" or from construction tape marking an area off limits. This is in part due to the ongoing construction and restoration process. Areas available for access will be at the sole discretion of Town staff. Failure to comply with the guidelines listed below will result in the immediate cancellation of your tour. Please share these guidelines with each of the members of your tour group. 1. All visitors to the Steam Pump Ranch Site must be accompanied by a Town of Oro Valley staff member. 2. Each tour participant is required to follow the directions of the staff member while on the site. 3. All tours are limited to external buildings only. 4. Tour participants will remain a reasonable distance away from all "No Trespassing"signs or construction tape marking areas off limits. 5. There are no ground disturbing activities allowed on the site. 6. Tour participants may not remove any item from the site. 7. There is no food or drink, other than water, allowed on the site. 8. Discussion and possible action regarding staff report. A. Training from State Historic Preservation Office Scott Nelson, OV Special Projects Coordinator gave an update of scheduled training for the HPC. Chairman Zwiener will discuss the training in detail with staff and update the HPC at the next meeting. 3. Discussion and possible action regarding Cultural Resources Inventory. Scott O'Mack, non resident, of William Self and Associates (WSA) introduced Mr. Ralph Comey, architect. Mr. O'Mack reviewed the following: - Methods for initial survey of residential architecture - Subdivisions in the Oro Valley Planning Area - Pre-1974 subdivisions by Decade, in the Planning Area - Pre-1974 Subdivisions by Decade, in Town Limits - Original plat of the Campo Bello subdivision Ralph Comey, architect, added that the original layout of Campo Bello was supposed to be that of a formal setting. 4. Discussion and possible action regarding appointment of sub-committee to study criteria of significance. Chairman Zwiener appointed Commissioner Spoerl, himself and Commissioner McClung to serve on the sub committee that will study criteria of significance. 5. Discussion and possible action regarding Steam Pump Ranch. A. Site Access Protocol Chairman Zwiener reviewed the protocol and noted changes that were made. Commissioner Baughman expressed concern that the current protocol does not address the issue of metal detection. Scott Nelson, OV Special Projects Coordinator, explained that other than tours no other activity will be allowed. Commissioner Spoerl suggested further discussion for other access requests. Commissioner Baughman requested this item be tabled to allow staff to change protocol to "tour" rather than "site". Commissioner Nagy opined that the HPC should be made aware if others would like access. Commissioner McClung suggested the opening paragraph read "self guided tour", the staff or designee would only unlock the gate. Chair Zwiener said to continue to garner support allowing access is needed. Chair Zwiener will speak with staff and address the broader issues and asked the HPC to be prepared to act on the protocol at the next meeting. Commissioner Spoerl reminded the Commission that access and tours have been approved by the Town Council. B. Funding options for building and site improvements. Nothing to report. C. Salvage of photographs and documents. Scott Nelson said the date of September 15, 2009, will be the next day for photograph salvage. Mr. Nelson shared pictures of the Steam Pump Ranch from the 1970-80's that were provided by Leslie Leiber. D. Farm truck restoration. Commissioner McClung said there is no auto mechanic teacher at Canyon Del Oro High School and therefore the farm truck repair is on hold. Scott Nelson said by August 20, 2009, the Town should have title to the truck. E. Holiday tree lighting. Scott Nelson said the tree lighting will take place the evening of the December 4, 2009, followed by a day time event on December 5, 2009. The day event will be similar to the anniversary celebration. We are looking into a local company donating solar panels to provide the lighting of the tree. 6. Discussion and possible action regarding Environmentally Sensitive Lands Ordinance. Chairman Zwiener opined that as a member of the ESLO Technical Advisory Committee (TAC) it would be best if he take the actions that the HPC has taken and relieve the HPC of having to do any more with the ESLO issue. Paul Popelka, Acting Planning and Zoning Director said the HPC will have a regular meeting on September 14, 2009, and possible special session later in the month. Commissioner McClung requested that staff notify the commission in a timely manner to allow the members ample time to attend any special meetings. 7. Discussion and possible action regarding student liaison to the commission. Chairman Zwiener, noted the student liaison has been open for sometime and asked how the Commission would like to proceed. Chair Zwiener said he would put together a vision for the position for future consideration. Failure to comply with the guidelines listed below will result in the immediate cancellation of your tour. Please share these guidelines with each of the members of your tour group. 1. All visitors to the Steam Pump Ranch Site must be accompanied by a Town of Oro Valley staff member. 2. Each tour participant is required to follow the directions of the staff member while on the site. 3. All tours are limited to external buildings only. 4. Tour participants will remain a reasonable distance away from all "No Trespassing" signs or construction tape marking areas off limits. 5. There are no ground disturbing activities allowed on the site. 6. Tour participants may not remove any item from the site. 7. There is no food or drink, other than water, allowed on the site. 8.
