Approval of the February 2, 2010, ARC minutes. MOTION: A motion was made by Commissioner Dornberg and seconded by Commissioner Munden to approve the February 2, 2010, ARC minutes. MOTION carried, 4-0. 2. 0V510-002, Oro Valley Sunway LLC., represented by artists Linda Ahearn and David Wienert, requests conceptual approval of a public art proposal for the Homewood Suites hotel, located on the northeast corner of Oracle Road and Linda Vista Boulevard. Paul Popelka, OV Acting Planning & Zoning Director, presented the following: Map Plan Site Plan Conceptual Art Design by Linda Ahearn & David Wienert Sean Rainey, representing Sunway Hotel Group, reviewed the sculptures location's on the site plan. Linda Ahearn, artist, introduced a maquette of the statue "Wind Spirit" and presented the following: Location Bronze construction Weight estimate of 700 lbs. Sculpture height of 4 ft. 7 in. Mounting and stability Steel base David Wienert, artist, introduced a sample of his work and presented the following: Exterior location of the organ pipe sculpture Interior location of the fence post water sculpture Copper/steel construction Base structure Member Moutafis said water will cause scaling and asked how it would be addressed. Mr. Wienert said they do not scale much because it wets the arms out causing little splashing and then goes through a rock filtration. Chairman Hagedorn asked what the weight of each sculpture would be. Mr. Wienert estimated the fence post water sculpture to be 1800 lbs. and the organ pipe sculpture to be 2200-2400 lbs. MOTION: A motion was made by Commissioner Moutafis and seconded by Commissioner Munden to approve OV510-002, Oro Valley Sunway LLC., request for conceptual approval of a public art proposal for the Homewood Suites hotel, located on the northeast corner of Oracle Road and Linda Vista Boulevard. Popelka RLA/AICP, Acting Planning & Zoning Director SUBJECT: OV510-004, Kelly Copeland, represented by artist Elsa Fernandez, requests conceptual approval of a public art proposal for Villa Fatima Skilled Nursing Facility, located on the northwest corner of Rancho Vistoso Boulevard and Sun City Boulevard. SUMMARY: The proposed public art consists of a hand sculpted statue titled "Our Lady of Life". The statue is carved from cantera stone and is approximately eight feet tall on a two foot high base. The artwork is located within a landscaped area of the parking lot in proximity to the front entrance of the building. The vision of the artwork is "to represent motherly natures of support, hope and truth". BACKGROUND: Oro Valley Zoning Code Revised (OVZCR) Compliance Based on the building permit valuation estimate of$650,000 - $850,000, the applicant will provide $20,000 to $25,000 for public art, which includes costs associated with design, fabrication and installation. The preliminary amount exceeds the 1`)/0 requirement as specified in the OVZCR. As part of the final art design, a more detailed building construction cost estimate must be submitted for staff review. Site Conditions • Property is 1.70 acres • Zoning is Rancho Vistoso Planned Area Development C-1 (Commercial District) • One existing building, the western portion of the property is undeveloped Proposed Improvements • Building use will be skilled nursing facility serving residents with Alzheimer's disease and other dementias • Vehicular spaces and passenger drop off/loading zone area provided • Proposed art satisfies requirements for the entire site Approvals To Date The development plan and landscape plan are currently being reviewed by staff and are tentatively scheduled for the May 2010, Development Review Board meeting. PUBLIC WORKS COMMENTS: Staff finds that all engineering related OVZCR and other requirements have been satisfied. The public art proposal is located outside of all sight visibility triangles and does not impact the site's drainage design or underground utilities. ART REVIEW COMMISSION Page 2 of 2 CONCLUSION/RECOMMENDATION: The conceptual public art is in conformance with OVZCR requirements. Staff recommends approval of this application. As part of the final public art design, a more detailed building construction cost estimate must be submitted for staff review. The statue is approximately 8' tall a will be placed on a 2' high base at the entrance to the project. We have commissioned this unique piece to represent the motherly natures of support,hope and truth. All mothers throughout mankind and represented these CORE principles.Mothers will always tell you the Truth,in charity,but they never to hurt or harm. They will also unconditionally give support to their own children but additionally to all the worlds children.The final virtue is that of HOPE, a core belief that mothers transmit from their very being.The statue is named"our Lady of Life"because the lifeblood of any society flows from the strength and love of a mother.The facility we are planning to construct is a Alzheimer's/dementia 63 bed HOME for the patients and their families to be supported,in love and truth about the condition and reality of the disease.However we will give hope to all involved,as a mother gives hope to her own children from her womb to their tomb.Hope and unconditional love will be always shared and experienced at Villa Fatima. That is the vision for our Center and IS reflected perfectly in the proposed artwork. The cantera stone represents local materials and will blend in perfectly with the surroundings. It is unique as it stands alone as being seen by many passer Byers and will be soft to the eye due to the nature of it's design. It fits perfectly and conforms to all the Oro Valley Zoning Code Revised definition of"public artwork". Location: Included in this package is a plot plan the shows the proposed location of the"public artwork" The location is near the front entrance and in the front parking area.It will be able to be seen and enjoyed from the covered entry area were we will have benches and places to sit. Art Characteristics: The statue is carved from cantera stone that is quarried from Mexico.The native stone has marble like features but yet gives the feeling of natural,native characteristics. Color is a soft tan hue that is very earthy and has a somewhat hint of a light earthy rose vein.Texture is that of natural smooth stone with small pitting.The height is approximately 10'tall including the base.The name of the center"Villa Fatima"will carve into the base.The art is freestanding and will be at the entrance as visitors enter the property. The only function is the naming of the Center on the base,which might be the only place that the name is depicted publically. Implementation Timeline: The project as been projected to be completed by the spring of 2011.The artist will require 6 months to construct 2 statues of this caliber and scale.We would like to start the artist on her journey of pleasure and fulfillment and commission her to begin the carving by July of 2010.The base will be situated in place by March of 2011 then the statues being deliver and craned in place that same month. Preliminary estimate: The estimate that we are preparing in our budget criteria is approximately $20,000 to$25,000. That would include the base, lighting,plantings and carvings that all encompass the"Public Artwork". Compliance with review criteria: A. Purpose; The purpose of this Art is to provide enrichment to the citizens and visitors of Oro Valley. The statue will be accessible to all members of the community and will become a unique and Natural enrichment to all who encounter its beauty and message. B. Applicability This artwork will be privately owned by villa Fatima and maintained by the center.This Project exceeds 50,000 in construction cots so therefore is required C. Artwork Budget The estimated project costs for permitting purposes will be approximately 650,000 to 850,000 dollars thus 1%of the costs fall within the range of the projected art commission Expense----20,000 to 25,000.00 1. Art work will be installed,inspected and certified prior to issuance of the C of 0 2. Art work will be submitted for review by the planning and Zoning Director 3. Public art work will remain on public display at all times 4. Installation of art work will be done in a manner that will protect the artwork and the public 5. The plaque will not exceed 80 square inches 6. Continued maintained will be the responcibility of Villa Fatima 7. N/A 8. The artist will perform any repairs needed,no maintained on the stone statue is required 9. Public art work transfers from property owner to property owner 10. Villa Fatima is responsible for services and utilities necessary around the statue 11. Villa Fatima will provide evidence of insurance 12. Villa Fatima will replace,repair or construct NEW if notified by town within 15 days 13. Failure to comply will constitute a violation of code 14. The art work will never be removed 15. If art work is removed temporally a request in writing will be required D. Design and Location Requirements The artist meets the defined Section 31;it will be located in an easily accessible and clearly Visible area.The location is indicated on the attached plot plan.The public artwork will be Permanently fixed in place.Plus the statue will weigh approximately 5 tons! E. Installation and maintenance Villa Fatima will maintain the statue F. Review Criteria 1. Art work will not hinder public safety 2. Art work will be well integrated with the layout and hardscape in the Development Plan 3. All current or future obstructions have been considered 4. Location will include nearby seating 5. Cantera Stone is a natural durable product that does not require engineering 6. The art work is original and unique 7.
