LA CANADA DRIVE CALL TO ORDER AT OR AFTER 6:00 PM Chairman Swope called the meeting to order at 6:01 PM. ROLL CALL PRESENT: Bob Swope, Chairman Don Cox, Vice-Chairman Alan Caine, Commissioner Bill Leedy, Commissioner Bill Rodman, Commissioner Tom Drzazgowski, Commissioner ABSENT: John Buette, Commissioner ALSO PRESENT: Joe Hornat, Councilmember PLEDGE OF ALLEGIANCE Chairman Swope led the audience in the Pledge of Allegiance. 1. ANNUAL SPRING TRAINING SECOND SESSION FOR COMMISSION Matt Michels, Senior Planner, presented an overview of the meeting agenda. - Councilmember Hornat: Council expectations of the Commission - Levels of evaluation for different types of cases - Balancing the interests of the applicant and the community - How is the information carried forward from the Commission to the Town Council Councilmember Hornat, discussed on the Council's expectations of the Commission - Councilmember Hornat stated that neighborhood meetings are a useful process to educate the public and resolve issues prior to public hearing Matt Michels, Senior Planner, discussed the appropriate level of evaluation for different types of cases June 20,2013 Planning and Zoning Commission Page 1 of 2 -Commission should discuss any large/complex issues that are not resolved. -Commission should ask if the proposal is suitable for the site and who it's affecting. -Commission should focus on how well the proposal is supported by community goals. -Commission should look at overall compatibility. Topic: Balancing the interests of the applicant and the community -Mitigating impacts of development is a central focus. -Dealing with issues presented to the Commission by the public. -Developing reasonable Zoning conditions based on real impacts of proposal. Topic: How Information is conveyed from the Commission to Town Council -Council Communication is used to inform the Town Council about development activity. -Council prefers to see issues resolved prior to Town Council hearing. -Staff includes the Commission's recommendations and issues discussed in the Council report. -The Council Liaison attends Planning and Zoning Commission meetings and conveys Council expectations of the Commission. ADJOURNMENT MOTION: A motion was made by Vice-Chairman Cox and seconded by Commissioner Leedy to Adjourn the Planning and Zoning Commission Study Session at 8:03 PM.
