CALL TO ORDER AT OR AFTER 6:00 PM
Chair Swope called the meeting to order at 6:00 PM

Chair Swope led the audience in the Pledge of Allegiance
CALL TO AUDIENCE -
Bill Adler, Oro Valley resident, indicated that the public art ordinance has run its course
and he is going to push for some changes. The way the ordinance is worded it's
very demanding in terms of the type of art that is acceptable. Flexibility is needed in the
way we describe and define art. He is talking about expanding the definition so artist
that works in other mediums can make submissions to the Conceptual Design Review
Board.

1. PUBLIC HEARING: CONDITIONAL USE PERMIT FOR A PROPOSED U-HAUL
BUSINESS IN THE PLACITA DE ORO SHOPPING CENTER LOCATED ON
THE SOUTHWEST CORNER OF TANGERINE ROAD AND 1ST AVENUE

David Williams, Planning Division Manager, communicated that staff received a written
request from the applicant requesting a continuance to the March 5, 2013 Planning and
Zoning Commission meeting.
Chair Swope opened the public hearing.
Paul Baker, Oro Valley resident, spoke in opposition of the project. Mr. Baker's
investment in Oro Valley was in response to a plan that would not compromise his
property or environment. The Town needs to honor the plan and demand that any
changes be studied before permitting any change. There are many other alternatives
in this Town for siting a business of this type, locating it so close to a residential
community and impacting them with environmental issues is something that needs
consideration and hopefully denied.
Bill Adler, Oro Valley resident, stated he is interested in what are the applicant's
proposed recommendations. The ordinance for outdoor display has already been
approved and the fact that a business can expand itself to include products that can be
sold indoors but need to be displayed outdoors is already approved. Mr. Adler is asking
if the other merchants in the complex understand what is being proposed and whether
they agree to it. He is also in favor of the Town getting out of this regulatory business
and the merchants making a lot of these decision themselves. Mr. Adler is asking why
the U-Haul trucks cannot be displayed in the empty lot and whether or not it is unsightly
for the merchants to decide.
John Piccoli, applicant, stated he wished to address Bill Adler's questions. A meeting
was held five to six weeks ago with the tenants in the center and a consensus was
drawn that it would benefit the center to have the U-Haul there as it would bring more
traffic into the center. Mr. Piccoli said he has been sensitive to the tenants in the center
and what he proposed is that a U-Haul truck never be parked in front of any store within
the center.
MOTION: A motion was made by Commissioner Rodman and seconded by
Commissioner Leedy to continue the public hearing of the CUP for the U-Haul business
in the Placita de Oro Shopping Center to the March 5, 2013 Planning and Zoning
Commission meeting.
MOTION carried, 7-0.
2. INFORMATIONAL ITEM: THE STRATEGIC IMPLEMENTATION PROGRAM

Bill Adler, Oro Valley resident, commented on the update process of the General
Plan, enforcing the Zoning Code and policies waiting to be implemented.

MOTION: A motion was made by Vice Chair Cox and seconded by Commissioner
Leedy to Adjourn the Planning and Zoning Commission meeting at 7:08 PM.
