Chairman Zwiener called the meeting to order at 5:00 p.m.

Opened and closed without comment.
1. Approval of the July 13, 2009, and August 3, 2009, minutes.
Commissioner Nagy noted changes to those present on both the July 13, 2009,
and the August 3, 2009, HPC minutes.
MOTION: A motion was made by Commissioner McClung and seconded by
Commissioner Nagy to approve as amended the July 13, 2009, HPC minutes.
MOTION carried, 7-0
MOTION: A motion was made by Commissioner McClung and seconded by
Commissioner Valerie to approve as amended the August 3, 2009, HPC minutes.
MOTION carried, 7-0
2. Discussion and possible action regarding staff report.
A. Training from State Historic Preservation Office
Scott Nelson, OV Special Projects Coordinator gave an update of scheduled
training for the HPC.
Chairman Zwiener will discuss the training in detail with staff and update the HPC
at the next meeting.
3. Discussion and possible action regarding Cultural Resources Inventory.
Scott O'Mack, non resident, of William Self and Associates (WSA) introduced Mr.
Ralph Comey, architect.
Mr. O'Mack reviewed the following:
- Methods for initial survey of residential architecture
- Subdivisions in the Oro Valley Planning Area
- Pre-1974 subdivisions by Decade, in the Planning Area
- Pre-1974 Subdivisions by Decade, in Town Limits
- Original plat of the Campo Bello subdivision
Ralph Comey, architect, added that the original layout of Campo Bello was
supposed to be that of a formal setting.
4. Discussion and possible action regarding appointment of sub-committee to
study criteria of significance.
Chairman Zwiener appointed Commissioner Spoerl, himself and
Commissioner McClung to serve on the sub committee that will study criteria of
significance.
5. Discussion and possible action regarding Steam Pump Ranch.
A. Site Access Protocol
Chairman Zwiener reviewed the protocol and noted changes that were made.
Commissioner Baughman expressed concern that the current protocol does not
address the issue of metal detection.
Scott Nelson, OV Special Projects Coordinator, explained that other than tours
no other activity will be allowed.
Commissioner Spoerl suggested further discussion for other access requests.
Commissioner Baughman requested this item be tabled to allow staff to change
protocol to "tour" rather than "site". Commissioner Nagy opined that the HPC
should be made aware if others would like access.
Commissioner McClung suggested the opening paragraph read "self guided
tour", the staff or designee would only unlock the gate.
Chair Zwiener said to continue to garner support allowing access is needed.
Chair Zwiener will speak with staff and address the broader issues and asked the
HPC to be prepared to act on the protocol at the next meeting.
Commissioner Spoerl reminded the Commission that access and tours have
been approved by the Town Council.
B. Funding options for building and site improvements.
Nothing to report.
C. Salvage of photographs and documents.
Scott Nelson said the date of September 15, 2009, will be the next day for
photograph salvage.
Mr. Nelson shared pictures of the Steam Pump Ranch from the 1970-80's that
were provided by Leslie Leiber.
D. Farm truck restoration.
Commissioner McClung said there is no auto mechanic teacher at Canyon Del
Oro High School and therefore the farm truck repair is on hold.
Scott Nelson said by August 20, 2009, the Town should have title to the truck.
E. Holiday tree lighting.
Scott Nelson said the tree lighting will take place the evening of the December 4,
2009, followed by a day time event on December 5, 2009. The day event will
be similar to the anniversary celebration. We are looking into a local company
donating solar panels to provide the lighting of the tree.
6. Discussion and possible action regarding Environmentally Sensitive Lands
Ordinance.
Chairman Zwiener opined that as a member of the ESLO Technical Advisory
Committee (TAC) it would be best if he take the actions that the HPC has taken
and relieve the HPC of having to do any more with the ESLO issue.
Paul Popelka, Acting Planning and Zoning Director said the HPC will have a
regular meeting on September 14, 2009, and possible special session later in the
month.
Commissioner McClung requested that staff notify the commission in a timely
manner to allow the members ample time to attend any special meetings.
7. Discussion and possible action regarding student liaison to the commission.
Chairman Zwiener, noted the student liaison has been open for sometime and
asked how the Commission would like to proceed. Chair Zwiener said he would
put together a vision for the position for future consideration.
ANNOUNCEMENTS
Commissioner Baughman asked Scott Nelson to check if the HPC could be
included in the upcoming tour of Honey Bee Village. Mr. Nelson responded
that access for the HPC can be made very easily.

MOTION: A motion was made by Commissioner Hannon and seconded by
Commissioner McClung to adjourn the meeting at 6:55 p.m.

SUBJECT: Discussion and possible action regarding the Steam Pump Ranch Site Access Protocol.
EXECUTIVE SUMMARY
The Steam Pump Ranch Site Access Protocol (SAP) was developed to allow outside groups access to the Steam
Pump Ranch. While the Town is excited to share the site with visitors, Steam Pump Ranch needs to be
protected. The proposed SAP will allow others to safely visit the site while protecting the restoration and
rehabilitation efforts that continue at the ranch.
At the July 13, 2009, meeting, the Historic Preservation Commission voted unanimously to Table any action
until staff could make changes to the proposed SAP based on comments received from several Commissioners.
Town staff met with Chairman Zwiener and Commissioner Spoerl to review and change the Steam Pump Ranch
SAP to reflect many of the Commissioners comments and concerns. The revised proposal (attached) reflects
many of the changes.
ACTION
The Historic Preservation Commission may wish to consider one of the following suggested motions:

Steam Pump Ranch Site Access Protocol
The Town of Oro Valley recognizes that Steam Pump Ranch is an important historical asset and
that from time to time individuals or groups may desire to tour the site in order to learn more
about Oro Valley's history. To that end, the following protocol has been established for gaining
access to the site that protects the safety of visitors and the Town's restoration efforts.
Application Requirements:
The Town of Oro Valley is making the Steam Pump Ranch site available for tours on a limited
basis, before the Pre-Opening Phase of the Master Plan is complete. Those requesting access
must submit applications at least two weeks in advance of the anticipated tour. Examples of
eligible groups are:
• Schools/classes
• University study teams
• Town sanctioned studies
• Historical education groups
• Limited general public
Application Process:
Successful completion and approval of applications is required to visit the site. By submitting an
application the applicant agrees to abide by all conditions noted hereafter. Those interested in
visiting the site may access an application online or at the Town's Community Development
Building located at 11000 N. La Canada Drive, Oro Valley AZ 85737.
The application can be submitted by email to the Town Manager, or designee, or by hand
delivering or mailing the application to the Town of Oro Valley Community Development
Building. Applications must be received at least two weeks prior to the visit. Please allow five
(5) business days for approval.
Notification of approval or denial will be done by Email or standard mail. The Town reserves
the right to deny access for a specific tour date and time or to place reasonable restrictions on
scope of a site tour dependant upon, but not limited to, such factors as safety conditions on site
and conflicts with scheduled construction and/or maintenance. The Town Manager or designee
may deny an application, however an applicant may submit further applications for review and
consideration. A separate application must be submitted for each potential site visit.
Conditions of site visit:
All visitors to the site must be accompanied by a Town staff member. This staff member
reserves the right to cancel or reschedule a tour at any time.
The property will be available for tours with the exception of the interior of the buildings until
the completion of the restoration process. All visits will be restricted to the exterior of the
buildings only. There can be no ground disturbing activities or removal of any item from the
site. All guests must remain a reasonable distance away from all signs marked "No Trespassing"
or from construction tape marking an area off limits. This is in part due to the ongoing
construction and restoration process. Areas available for access will be at the sole discretion of
Town staff.
All members of a tour group must sign an individual waiver form in order to gain access to the
site.

HOLD HARMLESS AGREEMENT
Site Tour of Steam Pump Ranch
I am aware that in signing up and participating in the aforementioned tour, I agree to voluntarily
assume the full risk of any and all injuries, damage or loss, regardless of severity, that I may
sustain as a result of said participation.
I further agree to waive and relinquish all claims I may have (accrue to me) as a result of
participating in this tour against the Town of Oro Valley, including all its officials, agents,
volunteers and employees (hereafter collectively referred to as the "Town of Oro Valley").
I do hereby fully release and forever discharge The Town of Oro Valley from any and all claims
for injuries, damages and/or loss I may have which may accrue to me and arising out of,
connected with, or in any way associated with this tour.
I have read and fully understand the above Hold Harmless Agreement and waiver and release of
all claims.

Steam Pump Ranch Site Access Guidelines
In order to protect the Steam Pump Ranch Site and the safety of all staff and tour participants,
the following guidelines should be read and followed while on the site. Failure to comply with
the guidelines listed below will result in the immediate cancellation of your tour. Please share
these guidelines with each of the members of your tour group.
1. All visitors to the Steam Pump Ranch Site must be accompanied by a Town of Oro
Valley staff member.
2. Each tour participant is required to follow the directions of the staff member while on the
site.
3. All tours are limited to external buildings only.
4. Tour participants will remain a reasonable distance away from all "No Trespassing" signs
or construction tape marking areas off limits.
5. There are no ground disturbing activities allowed on the site.
6. Tour participants may not remove any item from the site.
7. There is no food or drink, other than water, allowed on the site.
8. All garbage should be disposed of in proper trash receptacles.

MOTION: A motion was made by Commissioner Baughman and seconded by

Commission (HPC) minutes.

V. Presentations
A. Report on 2009 Arizona Statewide Historic Preservation Partnership
Conference
Commissioner McClung gave a brief update of the Historic Preservation
Conference.
Bob Baughman presented Diane Chapman with a card for retirement.
Vice Chair Nagy added her experience at the conference.
B. Cultural Resources Inventory Consultant Team
John Ravesloot, of William Self and Associates (WSA), non resident, presented
the Cultural Resources Team and reviewed the phases and tasks.
Scott O'Mack, non resident, reviewed the following:
-Archival Research and potential sources
-Historic Context Narrative
-Initial Survey of Cultural Resources
-Detailed Survey and Documentation
-Preservation Plan
Commissioner Baughman requested a copy of WSA's application.
Commissioner McClung requested a copy of WSA's Power Point presentation.
Mr. Ravesloot reviewed the proposed dates and milestones for phase one and
two.
Commissioner Baughman requested an open house be held to present the draft
proposal fro WSA. This would allow residents the opportunity to review the
proposal and comment. Vice Chair Nagy agreed.
Mr. Ravesloot said the Commission, Town and Self and Associates would put the
Open House together. Paul Popelka, OV Assistant Planning & Zoning
Director said the idea is to pair the Cultural Resources with the
upcoming Environmentally Sensitive Lands Ordinance (ESLO) to draw more
people and the OV Communications Department would be involved in community
outreach.
Mr. Ravesloot said there needs to be a concerted effort made to inform the
public; one idea may be to have a public meeting at Steam Pump Ranch.
VI. Items for discussion and possible action regarding staff report.
A. Special Session meeting schedule
Paul Popelka confirmed a meeting is scheduled for Monday August 3,
2009, Special Session and a Regular Session on August 10, 2009.
MOTION: A motion was made by Commissioner Baughman and seconded by
Commissioner Spoerl to meet on August 3, 2009 at 5:00 p.m.

B. Commission vacancy and appointments
Paul Popelka introduced Ed Hannon as the newest member of the HPC, pending
Town Council approval.
VII. Discussion and possible action regarding Steam Pump Ranch
A. Status of Steam Pump Ranch designation
Vice Chair Nagy gave an update on the application for Steam Pump Ranch to be
listed as a National Historic Site.
Commissioner Baughman requested Councilmember Latas make a phone call to
the State Historic Preservation Office, and requested Mr. Popelka call Mr.
Garrison to express appreciation.
B. Funding options for building and site improvements
Scott Nelson, OV Special Projects Coordinator, informed the HPC that the
Arizona Parks Board emailed to say their number two priority is to restore the
Heritage Grants.
C. Update on Pumphouse
Scott Nelson, OV Special Projects Coordinator, said tarps have been put in place
to protect the pump house. Two windows on the porch of the Pusch house were
lost to the monsoon. The windows were in an area slated to come down.
D. Salvage of photographs and documents
Commissioner Spoerl said Tuesday, July 28, 2009, at 9:00 a.m. and Saturday,
August 1, 2009, at 9:00 a.m. are the scheduled dates and times for working on
the pictures, pending the Town having physical possession of the
photographs. This will be held in the Hopi room and it is anticipated being an all
day event. Commissioner Spoerl said these two dates will not be open
to volunteers, only to Commissioners. Commissioner Spoerl will email the details
to the HPC.
E. Steam Pump Ranch Site Access Protocol
Scott Nelson, OV Special Projects Coordinator, reviewed the protocol and said
information was solicited from Building Safety, Finance, Police, Parks and
Recreation, Planning and Zoning, Town Attorney and the Town Safety Officer.
Vice Chair Nagy called for a five minute recess so the Commission could review
the protocol.
The meeting resumed at 6:05 p.m.
Discussion followed:
-written well
-protect people and the site
-who will review and approve applications
-the site is fragile
-application should include the purpose of the visit
-number of groups should be limited
-one tour weekly or bi-weekly
-do we allow K-16 students
-do we have good information to provide the teachers or facilitators
Joe Bream, OV Intern, responded the verbiage was recommended so the Town
Manager or Scott Nelson would have approval authority.
Commissioner Spoerl suggested clarification that this agreement supersedes the
Historical Society agreement that is currently in place.
The HPC agreed to Table any action until staff can present a new draft
addressing the discussion at today's meeting.
MOTION: A motion was made by Commissioner Baughman and seconded by
Commissioner McClung to Table action until such time that staff can present a
new draft based on the discussion today.

VIII. Discussion and possible action regarding Environmentally Sensitive Lands
Ordinance
A. Review definition for paleontological resource
Vice-Chair Nagy reviewed the proposed draft for the definition of paleontogical
resource.
MOTION: A motion was made by Commissioner Baughman and seconded by
Vice Chair Nagy approve the definition paleontological resource as: Plant and
animal fossils preserved in stone.
David Williams, non resident, said if there is a common definition of a word, that
word would not be included as a separate term. Our intention is to have a series
of ESL items on the agenda for August 3, 2009.

IX. Announcements
Commissioner Baughman expressed good will to Sarah More and Diane
Chapman.
Vice Chair Nagy reminded members of the HPC of a training session for all
board and commission members.

Chairman Zwiener welcomed new member Ed Hannon and acknowledged the
current and previous Chairs and members of the Historic Preservation
Commission (HPC).
1. Discussion and possible action regarding Cultural Resource Inventory.
A. Summary of archival research from John Ravesloot of William Self &
Associates (WSA).
John Ravesloot, OV resident, of WSA, introduced Jennifer
Levstik, Research Assistant and Scott O'Mack, Project Director.
Scott O'Mack, non resident, of WSA, presented the preliminary assessment of
the Cultural Resources Inventory and reviewed the following:
- Sources
- Archaeological Sites in the Oro Valley Planning Area
- Total number of previously recorded prehistoric sites
- Historical archaeological sites in the Oro Valley Planning Area
- National Register of Historic places (NRHP) Eligibility Criteria
- About 50% of the 77.1 square miles have been surveyed
- Keeping archaeological site maps confidential
B. Discussion regarding criteria of significance for cultural resources.
Chairman Zwiener questioned if there is a need to develop local standards for
significant resources. John Ravesloot responded that this would be a good idea.
Discussion followed:
- Look at sites that SHPO decided were not sites of historic significance
- Commission has the authority to designate a historic site at a local level using
less stringent qualifications than at the state level
- Without criteria, decisions of historic significance will be difficult
- Look at the National Register criteria so everybody has a common
understanding and see where we might need to supplement criteria
- Look at the criteria at the county level
Chairman Zwiener suggested that at the next HPC
meeting the Commission consider appointing members of HPC to further review
the criteria issue.
2. Discussion of cultural resource priorities in relation to Environmentally
Sensitive Lands Ordinance.
David Williams, non resident, of Willdan, reviewed the role and function of the
HPC in the Environmentally Sensitive Lands (ESL).
HPC role is as follows:
- Identifying types and sub-types
- Qualitatively assessed in terms of value
- Prioritize (how to protect restore with the limited resources available)
ESL functions will be as follows:
- Identify sensitive resources as informed by the HPC
- Identify relative resource types (i.e. archeological, palentological)
- Providing a protection matrix
- Feedback on the draft ESLO and levels of protection
Chairman Zwiener asked what the function of HPC will be related to ESLO. Mr.
Williams said the HPC needs to clearly review the draft ordinance and at some
point assist in updating code.
Commissioner Baughman asked how priorities will be balanced. Mr. Williams
answered that they will first look at the adopted General Plan that gives some
priority of resources in relation to one another.
Commissioner Spoerl asked if Willdan has discussed how they will deal with
areas that have not been surveyed when archeological/historic sites are found.
Mr. Williams responded that before any ground disturbing activity a survey would
be required.
Chairman Zwiener asked if it is possible to overlay the information from cultural
resources and ESL. Mr. Williams responded that maps can be produced
showing cultural resources and this information would be very useful for the
future and for staff.
Commissioner Spoerl clarified that what was being created (ESLO) was not a
historic and cultural district as written in the General Plan. Mr. Williams affirmed
that ESLO in not a historic and cultural district.
Bill Adler, resident, commented that the consultant made the statement we will
not be able to save everything. We do not want to not allow people access to the
land for educational purposes. It is important that you define a site generously to
provide access but not trespass.
3. Discussion and possible action on State Historic Preservation Office
training and grant programs.
Scott Nelson, OV Special Projects Coordinator, will be scheduling a training
session with SHPO for September 14, 2009. Mr. Nelson said the town has
received it's Certified Local Government designation (CLG) and there is federal
funding available.
SHPO staff will make themselves available for additional CLG training and we
will be looking into a time in the fall.
4. Announcements
Paul Popelka reminded the Commission of a regular HPC meeting on August 10,
2009.

B. Cultural Resources Inventory Consultant Team

Commissioner Baughman requested a copy of WSA's application.

two.
Commissioner Baughman requested an open house be held to present the draft
proposal fro WSA. This would allow residents the opportunity to review the
proposal and comment. Vice Chair Nagy agreed.
Mr. Ravesloot said the Commission, Town and Self and Associates would put the
Open House together. Paul Popelka, OV Assistant Planning & Zoning
Director said the idea is to pair the Cultural Resources with the
upcoming Environmentally Sensitive Lands Ordinance (ESLO) to draw more
people and the OV Communications Department would be involved in community
outreach.
Mr. Ravesloot said there needs to be a concerted effort made to inform the
public; one idea may be to have a public meeting at Steam Pump Ranch.
VI. Items for discussion and possible action regarding staff report.
A. Special Session meeting schedule
Paul Popelka confirmed a meeting is scheduled for Monday August 3,
2009, Special Session and a Regular Session on August 10, 2009.

VII. Discussion and possible action regarding Steam Pump Ranch
A. Status of Steam Pump Ranch designation
Vice Chair Nagy gave an update on the application for Steam Pump Ranch to be
listed as a National Historic Site.
Commissioner Baughman requested Councilmember Latas make a phone call to
the State Historic Preservation Office, and requested Mr. Popelka call Mr.
Garrison to express appreciation.
B. Funding options for building and site improvements
Scott Nelson, OV Special Projects Coordinator, informed the HPC that the
Arizona Parks Board emailed to say their number two priority is to restore the
Heritage Grants.
C. Update on Pumphouse
Scott Nelson, OV Special Projects Coordinator, said tarps have been put in place
to protect the pump house. Two windows on the porch of the Pusch house were
lost to the monsoon. The windows were in an area slated to come down.
D. Salvage of photographs and documents
Commissioner Spoerl said Tuesday, July 28, 2009, at 9:00 a.m. and Saturday,
August 1, 2009, at 9:00 a.m. are the scheduled dates and times for working on
the pictures, pending the Town having physical possession of the
photographs. This will be held in the Hopi room and it is anticipated being an all
day event. Commissioner Spoerl said these two dates will not be open
to volunteers, only to Commissioners. Commissioner Spoerl will email the details
to the HPC.
E. Steam Pump Ranch Site Access Protocol
Scott Nelson, OV Special Projects Coordinator, reviewed the protocol and said
information was solicited from Building Safety, Finance, Police, Parks and
Recreation, Planning and Zoning, Town Attorney and the Town Safety Officer.
Vice Chair Nagy called for a five minute recess so the Commission could review
the protocol.
The meeting resumed at 6:05 p.m.

Vice-Chair Nagy reviewed the proposed draft for the definition of paleontogical
resource.

Vice Chair Nagy approve the definition paleontological resource as: Plant and
animal fossils preserved in stone.
David Williams, non resident, said if there is a common definition of a word, that
word would not be included as a separate term. Our intention is to have a series
of ESL items on the agenda for August 3, 2009.

SUBJECT: Discussion and possible action regarding the Steam Pump Ranch Site Access Protocol.
EXECUTIVE SUMMARY
The Steam Pump Ranch Site Access Protocol (SAP) was developed to allow outside groups access to the Steam
Pump Ranch. While the Town is excited to share the site with visitors, Steam Pump Ranch needs to be
protected. The proposed SAP will allow others to safely visit the site while protecting the restoration and
rehabilitation efforts that continue at the ranch.
At the July 13, 2009, meeting, the Historic Preservation Commission voted unanimously to Table any action
until staff could make changes to the proposed SAP based on comments received from several Commissioners.
Town staff met with Chairman Zwiener and Commissioner Spoerl to review and change the Steam Pump Ranch
SAP to reflect many of the Commissioners comments and concerns. The revised proposal (attached) reflects
many of the changes.
ACTION
The Historic Preservation Commission may wish to consider one of the following suggested motions:

Steam Pump Ranch Site Access Protocol
The Town of Oro Valley recognizes that Steam Pump Ranch is an important historical asset and
that from time to time individuals or groups may desire to tour the site in order to learn more
about Oro Valley's history. To that end, the following protocol has been established for gaining
access to the site that protects the safety of visitors and the Town's restoration efforts.
Application Requirements:
The Town of Oro Valley is making the Steam Pump Ranch site available for tours on a limited
basis, before the Pre-Opening Phase of the Master Plan is complete. Those requesting access
must submit applications at least two weeks in advance of the anticipated tour. Examples of
eligible groups are:
• Schools/classes
• University study teams
• Town sanctioned studies
• Historical education groups
• Limited general public
Application Process:
Successful completion and approval of applications is required to visit the site. By submitting an
application the applicant agrees to abide by all conditions noted hereafter. Those interested in
visiting the site may access an application online or at the Town's Community Development
Building located at 11000 N. La Canada Drive, Oro Valley AZ 85737.
The application can be submitted by email to the Town Manager, or designee, or by hand
delivering or mailing the application to the Town of Oro Valley Community Development
Building. Applications must be received at least two weeks prior to the visit. Please allow five
(5) business days for approval.
Notification of approval or denial will be done by Email or standard mail. The Town reserves
the right to deny access for a specific tour date and time or to place reasonable restrictions on
scope of a site tour dependant upon, but not limited to, such factors as safety conditions on site
and conflicts with scheduled construction and/or maintenance. The Town Manager or designee
may deny an application, however an applicant may submit further applications for review and
consideration. A separate application must be submitted for each potential site visit.
Conditions of site visit:
All visitors to the site must be accompanied by a Town staff member. This staff member
reserves the right to cancel or reschedule a tour at any time.
The property will be available for tours with the exception of the interior of the buildings until
the completion of the restoration process. All visits will be restricted to the exterior of the
buildings only. There can be no ground disturbing activities or removal of any item from the
site. All guests must remain a reasonable distance away from all signs marked "No Trespassing"
or from construction tape marking an area off limits. This is in part due to the ongoing
construction and restoration process. Areas available for access will be at the sole discretion of
Town staff
All members of a tour group must sign an individual waiver form in order to gain access to the
site.

Steam Pump Ranch Site Access Guidelines
In order to protect the Steam Pump Ranch Site and the safety of all staff and tour participants,
the following guidelines should be read and followed while on the site. Failure to comply with
the guidelines listed below will result in the immediate cancellation of your tour. Please share
these guidelines with each of the members of your tour group.
1. All visitors to the Steam Pump Ranch Site must be accompanied by a Town of Oro
Valley staff member.
2. Each tour participant is required to follow the directions of the staff member while on the
site.
3. All tours are limited to external buildings only.
4. Tour participants will remain a reasonable distance away from all "No Trespassing" signs
or construction tape marking areas off limits.
5. There are no ground disturbing activities allowed on the site.
6. Tour participants may not remove any item from the site.
7. There is no food or drink, other than water, allowed on the site.
8. All garbage should be disposed of in proper trash receptacles.
