Approval of the October. 19, 2010, ARC minutes. MOTION: A motion was made by Commissioner Munden and seconded by Commissioner Bayne to approve the October 19, 2010, ARC minutes. MOTION carried, 6-0 2. OV510-006, Panda Express, represented by Santa Theresa Tile Works, requests final approval of a public art proposal for the Panda Express restaurant, located in proximity to the southeast corner of Oracle Road and Magee Road. David Ronquillo, OV Senior Planner, presented the following: - Location Map - Art Location - Final Art Sculpture - Art Support Base 1 - Sample Tile Colors - Building Elevations Chairman Moutafis inquired about the exposed area at the bottom of the pedestal. Susan Gamble, applicant/artist, said a gusset would be placed at the bottom of the pedestal. Ms. Gamble introduced the fabricator, Jon Watson, of The Metal Gardner, who confirmed that a skirt would be placed at the bottom. Chairman Moutafis asked if there would be a bottom plate and whether each cube would have a top plate. Mr. Watson responded in the affirmative. Chairman Moutafis had a safety concern regarding a hand getting caught between the cubes. Ms. Gamble showed the commission the sample she brought and explained that the hand could only go so far. Ms. Gamblepresented the followingfeatures of the sample cube: ,.:. - steel angle iron frame - cement board where tile will be adhered to - 3 sides of cube will stationary - 1 side to be used as an access panel - ball bearing slows down the rotation and locks into place Chairman Moutafis asked if the top plate would be sealed in the event of rain. Commissioner Hagedorn asked if all the figures would be black and white. Ms. Gamble said she wanted the animals to depict an outlined cartoon look and the only color would be on the item the animals are holding. Commissioner Gullman asked if the cubes would slip into place once they are turned. Ms. Gamble said each cube has a corresponding indentation that will align when the panel is moved. Commissioner Munden and Chairman Moutafis thanked Ms. Gamble for addressing all their concerns and for her professional and thorough presentation. MOTION: A motion was made by Commissioner Munden and seconded by Commissioner Gullman to approve the final submittal of the Panda Express represented by Santa Theresa Tile Works. MOTION carried, 6-0. 2 **3. Discussion and possible action regarding December meeting date and time for Art Review Commission. Mr. Ronquillo said there were no pending art projects for December, but the application submittal date was still a week out. Chairman Moutafis advised the commission to wait and see, because a special session could be called at any time. David Williams, OV Planning Division Manager, said staff would inform the commission if an application was submitted. Mr. Williams suggested that they indicate a preferred date or week in the event a December meeting was to occur. Commissioner Hagedorn said he would prefer the 2nd or 3rd week in December. The commissioner's nodded in agreement. Commissioner Munden asked if they could discuss the time of the ARC g meetin s. Chairman Moutafis said for most of the commissioners, it was not a handicap to be there at 6:00 p.m. Commissioner Hagedorn said he works downtown and found it difficult to be there at 6:00 p.m. due to the rush hour traffic Commissioner Munden said she did not understand the whole public attendance, public the does not have a voice on Art Review Commission meetings. Adjournment MOTION: A motion was made by Commissioner Bayne and seconded by Commissioner Hagedorn to adjourn the ARC meeting at 6:26 p.m. MOTION carried, 6-0. 3 2 TOWN OF ORO VALLEY ART REVIEW COMMISSION MEETING DATE: February 22, 2011 TO: ART REVIEW COMMISSION FROM: Bayer Vella, AICP, Conservation & Sustainability Administrator SUBJECT: OV511-001, Town of Oro Valley requests conceptual and final approval of a public art proposal associated with the Town Hall Solar Project, located at 11000 N. La Canada Drive. Two art installations are proposed at two locations within the Town Hall campus. SUMMARY: The Town of Oro Valley has contracted with APS Energy Services to complete a comprehensive array of energy saving improvements to its municipal facilities. The largest component of the project entails improving the majority of the Town Hall campus parking area with shade structures and 1100 solar panels atop. The energy produced by the solar panels will offset 60% of Development & Infrastructure Services, Municipal Court, Water Utility, and Administration building demand. The public art theme is simple. The aim is to celebrate the sun and its promise as an energy source. The proposed art involves two sculptures that will be pared with the following: I. Outdoor and Stand Alone Information Center Information regarding the real time solar energy production, cumulative annual production, and associated carbon offset will be displayed on a web linked video screen. The proposed outdoor art will actually house the video screen and attract passersby. The screen and associated technology will be provided by APS — and is not included in the public art budget. The objective is to position the public art and information center in an outdoor space that is highly frequented by the public and the area outside of the Town Council chambers "fits the bill". The location is represented at the bottom of this page. II. Solar Covered Ramada A solar covered ramada will be built on the western side of the parking lot in front of the police building. It will serve as a gathering place for small events and meetings. The artists have designed public art that celebrates the Town's commitment to solar energy...and clearly ties into the public art proposed near the Town Council chambers. The ramada will be a rectangular shape and approximately 30' X 50' in size — and is currently being designed by a local architect. In particular, the public art amount satisfies the 1% requirement. CONCLUSION/RECOMMENDATION: The final public art is in conformance with zoning code requirements. Attachment: Public Art Proposal Town of Oro Valley Art Review Commission Submittal February 14, 2011 Solar Lions Concept Antony Bayne, Joe Lupiani Narrative description of the proposed art project: We are pleased to present our conceptual design for public art placed at the Oro Valley Town Hall Complex.The proposal includes two free standing sculpture installations.The first sculpture will be located in the former fountain site in front of the Town Hall offices.The second feature will be situated near the proposed solar Ramada structure adjacent to the parking area. Taking into account the theme of solar energy collection and the unique character of Oro Valley, our concept combines imagery associated with sunlight on mountains. We have used the Mountain Lion as a metaphor for the power and beauty of the Arizona sun.The lions are placed above geometrically abstracted sculptures representing Pusch Ridge and the Catalina mountains. Originating in the lion forms, the lions and mountain forms will be incised with lines representing rays of sunlight.These will open to the inside of the sculpture, making for a metaphoric vessel for sun collection in the daytime. At dusk and into the night, a light will illuminate the sculptures from within, casting the incised design into the surrounding area. Though different in form, the sculptures will be matched in material, color and style. The lion forms will be original cast bronze sculpture. The Mountain forms will be 12 gauge powder coated steel. The two elements will be complementarily colored in coppery hues. Secondary materials used will be LED lights, solar panel, stainless steel mounting hardware, LCD monitor with Plexiglas cover, and electronic computer and timing equipment with associated wiring. The proposed lighting inside the sculptures will be timer actuated low watt LED lights. They should be set to come on at dusk and dawn for a specified time. The light produced is part of the conceptual design.They will appear as luminarias within the spaces they occupy.They are not intended as light fixtures. The LCD screen and associated computer equipment will be contained in a water tight sculptural element. The panel is a multicrystal photovoltaic module.These cells are encapsulated between a tempered glass cover4 and an EVA pottant with PVF back sheet to provide maximum protection from the severest environmental conditions.The entire laminate is installed in an anodized aluminium frame to provide structural strength and ease of installation. 8 i Town of Oro Valley Art Review Commission Submittal Implementation timeline: Production will be started directly after approval.The installation of artwork is scheduled to be completed by April 22, 2011. Production must begin as soon as possible in order to properly complete bronze casting and fabrication in the allotted time. Installation: The sculptures will be mounted with mounting epoxy on provided 4 inch thick concrete slabs using stainless steel hardware. Electrical hook up should be located within the footprint of the sculptures. Anthony Bayne and Joseph Lupiani will install the sculptures and will organize equipment and personnel as needed. Upon approval of the sculptures, a Building Permit Application will be submitted. Maintenance: There should be very little maintenance associated with the sculptures. Barring any vandalism, the bronze and powder coated steel elements should remain stable for many years. Being a copper based alloy, the bronze lions will change in color over time, but the structure will never change.The powder coating on the steel will be coated with UV inhibitors to stabilize the color. There will be lockable access panels on the mountain forms to repair or replace the lights when needed.The use of LED lighting will preclude light replacement for many years. The maintenance schedule will be comprised of changing the lights and cleaning the outside and inside of the sculptures with water when needed. The bronze elements can be washed off and waxed with a thin coat of paste wax twice a year to hold the original patina color for a greater length of time, or it could be left to age. Insecticide should be sprayed inside the sculptures periodically. 'r),...k, .. x .. v ....., ,. 9 Town of Oro Valley Art Review Commission Submittal Compliance: The proposed sculptures are in compliance with the criteria specified in the Oro Valley Zoning Code Revised Section 27.3.G (Review Criteria) as follows: 1. Proposed artworks shall not hinder public safety, including hazards to pedestrians and the creation of attractive nuisances. 2. Public artwork locations shall be well-integrated with the layout and hardscape components of the site and shall maintain visibility and proximity to the viewing public, and compatibility with and enhancement to the aesthetic value of the building(s) or site. Artwork shall be located in relatively high activity areas. 3. Potential obstructions, such as landscape materials at maturity or future construction, should be considered. 4. Locations for artwork should include nearby accessible seating, when appropriate,from which the artwork can be easily viewed. 5. Durability and safety of materials and the overall project design, as determined by a registered professional engineer licensed by the State of Arizona, as applicable, should be considered. Siting and installation of artwork shall consider hazards from specific design features, materials, and potential breakage. 6. The artwork shall be original and unique, and not duplicate existing art projects. 7.
