REGULAR SESSION
September 3, 2013

CALL TO ORDER AT OR AFTER 6:00 PM
Vice Chair Cox called the meeting to order at 6:01 PM
ROLL CALL
PRESENT: Don Cox, Vice Chair
John Buette, Commissioner
Alan Caine, Commissioner
Bill Leedy, Commissioner
Bill Rodman, Commissioner
Tom Drzazgowski, Commissioner
EXCUSED: Robert Swope, Chair
PLEDGE OF ALLEGIANCE
Vice Chair Cox led the audience in the Pledge of Allegiance
CALL TO AUDIENCE
Bill Adler, Oro Valley resident, stated he has a growing problem with the Town of Oro
Valley and went on to express his observation that the Town does very little planning.
Staff relies on market demand which has nothing to do with planning and if this is the
way decisions are made, then we don't need Planners. Mr. Adler was concerned that
the Town was about to launch the General Plan Update and request the community get
involved while he is getting to the point where he needs to disassociate himself from the
process.

1. REVIEW AND/OR APPROVAL OF THE AUGUST 6, 2013 REGULAR SESSION

MOTION: A motion was made by Commissioner Drzazgowski and seconded by
Commissioner Buette to Approve the August 6, 2013 Regular Session meeting minutes
MOTION carried, 6-0.
2. PUBLIC HEARING: DISCUSSION AND POSSIBLE ACTION ON A ZONING
CODE TEXT AMENDMENT RELATED TO RESIDENTIAL HOSPITALITY USES
IN THE R1-144 ZONING DISTRICT, OV713-001
Matt Michels, Senior Planner, presented the following:

- Option 3 Recommended Zoning Code Amendment
- Option 3 Specific Requirements
- Local Bed and Breakfast

Owen Gue, owner of The Cycling House, presented the toliowing:
- What We Do (Training Camps, Demographic, Oro Valley)
- How We Operate
- Where We Ride

-Why Amend the Code?
- Our Goals
Vice Chair Cox opened the public hearing
Bill Adler, Oro Valley resident, stated that this is incredible that the Commission is
considering this proposal. Staff is changing the code to allow all property owners in Oro
Valley the option; Mr. Adler believes this proposal should be restricted to the
applicant's property only.
John Musoff, Oro Valley resident, agrees with Mr. Adler and is opposed to the proposal,
but for some additional reasons. Staff is incorrect with finding an interpretation to fit the
applicant. Mr. Musoff is proposing we get the community more involved with these
kinds of applications.
Vice Chair Cox closed the public hearing
The Commission discussed bed and breakfast facilities, resident requirements and
neighborhood impacts of the proposed use.

MOTION: A motion was made by Vice Chair Cox and seconded by Commissioner
Rodman to Recommend Denial of the Zoning Code, as the request does not meet the
finding that this proposal is necessary.
A friendly amendment was made by Commissioner Leedy suggested a continuance and
have staff come back with a Zoning Variance or a specific Conditional Use Permit. Vice
Chair Cox and Commissioner Rodman denied the friendly amendment.
MOTION failed, 2-4 with Commissioner Buette, Commissioner Caine, Commissioner
Rodman, and Commissioner Drzazgowski opposed.
MOTION: A motion was made by Commissioner Leedy and seconded by Commissioner
Caine to continue the proposed amendment to the Zoning Code to the October 15,
2013 Planning and Zoning Commission meeting.
MOTION carried, 6-0.
PLANNING UPDATE (INFORMATIONAL ONLY)
David Williams, Planning Manager, presented the following:
-APA Conference on September 25-27 in Scottsdale
- State of the Town, September 26th
- Launch of the General Plan
- Hillary Turby resignation, August 23rd
- First Town Council meeting since summer break, September 4th at 6PM
- ESL, with a recommend approval from the Commission on August 6th will be heard by
Town Council September 18th
- Community Academy from October 10th - November 21st, 6PM - 8PM
- Upcoming Neighborhood meetings
- Save A Plant Event, September 7th & 8th
- Special Planning and Zoning Commission meeting, October 15th
- Special Planning and Zoning Commission meeting, Wawr
FUTURE AGENDA ITEMS

ADJOURNMENT
MOTION: A motion was made by Commissioner Leedy and seconded by Commissioner
Caine to Adjourn the Planning and Zoning Commission meeting at 7:26 PM
