Mr. Eggerding gave a handout to the commission regarding the history on how the Town began. 1 . Approval of the May 4, 2010, ARC minutes. MOTION: A motion was made by Vice Chair Cywan and seconded by Commissioner Hagedorn to approve the May 4, 2010, ARC minutes. OV510-003, Desco Southwest, represented by artist Joe Tyler, requests conceptual approval of a public art proposal for the Miller Ranch development, located on the northwest corner of La Canada Drive and Tangerine Road. David Ronquillo, OV Senior Planner, presented the following: - Location Map - Site Map - Public Art - Summary Discussion: Commissioner Cywan asked Mr. Ronquillo who approves the artwork in his department. Mr. Ronquillo said the planning department does not approve artwork; we make sure it meets the submittal and 1% requirements, and then it is forwarded to ARC for their purview. Joe Tyler, artist, presented mockups of the artwork. - Vertical luminary - Sculptural obelisk - Sculptural transit shelter Mr. Tyler said the pedestals for the luminary and obelisk will be made of masonry or welded steel, making the total height 30 feet. Sculptures are made of welded steel and the finish will be a rusted patina. Sculptures are designed to meet the dark sky ordinance in Oro Valley. The transit shelter will seat 16 -18 persons with solar lighting and solar fans to cool it down. Commissioner Cywan read statements regarding the review of public art criteria. Commissioner Cywan said the artwork proposed does not fit in with the impression of Oro Valley, as a desert community. The effect of light on the biological processes is very negative, and it is his opinion that this is not artwork and is inappropriate for Oro Valley. Commissioner Hagedorn said he preferred the obelisk and the transit center with the spikes removed. Commissioner Hagedorn said he did not like the luminary because it looked medieval. Commissioner Dornberg said the luminary is her favorite piece and does not get any medieval feel. Chairman Moutafis said the artwork has an Egyptian feel and believes the people in Copper Creek would look down on the artwork. Chairman Moutafis said the commission wants to see the most exceptional and talented artwork in Oro Valley. Commissioner Hagedorn asked Mr. Ronquillo if the commission could make separate motions on each piece individually. Mr. Ronquillo said it could be voted separately or as one package. Chairman Moutafis and Commissioner Zywan said they would like it to remain as one package. Commissioner's Hagedorn and Dornberg said they preferred to vote on each piece. James Harden, representing Desco Southwest, said Mr. Tyler showed them several options and the project manager preferred something more geometric for a corporate park. Chairman Moutafis said we do not want to dictate what the artist can or cannot do, but feels this calls for a more contemporary modern approach. MOTION: A motion was made by Vice Chair Cywan and seconded by Commissioner Hagedorn to take OV510-003 as a package as presented. MOTION carried, 4-0. MOTION: A motion was made by Vice Chair Cywan and seconded by Chairman Moutafis to deny OV510-003, Desco Southwest, request for conceptual approval of a public art proposal for the Miller Ranch development. MOTION failed 2-2 with Commissioner Dornberg and Commissioner Hagedorn opposed. MOTION: A motion was made by Commissioner Hagedorn to continue OV510- 003. Chairman Moutafis asked what is that going to accomplish for the artist and developer. Commissioner Hagedorn said the artist and applicant have heard enough discussion and can address our concerns. Commissioner Cywan said that is denying the package and allowing the artist to return with something else. Motion failed for lack of a second. Mr. Ronquillo said either way, the applicant will have the opportunity to come forward with another proposal. MOTION: A motion was made by Commissioner Hagedorn and seconded by Vice Chair Cywan to deny OV510-003, Desco Southwest, request for conceptual approval of a public art proposal for the Miller Ranch development and request the applicant to return with a new proposal. MOTION carried, 4-0. *4. Discussion and possible action regarding the "Tree of Knowledge", located at the Oro Valley Library. Chairman Moutafis said he is concerned with the deterioration and rust on the "Tree of Knowledge" artwork created by Mr. Tyler. Chairman Moutafis said he had heard at one time that Mr. Tyler had said it could be repaired for $1,000.00. Commissioner Hagedorn said code requires that artwork be maintained by the owner, in this case the Town, who should take the responsibility. Commissioner Hagedorn said as a committee we should request Town Staff to deal with this. Vice Chair Cywan said he previously addressed the council and recommended that the $15,000.00 in the maintenance fund be used to fix Mr. Tyler's tree. Vice Chair Cywan said the OV Planning & Zoning department were asked to look into it and does not know the outcome. Chairman Moutafis said they are obtaining information so the commission can present a report to the Town Council. Commissioner Hagedorn said ARC is to review art projects that come forth and staff needs to go to the owner and tell them to fix it. I think this fund should be used for new work and not maintenance. Chairman Moutafis said since artist is present we have the opportunity to obtain information in maintaining the tree. Commissioner Hagedorn said the main problem is that I do not think it is the commission's function to review every piece of artwork when it is in need of repair. We are going above what the commission is supposed to do and staff should talk to the artist. Mr. Tyler said at a book signing at the OV library, he was asked by the librarian about maintenance on the tree. Mr. Tyler told her the product to use and that it should be applied by someone familiar with automotive painting, and he knew someone in Phoenix who could do it for about $1,000.00. Mr. Tyler said he recommends not getting rid of the rust and suggested power washing it again and sealing it. Mr. Tyler said in his maintenance report it was recommended that the town reseal it every 8 to 10 years. *5. Discussion and possible action regarding the maintenance of artwork in the Town of Oro Valley. Chairman Moutafis said we do not want to act on this agenda item until we get directive from Town Council about the maintenance of artwork. Commissioner Hagedorn said the code already addresses maintenance and asked if he is expecting the code to be modified. Vice Chair Cywan said council has already taken this under consideration and directed Planning & Zoning staff to see what should be done. To his knowledge no action has been taken. Mr. Ronquillo said he would verify this with Paul Popelka, OV Acting Planning & Zoning Director. Commissioner Dornberg said it is her understanding that it is not this commission's responsibility to worry about maintenance of art and until council makes changes, this should not be discussed. Adjournment MOTION: A motion was made by Vice Chair Cywan and seconded by Commissioner Hagedorn to adjourn the ARC meeting at 5:22 p.m. MOTION carried, 4-0. 2 TOWN OF ORO VALLEY ART REVIEW COMMISSION MEETING DATE: July 6, 2010 TO: ART REVIEW COMMISSION FROM: Paul R. Popelka, RLA/AICP, Principal Planner SUBJECT: OV510-005, The Town of Oro Valley, represented by artists Nina Borgia-Aberle and Stephen Grede, requests conceptual approval of a public art proposal for the Lambert Lane Widening Project, located in various locations along the roadway east of Riverfront Park and west of the CDO Wash. SUMMARY: The Lambert Lane Widening Project was originally awarded to the artists in 2004 and approved at that time. However, the project was delayed and is now moving forward. The proposed public art will consist of several elements with design theme references to the Canyon Del Oro Wash and associated riparian habitat. The existing Pusch View Bridge project incorporated a "Garambullo," or devils claw plant, and the Lambert Lane Widening Project continues the use of this traditional Tohono O'odham symbol. According to the applicant, the Garambullo grows abundantly in the wash and its seedpod is a dramatic sculptural form. Several elements, including a modified rail system for pedestrian use, will be provided as well as a Garambullo Seat wall, sculptures, benches, and form liners on the retaining walls. The art will be placed in various locations along the project alignment as indicated on Sheet 5 of the applicant's submittal. Proposed Improvements • Several art rail installations • Several "mini Garambullo" sculptural seat wall installations • Garambullo seat wall pedestal and sculpture • Two (2) form liner (retaining wall) locations BACKGROUND: Oro Valley Zoning Code Revised (OVZCR) Compliance The Lambert Lane widening project has a budget of $110,000 for public art, which includes costs associated with design, fabrication and installation. The total construction cost for the road widening project is $11,000,000. The preliminary amount satisfies the 1% requirement as specified in the OVZCR. PUBLIC WORKS: Public Works staff has found that all engineering related Zoning Code items and other engineering requirements have been satisfied. CONCLUSION/RECOMMENDATION: The conceptual public art is in conformance with OVZCR requirements. Staff recommends approval of this application. From the initial design development phase of the bridge widening their concept was to create a relationship between the two projects conceptually and visually. Their design theme references the importance of the Canyon de Oro Wash and the riparian habitat it creates. The Pusch View Bridge project celebrated several specific plants including the "Garambullo" or devils claw. This plant grows abundantly in the wash and in its seedpod form it is a dramatic sculptural form. Additionally the devils claw has been used in Tohono O'odham basket making for centuries. The Pusch View Bridge includes a form liner inspired by an abstraction of the Garambullo in repetition. The garambullo form is elegant and in repetition creates a flowing feeling, reminiscent of the water when it flows and rushes through the wash. The same themes are carried through to the Lambert Lane Widening Project. We have designed a modified rail system appropriate for pedestrian rail. This system allows us to slightly modify all the top rails without losing any structural or safety integrity. Where we do inset rail (every fourth or fifth segment) we raise the art above the top of the standard rail to bring more attention to it while still keeping the rhythm of the rail consisitent. (See drawing) Our art element is inspired by another native plant, this time it is an abstraction of a minor bloom of a native grass. It is similar in size and scale to the art element on the bridge yet distinctly different in shape and color. Locations Please see map for all art locations MAY - 7 2010 Design Please see drawings for all design elements Implementation Timeline Design: May-July 2010 Fabrication: December 2010-March 2012 Public Art Budget $110,000 Contract In process with Jose (will have for presentation) Review Criteria (please see addendum A, review criteria Stephen Grede Nina Borgia-Aberle Lambert Lane Widening Project Installation of Artwork: Garambullo Seatwall: The Garambullo Seatwall/Sculpture will be built in place from 4" CMU masonry, built on top of a 10" deep [poured concrete footer with two #4 rebar horizontal and #4 verticals, 4' on center. All cells solid grouted. The masonry will be covered in expanded metal lathe. A two- coat stucco system will be applied with light sand finish. Tolerances to plus or minus '/". Pedestal to have four #4 rebar (at corners) and one #4 rebar (center). It will include a bond beam. The Garambullo bronze sculpture will have three 3/" diameter stainless steel all thread bolts welded to base of sculpture. Holes will be drilled and the bolts will be expoxeed into the top of the pedestal. Holes will be drilled to extend into bond beam. A polystyrene block out will be set when stucco is applied and then removed to create a '/2 space for tile The ceramic tile for the Garambullo seat wall and the mini-garambullo seat walls will be installed using thin set adhesive. Tiles will be grouted with sanded grout. Mini garambullo seat walls will be built using the same specifications as Garambullo seat wall/sculpture Stephen Grede Nina Borgia-Aberle Lambert Lane Widening Project Addendum A-Review Criteria 1. Public Safety: • The railing elements will conform to ADOT standards and will be reviewed by the Town of Oro Valley engineers. Our artwork will include an additional top third rail and art element. This design is similar to the Pusch View rail with the exception that the art design is above the standard second rail and below the added third rail. There will be no rough edges or places for children to stick their fingers. (See map for location) • The Garambullo Art Sculpture is set into a masonry pedestal with seating connected on two sides. It is set in the right of way; does not obstruct sight triangles, and does not have minute detail that would distract motorists. It is set on the south side of the pedestrian path so as not to obstruct cyclists. Pedestal height is 3' and the bronze sculpture is 5'8". The sculpture itself will not be conducive to climbing (no toe holds) or sitting (somewhat pointed but not sharp) (See map for location) • The mini-garambullo benches will be placed in locations where currently benches exist that will be moved to the more eastern part of the project. In an effort to create a relationship between the art rail, and the large garambullo sculpture we are including three mini garambullo art benches with inset tile. We are creating a rhythm with the art elements along the roadway so as not to bunch all the elements in one location (See Map for location) • The original garambullo form liner is available at Scott System and will be used on the 32" retaining walls. Their inclusion does not compromise the safety requirements of the walls. 2. Locations: Please see maps for all specific locations In locating the large garambullo we assessed where the highest pedestrian traffic might occur. We chose the current location near the bus stop and CDO Park because we witnessed many walkers, bus riders and bikers stopping at or near the park to sit and chat with friends or wait for the bus. Additionally we witnessed individual pedestrians, bikers, and walkers stopping to rest or look a view at locations near the park. Our specified location for the garrambullo took into consideration areas with significant right of way to accommodate the size of the piece; the current proposed location was chosen with the rest of the design team. The mini garambullo sculptural seat walls will replace existing seating that will be relocated. From a design and content perspective it was important for the art elements to have a relationship and the existing benches were an anomaly. The town is in the process of finding a new location for them. Locations: The potential locations correspond with existing bench locations. They may inlcude: • The south side of Lambert Lane where Highland's Drive dead ends • The south side of Lambert Lane where Calle Verano Seco dead ends • The south side of Lambert Lane where Pistachio Avenue dead ends We are integrating rail elements with all longer stretches of rail as well as highly visible smaller segment (near the golf course). The rail will be visible to motorists, pedestrians, walkers, cyclists, and golfers. Because the elements are repeated a minimum of 60 times along the roadway it will create a rhythm and sense of cohesion for the entire design. The locations will be integrated within required pedestrian railing. The element locations will be selected for visibility and a sense of continuity along the roadway, and mutually agreed upon between the engineers, Town of Oro Valley and the artist. 1 Stephen Grede Nina Borgia-Aberle Lambert Lane Widening Project Addendum A continued Form liners will be applied to proposed 32" tall poured-in-place retaining wall located on the north and south sides of Lambert Lane, east of Stargazer Drive 3.Obstructions All art locations have been reviewed with design team members including engineers, landscape architects and project manager to ascertain appropriateness of locations. There will be no future obstructions obscuring the art. 4. Seating Has been addressed in criteria one and two 5 and 9.Durability and Safety of Materials Art railing: The additional top arch rail will be fabricated from .120 gauge steel. The flower seed art element integrated with the rail will be cast from aluminum with a steel rod embedded in the casting and a steel plate welded to the bottom of the rod. All rails will be delivered to the roadway contractor clean and ready for painting by the roadway contractor. On the Pusch View Bridge the contractor used mirror glide semi gloss from Frayzee Paints. As with all painted steel if tagged it can be cleaned with Motsenbocker's products (see below) and repainted if necessary. Garambullo Sculpture: The "claws" of the devil's claw design as well as the pedestal will be built on a concrete footer from masonry block that will then be covered in stucco. (See Plans for detail drawings) The stucco will be painted. The bronze sculpture will be attached to pedestal (see drawing for details) and will have a patina, which will change over time as more and more people touch the sculpture. The oils on peoples' hands will eventually produce a high polish to the bronze especially in the higher relief areas. Tile will be fired vitreous at cone 03. Stucco, bronze and tile need no maintenance save for cleaning with soap and water should it have mud or dirt sprayed on it. After a number of years the stucco can be repainted if it fades. This may occur within 7-10 years. For tagging I am recommending a line of products called "Motsenbocker's 1-4. Depending on the material (spray paint, marker, crayons, etc) used to mark up the art different products will be used. They are available at Waxie Sanitary Supply 520-629-9699. They can be used on the tile and stucco. The stucco can be repainted if necessary. If the bronze sculpture is tagged it can be wiped with xylene. The bronze can then be rewaxed by the subcontractor (Metalphysic— 520-623-7100) Mini Garambullo Sculptures Same as above minus the bronze recommendations. 6. The artwork shall be original and unique. The rail and garambullo sculptures and seat walls were designed specifically for the Lambert Lane widening Project. The content of the project is a celebration of the native flora that occurs in riparian areas through use of sculptural or relief forms inspired by that flora. Natural plant materials as found in the Tucson basin inspire all forms. 8. Materials, textures and colors were chosen to harmonize with the natural environment.
