LA CANADA DRIVE Call to Order at or after 6:00 p.m. Chairman Moutafis called the meeting to order at 6:00 p.m. Roll Call PRESENT: Matthew Moutafis, Chairman Anthony Bayne, Commissioner Connie Gunman, Commissioner Steve Hagedorn, Commissioner Gail Munden, Commissioner Wendy Timm, Commissioner ALSO PRESENT: Councilmember Lou Waters and Vice Mayor Mary Snider Chairman Moutafis mentioned Commissioner Zev Cywan's passing and dedication to the commission and the Town of Oro Valley. A moment of silence was observed. 1. Approval of the November 16, 2010, ARC minutes. MOTION: A motion was made by Commissioner Hagedorn and seconded by Commissioner Munden to approve the November 16, 2010, ARC minutes. MOTION carried, 6-0. 2. 0V511-001, Town of Oro Valley requests conceptual and final approval of a public art proposal associated with the Town Hall Solar Project, located at 11000 N. La Canada Drive. Two art installations are proposed at two locations within the Town Hall campus. Mr. Lupiani responded that one would reflect upward and the other downward. Commissioner Hagedorn asked if the screen would be viewable during daylight hours. Mr. Drake said it would be placed behind a plexi glass or plate to reduce the glare. Commissioner Munden asked about maintenance on the computer equipment. Mr. Vella said the screen is rated for outdoor use. Mr. Vella said the sun and heat would impact the screen and computer and would need to be upgraded in 5 years, which would be the Town's responsibility. Commissioner Munden asked if the Ramada solar panel would be a functioning solar panel. Mr. Vella said it would not, and the solar panel is being donated by APS. Commissioner Timm asked why the technology and illumination was not being directly powered by solar. Mr. Vella said he really pushed for that, but car batteries would have to be incorporated into the project. Their concern was the longterm cost of replacing the batteries every 5 years. Mr. Lupiani added that p the lights would draw 3.5 watts and would be on timers set from dusk to sunrise. Chairman Moutafis said the dynamics of the statues were very nice, but had reservations regarding their size and how the project works with the architecture of the buildings. Mr. Lupiani said the architectural plans are to scale, and may not be as large as it appeared in the renderings. Mr. Bayne said they had a difficult design challenge in fitting it within the design of the building. They reconciled the challenge with the color usage and soft lines of the lions. Mr. Bayne said they want to remind people of the new construction and felt the sculpted lions would offset the difference in style. 2 Chairman Moutafis agreed with Commissioner Timm stating it would have been a wonderful touch if the lighting would have been powered by solar energy. MOTION: A motion was made by Commissioner Munden and seconded by Commissioner Gullman to approve OV511-001, Town of Oro Valley's request for conceptual and final approval of a public art proposal associated with the Town Hall Solar Project. MOTION carried, 5-0. 3. Planning Division Manager update. Chad Dames OV Principal Planner, introduced himself and gave the following update: - ARC Regular Session for 3/1/11 has been cancelled. - ESL Ordinance was unanimously approved by Council on 2/16/11. - Steam Pump Village has a PAD amendment under review and will likely be heard by Council in April. - Sign Code public hearing is rescheduled for March 2, 2011, with Council. - Schedule and agenda for the Community Academy Spring Semester will be available February 23 2011, and will be distributed to Council. Due to the new Conceptual Design Review Board, future training schedule adjustments are p g anticipated for the new board. - Council approved C-N zoningdistrict that allows mixed use development. pp Adjournment MOTION: A motion was made by Commissioner Hagedorn and seconded by Commissioner Bayne to adjourn the ARC meeting at 6:52 p.m. MOTION carried, 6-0. ----- 3 -- 3 2 TOWN OF ORO VALLEY ART REVIEW COMMISSION MEETING DATE: May 10, 2011 TO: ART REVIEW COMMISSION FROM: David Ronquillo, Senior Planner SUBJECT: St. Mark Church request for conceptual and final approval of a public art proposal, located at 2727 W. Tangerine Road on the southeast corner of Shannon Road and Tangerine Road, OV511-002. SUMMARY: The artist, Matthew Moutafis, proposes a bronze statue by the entrance to the St. Mark Church. The statue will be of"St. Mark" and set on a rock formation on top of a concrete pedestal. The statue pedestal is centered on a 13' circular concrete element with benches within the courtyard area in front of the church. The artwork will be 7' high, with pedestal, and approximately 3 1/2 - 4 feet wide (see attached renderings). The proposed artwork will satisfy the art requirements for Phase 1 of this development. Additional artwork will be submitted as future phases are developed. Site Conditions • Site is 17 acres • Zoning is R1-144, Single Family Residential (to be rezoned to PS, Private Schools) • Two existing buildings on site totaling 12,000 square feet Proposed Improvements • New church sanctuary, social hall, religious education and administration buildings. Total square footage is 63,672 • Site to be built in 3 phases — phase 1 will consist of the new sanctuary • Parking and passenger drop off areas • Courtyard area and recreation • Preservation of existing riparian area BACKGROUND: Zoning Code Compliance The St. Mark Church building construction costs for Phase 1 will be $3,703,000. A minimum public art budget of $37,030 is required for Phase 1 and the applicant has provided a total of$52,000. The amount proposed exceeds the 1% requirement for Phase 1 as specified in the Zoning Code. In the future, additional artwork will be necessary to fulfill the 1°/0 requirement for the subsequent phases. The art is located in an accessible area, is integrated with the surrounding landscape and is consistent with the project theme. The public art is in conformance with zoning code requirements. The applicant must still conform to some outstanding items relating to the submittal of a maintenance plan, final artist contract and providing evidence of insurance. These items will be addressed as part of the final art certification. Conditions have been added for this to be achieved. ART REVIEW COMMISSION Page 2 of 2 ENGINEERING: Staff has found that all engineering related zoning code items and other engineering requirements have been satisfied. CONCLUSION/RECOMMENDATION: The proposed conceptual and final art for the St. Mark Church is in conformance with zoning code requirements. Staff recommends approval of phase 1 public art with the understanding that the applicant will have to return for future phase approvals, subject to the conditions in Exhibit A. Statue Location _ . , . . , . , Facing the Church , ... • 1 . ... ) Statue Overview Located in the entrance area, in the middle of a circular walkway, the statue of St. Mark sitting on a rock formation is positioned on a circular concrete pedestal. At the base of the pedestal the words "St. Mark the Evangelist" is in raised letters on the base of the statue. St. Mark sits on a block of quarry granite stone, with his book open, pen in hand. His concentration and his gaze is upward to the words and inspiration that descends upon him as he writes the word of God. The statue is made of bronze and will be cast in Burbank, California at the American Fine Arts Foundry. Highly realistic, this statue is approximately 80% life size; approximately 5 feet high; with pedestal, approximately 7 feet high and 3 %2 - 4 feet wide. The statue weight is 2 approximately 900 lbs. Time: 14 months from signed contract (2/25/2011). Statue Budget: inclusive of base and lettering is $52,000.00. Installation: The statue sits on a rock formation with both units centered on a 5 foot x 2 foot base. The base is centered on a 13 foot multi- textured circular concrete element that is textured in aggregate and colored stones. The base of the statue includes 3 directional low wattage lights on a timer circuit that illuminate the statue and the rock formation. The 13 foot circular design also includes 2 benches for statue viewing. The benches are 18 inches by 6 feet in a matching circular pattern. One bench sits to the right and one to the left of 3 the statue. Each bench is supported by 2 inch by 2 inch square tubular powder coated steel posts; a total of 4 posts for each bench. The steel tubing is below grade and is embedded in concrete (see drawing A.). All walkways and access areas to the bench area meet the American Disabilities standards. The completed bronze statue will be hoisted into position onto the rock seat area. The statue will face northeast (the church entrance), and will be welded and bolted to the base. St. Mark Catholic Church has insured this statue, its commission, fabrication and installation equal to the Public Art Budget of $52,000.00. 4 Conceptual Vision for St. Mark Catholic Church Site From the initial planning stages, no detail has been overlooked in creating a total vision for this landmark Church at the geographic entrance into Oro Valley along Tangerine Road. The Church will stand on 17 acres of beautiful rolling landscape and vegetation and will have a magnificent view of Pusch Ridge and the western slope of the Catalina Mountains. Architecture, design, art, and landscaping, have all received total commitment to excellence both visual and spiritual. The same architectural design, color palate and choice of landscape will be used in all stages of development. As it applies to public art, the 5 statue will be the first installment of phase one in the continued plan to create beautiful art to the Oro Valley Public Art collection. In a subsequent phase, another bronze statue will be commissioned and is planned for the front of the Religious Education Building. An additional art piece will also be placed at the new entrance along Tangerine Road. Matthew Moutafis will be planning and drawing the new designs for these additional pieces as part of his relationship with St. Mark Catholic Church. The artwork will be 3' wide by 8' in height and approximately 2" in thickness, crafted out of metal in a patina copper metal (see attached renderings). The artwork will be located by the front entrance of the building. Site Conditions • Site is 1.22 acres • Zoning is Rancho Vistoso Planned Area Development, Campus Park Industrial • Vacant and undisturbed Proposed Improvements • 9,600 square foot single story office building • Parking and passenger drop off areas • Courtyard area BACKGROUND: Zoning Code Compliance The proposed office building construction costs will be approximately $1,300,000. A minimum of $13,000 is required and the applicant is estimating to provide a total of$13,500. The amount proposed exceeds the 1 requirement as specified in the Zoning Code. The art is located in an accessible area, is integrated with the surrounding landscape and is consistent with the project theme. The public art is in conformance with zoning code requirements. More detailed information will be provided as part of the final art design including a complete estimate of the building permit valuation costs. A condition has been added. ENGINEERING: Staff has found that all engineering related zoning code items and other engineering requirements have been satisfied. CONCLUSION/RECOMMENDATION: The proposed conceptual art for Sheftel Dermatology is in conformance with zoning code requirements. Staff recommends approval of the artwork.
