2. OV510-006, Panda Express, represented by Santa Theresa Tile Works, requests
conceptual approval of a public art proposal for the Panda Express restaurant, located in
proximity to the southeast corner of Oracle Road and Magee Road. For questions and

David Ronquillo, OV Senior Planner, reviewed the following:

Chairman Moutafis asked what the dollar amount of the original contract was. Mr.
Ronquillo said he did not know and handed the question over to the applicants. Nina
Borgia-Aberle, of La Ceramica, LLC, said they were awarded the Pusch View Extension
Bridge and Lambert Lane Widening Projects as a combined project, and her recollection
was approximately $140,000-$150,000.

Vice Chair Cywan asked what colors would be used. Ms. Borgia-Aberle said the green
would be the same, but the cross section of the flower would be pale lavender.
Mr. Grede continued his presentation on the retaining wall form liner.
Chairman Moutafis said no one knows that plant and as artists, we understand the
visual, but the community will not. Chairman Moutafis said the plant is lost between the
two bars and he does not feel comfortable having it throughout Lambert Lane.
Chairman Moutafis said the bronze part on top of the bench looks like a peanut and it is
very important on how it communicates to t t ends at La Cholla and would bee community. Chairman l offended if

Ms. Borgia-Aberle asked Chairman Moutafis if he had ever looked at a cholla or prickly

Commissioner Hagedorn asked if the project extends to La Cholla. Ms. Borgia-

Chairman Moutafis interjected and said that is not what Mr. Rodriguez told him and
would take that up with him.
Commissioner Hagedorn said the object form is up to the interpretation of the artist.

Canada to Oracle Road and it is not an issue for him.

reflect what you are proposing when it comes in for final approval.
Mr. Grede said the drawings are due the end of July. They were supposed to be on the
agenda last month, which would have given them an opportunity to do one more review.

Commissioner Hagedorn asked Mr. Ronquillo if this was a preliminary review.

drawings in July.

Public artwork is a required element of private and public construction projects in Oro Valley as
specified in the Oro Valley Zoning Code Revised.Please review Oro Valley Zoning Code Revised
Section 21.3 to learn of all public art requirements.
Review of art work entails the following three staged application:
• conceptual design review
40 final design review
• certification upon installation.
Conceptual review of public artwork must be approved by the Art Review Commission prior to the
approval of the landscape plan for development projects.
Conceptual review includes review of the artist qualifications,conceptual artwork design and
artwork location(s).Conceptual review and approval is required prior to completion of a final review
by the Art Review Commission.
After conceptual review and further design by the artist(as needed),the Art Review Commission

Zoning Code Review criteria
The bench will be set outside of natural flow of pedestrian traffic on the restaurant patio. The sides of the bench
are all rounded and smoothed as to provide no public safety risk. The artwork will be well integrated into the lay-
out of the restaurant, providing needed functional seating elements on the outside of the building. The bench will
be placed in the outside of the restaurant which will be available for viewing and eating to the public 7 days a
week, 24 hours a day, both during and after regular business hours. The artwork will be located adjacent to one
of the main entrances to the restaurant, installed with footings into the concrete on a smooth non-landscaped
area.
The tile is made of durable outdoor materials that are one of a kind unique hand made designs and colors. Each
tile is high fired, glass that is bonded to the ceramic as a permanent glaze creating a smooth surface. It is the
highest level of durable made tile for current outdoor applications available.
The site will be monitor with overnight and daily security to curb any potential vandalism to the bench. ((0)08-23,

Artwork Installation
The bench artwork will be installed with epoxy mortared feet into the cement with approximately 2 inch anchors,
adhesive with surround liquid nail. The artwork will be permanently placed into the cement.

mixed media tiles,located on three levels of the Student Union Memorial
Center.
2004** City of Tucson Patrick K.Hardesty Midtown Multi-Service Center,
Tucson,AZ,GLHN Architects and Engineers, Tucson,AZ. Sand-cast
concrete sculpture, 12'in diameter,with ceramic and stone mosaic
surface. Artwork circulates water from a cisterrt,functioning as a
demonstration of the building's rooftop water harvesting system.
