Popelka, RLA/AICP, Acting Planning & Zoning Director SUBJECT: OV510-002, Oro Valley Sunway LLC., represented by artists Linda Ahearn and David Wienert, requests conceptual approval of a public art proposal for the Homewood Suites hotel located on the northeast corner of Oracle Road and Linda Vista Boulevard. SUMMARY: The proposed public art will consist of three individual sculptures. Sculpture one by artist Linda Ahearn is a Native American woman in traditional garb positioned on a steel base. This sculpture is located outside the front building entrance. Sculptures two and three by artist David Wienert, are an Organ Pipe Cactus located outside the front building entrance and a Mexican Fence Post Cactus water sculpture located inside the building adjacent to the main lobby. BACKGROUND: Oro Valley Zoning Code Revised (OVZCR) Compliance Based on the building permit valuation estimate of $7,820,077, the applicant has provided $78,200 for public art, which includes costs associated with design, fabrication and installation. The proposed amount satisfies the 1% requirement as specified in the OVZCR. Site Conditions • Property is 8.7 acres • Zoning is C-1, Commercial District • Building is currently under construction Proposed Improvements • Building size is 90,400 square feet—two stories • Vehicular spaces and passenger drop off/loading zone areas • Additional public art will be required for the remaining building phases on this property Approvals To Date • January 2009: Development Review Board approved landscape plan and architectural elevations • April 2009: Town Council approved development plan PUBLIC WORKS COMMENTS: Staff finds that all engineering related OVZCR items and other engineering requirements have been satisfied. The public art proposal is located outside of all sight visibility triangles and does not impact site drainage or underground utilities. CONCLUSION/RECOMMENDATION: The conceptual public art is in conformance with OVZCR requirements. Staff recommends approval of this application. She not onlycelebrates the local history but inspires us to soar and strive for greater personal achievement. The motion of her raising her shawl and letting the wind lift her is a desire to be engulfed in Oro Valley's immense natural beauty, as if she could sail off into the distance and be carried away by its grandeur. This signifies many exciting opportunities as she sets out to discover what waits over the next horizon. That moment of abandonment is what I feel travelers often seek as a way to escape, to let go, to relax, and see new possibilities. "Wind Spirit" compliments the architectural style of the building and continuity of Southwestern design. She will be freestanding and constructed of cast bronze with a French Gold bronze patina finish. The overall sculpture will be approximately 6' in height. The base will be constructed of welded steel plate, 4 sided and angled slightly to create a directional line up towards the sculpture (an 85 degree slope) and will be roughly 5' in height making the overall total height of the installation about 11 feet high. The steel base will be powder coated in a bronze color affixed to a concrete slab provided by the hotel. She will be located on site C in front of the entrance of the hotel and be facing southwest. Statement of Compliance: Oro Valley Zoning Code Revised Section 27.3.G(Review Criteria) 1. This art installation will be sited on private property and monitored by employees of the hotel. The site selected and the design and materials used ensure that public safety will not be compromised. 2. This artwork has been designed to compliment the architectural design of the hotel and will be located on site C in the front of the hotel where both hotel guests and the general public will have 24 hour viewing access. 3. At this time there are no proposed landscape features that would ultimately obstruct the view of the sculpture. 4. At this time no seating is planned to the best of my knowledge, however the hotel could easily integrate seating for public viewing. 5. The sculpture is being cast in bronze which is known to last hundreds and thousands of years. The steel base on which the sculpture is to be mounted will be powder coated to withstand the desert elements. 6. This sculpture has been designed as a one of a kind piece by the artist. 7. Bronze and steel material and French Gold patina will both blend and enhance the location in which the sculpture is being displayed. 8. The highly visible and monitored location in front of a hotel lobby minimizes the likelihood that the art will be vandalized. The durability of the material selected ensures that the piece will withstand harsh desert conditions. CHAPTER 27:GENERAL DEVELOPMENT STANDARDS Section 27.4 Native Plant Preservation,Salvage and Mitigation Plan Requirements 10. If an appeal is not filed nor Town Council review initiated within twenty(20)days of the Com- mission's decision,the decision shall be deemed final. G. Review Criteria In reviewing applications for public artwork, the Art Review Commission shall consider, but is not limited to, the criteria described below. The Commission shall determine acceptability of individual applications based on their interpretation and judgement of fulfillment of tkpse criteria. 1. Proposed artworks shall not hinder public safety, including hazards to pedestrians and the creation of attractive nuisances. 2. Public artwork locations shall be well-integrated with the layout and hardscape components of the site and shall maintain visibility-and proximity to the viewing public, and compatibility with and enhancement to the aesthetic value.of:the,buildings)or site.Artwork shall be located in relatively high activity areas. 3. Potential obstructions,such as landscape materials at maturity or future construction, should be considered. 4. Locations for artwork should include nearby accessible seating,when appropriate,from which the artwork can be easily viewed. 5. Durability and safety of materials and the overall project design,as determined by a registered professional engineer licensed by the State of Arizona, as applicable, should be considered. Siting and installation of artwork shall consider hazards from specific design features, materi- als, and potential breakage. 6. The artwork shall be original and unique, and not duplicate existing art projects. 7. The concept and design should be consistent with the overall theme of the project and the context of the proposed installation site. 8. The appropriateness of the materials,textures,and colors to the expression of the design con- cept and the site shall be considered. 9. Durability of the artwork and its ability to prevent or minimize vandalism,undesired weathering or other damage through the use of materials,finishes and site locations shall be considered. • ((0)08-23, Added, 12/3/08) • Section 274 Native Plant Preservation, Mitigation Plan Rn Requirements A. Purpose Oro Valley's natural environment is the unique Sonoran Desert,an upland desert community found only in southern Arizona and parts of northern Mexico. Several rare and endangered plant and ani- mal species inhabit the area.In addition,there are species of national significance,the most notably characteristic of which is the Saguaro cactus, a well-known symbol of the southwest. This Section is designed to provide standards for the protection of native plants,which provide habitat for native 224.4 January 2009 Zoning Code/Oro Valley AZ i Installation of"Wind Spirit" Sculpture for Homewood_Suites Hotel. The Sculpture"Wind Spirit"will sit on a four sided approximately 5' tall powder coated steel base which will be bolted to a concrete slab with stainless steel allthread at the 4 corners. The bronze sculpture will be bolted to the top of the base also with stainless steel allthread. The bolts will be concealed underneath the bronze rock structure for a clean professional installation. She will have 3 points of contact at her feet providing a very secure and strong structure. The legs of the sculpture will be reinforced with stainless steel supports. Stainless steel armature will also support the shawl at the location of the hands. The sides of the base will be slightly angled at 85 degrees starting at the 3' square bottom and ending at a 2' square top surface. Having"Wind Spirit"mounted on a 5 foot base will discourage touching and climbing on the sculpture. The foundry will provide installation of the sculpture and base and will use a crane to lift both items into place. The overall weight is 1500 to 2000 pounds depending on final design details. S Linda Ahearn Toscana Studio and Gallery- Artist/Instructor/Gallery Owner Toscana Studio is a small working art studio specializing in painting, sculpture and three dimensional art. It is operated by Linda Ahearn who is a local artist in Tucson, Arizona. She began her art career at the age of 12 with oil painting classes. She continued focus in oil until her junior year in college when she attended art school in Florence, Italy. At Gonzaga in Florence, she learned many different sculpture methods, and was quite inspired by the master sculptors work in Europe. She finished her degree with a Bachelor of Fine Arts, graduating Magna Cum Laude from Holy Names College in Oakland CA in 1984. 84. Since then, she has been involved in many continuing education courses in the arts, continuously refining her techniques by learning new mediums, and expanding her knowledge of the arts. She specializes in clay and mixed media sculpture, mold making techniques, plaster and cement casting, as well as sculpting in clay specifically for bronze casting. She has recently received a major public art commission in Oro Valley, accepts private commissions, and continues to paint in oil. For several years, Linda has taught children and adults painting and sculpture, and has inspired others to look within to find a spark of creativity to express them selves. Artist: David Wienert Commission: Interior/Exterior Sculpture My art focuses on capturing the natural beauty of large "old growth" cactus to represent our enduring desert landscape and define our unique environment. Creating a cohesive public art project for the front entry and main lobby of the new Homewood Suites would include a 15' high Organ Pipe cactus with 25 unique arms for the exterior entry and a 12' high Fence Post cactus water sculpture for the lobby. Each piece is presented growing from a rock outcropping to simulate our natural desert landscape and create the foundation for each sculpture. The size andscale of each arm provide a captivating and familular form presenting the many generations of these established plants and capturing the light and shadows of the Sonoran desert. As you approach the main entry of the Hotel you are greeted by a spectacular, 15'high Organ Pipe cactus sculpture growing from a natural rock outcropping. Long sweeping arms show the many facets of cactus textures, color and form capturing the essense of a majestic "old growth"speciman. Each of the 25 arms are detailed to show a unique combination of growth marks,freeze points and distresses. Steel ribs represent the thorns and highlight the facets of each arm. The patina shows an oxidised green and rust finish to give the piece an aged and weathered feel. Entering the lobby a large Mexican Fence Post cactus reaches 12'high with a cluster of 12 arms growing from a natural rock base. Designed as a water sculpture, each arm tip flows water over it's surface to revel a deep stone finish that comes to life as the water disapears into the rocks. This large water sculpture captures the natural lines of a mature Fence Post cactus and highlights them with a unique zvater twist. Each piece will be created by Tucson artist David Wienert, a master sculpture working in cement, steel and copper medias. Dave has been creating natural forms using cement for over 18 years and has applied his specialty to creating several forms of cactus sculpture and water sculpture over 7 years ago. Dave's experience and skills has expanded to include including variety's of cactus, full size Saguaro. (see resume). Each piece of art is an original design that syrnbelizes the Southwest deserts incredable enviroinment and will be a timeless addition to the expanding cultural arts in Oro Valley. Install schedule a Timing- Most of the initial work will be performed at the studio and delivered to the site for final finishing and assembly. I will be on site for 2-3 weeks to complete artwork. The Interior sculpture should be installed before final floor finishes are completed. Phase 1- Prebuild all base componets, armatures and framing at my studio for both sculptures. Approx. 30 Days studio pre-build Phase 2- Complete base rock structures on site, set armatures, attach arms, final sculpting. Set water system and equipment. Approx. 15 days on site Phase 3- Prepare all surface's for finish. Protect area and clean up Fill and test water system on interior water sculpture. Approx. 4 days Budget allocation: 1/3 down on Commissioned start 1/3 when the base rock structures are set on site 1/3 due at completion of sculpture staining All work will be in compliance of the review criteria as stated in the Oro Valley Zoning code revised section 27.3.G The sculptures will not hinder public safety or create any hazards to pedestrians during construction or after. Placement of the art will take advantage of the best visibility and public access. All potential obstructions or future construction that directly affects the art will be considered. The two locations for the art provide accessible seating which can be viewed from many locations. The durability and saftey of my materials for the overall project design can be determined by a professional engineer licensed in Arizona as applicable. Each sculpture is an original and unique work specific for this project only. The concept and design is consistent with the overall theme of the project. All materials, textures and colors have been considered for there appropriateness to the site. The durability of my materials have been considered to minimize any damage or undesired weathering effects. Artwork- Unlike real cactus the sculptures will not have any thorns or dangerous areas. Each sculpture is presented on a raised concrete plateform for added stability and public exposure. Maintance: The outdoor sculpture will not require any ongoing maintance and can be easilyrepaired if any damage is incured. The interior water feature require's a minimal maintance plan to keep system running at optimal levels. The most compelling of P g which has been the story of the native Hohokam Indians who inhabited the area, and left their prints on rocks in the form of petro glyphs. Many of my hikes have revealed treasures of the lives that once were, as I stumbled upon paintings and pottery shards that date back hundreds of years. My understanding of this life has been heightened by the beauty of these mountains and the gorgeous lush desert. As an artist, my mostp assionate inspiration comes from the desert, and continues to feed my desire to express beauty Y through painting and sculpture. The piece I designed, "Wind Spirit", a Native American in traditional garb and bejeweled with the inspires of the land, not only celebrates the local historybut ins ires all of us to soar and strive for greater personal achievement. The motion of raising her shawl and letting the wind lift her, a desire to be engulfed in Oro Valley's immense beauty as if she could sail off into the distance and be carried away by it's grandeur, signifies many of possibilities as she sets out to discover what awaits over the next horizon. That moment of abandonment is what I feel travelers often seek as a way to escape, to let go, to relax, to see possibilities. The piece is designed to be life sized and constructed of bronze with coloredp atina finishes, including an ochre gold dress, that compliments both the pallet of the hotel's exterior as well as a reference to Oro Valley. "Wind Spirit", intended to stand on the toes of one foot as she sails off, is best suited at site B but would also work at site C. The base will be constructed of bronze with steel reinforcements to secure the sculpture at point of • contact. Ground spot-lights will be necessary from three points as well as potential lighting from above, presumably from the top of the building, to light the shawl and g g afford guests a grand view from their suites. My intention for Homewood Suites, Oro Valley, is that "Wind Spirit" willgreet arriving p travelers with the awe inspiring beauty of Pusch Ridge.
