LA CANADA DRIVE Call to Order at or after 6:00 p.m. Chairman Moutafis called the meeting to order at 6:01 p.m. Chairman Moutafis welcomed the new commissioners and asked them to introduce themselves. Roll Call PRESENT: Matthew Moutafis, Chairman Anthony Bayne, Commissioner Connie Cullman, Commissioner Steve Hagedorn, Commissioner Gail Munden, Commissioner Wendy Timm, Commissioner EXCUSED: Zev Cywan, Vice Chair 1. Approval of the September 7, 2010, ARC minutes. Chairman Moutafis requested that his comment to the artist about liking two of his art pieces be added to the minutes. MOTION: A motion was made by Commissioner Hagedorn and seconded by Commissioner Munden to approve the September 7, 2010, ARC minutes as amended. MOTION carried, 6-0. 2. 0V509-003, Golder Ranch Fire District, represented by Matthew Moutafis, requests final approval of public art for the Golder Ranch Fire Station located at the Oracle Vista Centre, at the northwest corner of Oracle Road and Linda Vista Blvd. For questions and additional information, please contact Matt Michels, Senior Planner, at (520) 229-4822 or mmichels@orovalleyaz.gov 1 Chairman Moutafis recused himself because he was the applicant and requested that Commissioner Hagedorn serve as Chairman. Commissioner Bayne also requested to be recused due to a conflict of interest. Matthew Moutafis, applicant, reviewed the material provided in the packet. David Williams, OV Planning Division Manager, mentioned that a maintenance plan was also provided by Mr. Moutafis in the packet. MOTION carried, 4-0. 3. Discussion and possible actions regarding change in ARC meeting date/time and amendment to rules and operating procedures. Mr. Williams said when the agenda went out, staff believed the rules and procedures would need to be amended in regards to the commission having evening meetings. Mr. Williams said until they receive further direction from Council, they would like to set the ARC meeting for November. Chairman Moutafis asked if there was pending artwork for November. Mr. Williams replied they have the resubmittal of Panda Express for final approval, but does not believe it is urgent because the building plans did not come in. Commissioner Hagedorn questioned why the day and time of the meetings are changing. Mr. Williams said he received direction from the Town Manager's office to move board and commission meetings to the evenings to make it easier for residents to attend. Chairman Moutafis reminded Mr. Williams that he was to provide information in regards to a joint study session with Town Council. Mr. Williams responded that he had a list of agenda items for a study session, but does not have that session scheduled. Chairman Moutafis asked if it would happen this year. Mr. Williams 2 said he did not think so, but would check with the Manager's office and Town Council. Discussion commenced between the commissioners in regards to the date and time of the November ARC meeting. MOTION: A motion was made by Commissioner Munden and seconded by Commissioner Timm to approve the next ARC meeting as November 16, 2010, at 6:00 p.m. in the Hopi Room. MOTION carried, 6-0. Adjournment MOTION: A motion was made by Commissioner Hagedorn and seconded by Commissioner Munden to adjourn the ARC meeting at 6:22 p.m. MOTION carried, 6-0. • 3 • 2 TOWN OF ORO VALLEY ART REVIEW COMMISSION MEETING DATE: November 16, 2010 TO: ART REVIEW COMMISSION FROM: David Williams, AICP, Planning Division Manager SUBJECT: OV510-006, Panda Express, represented by Santa Theresa Tile Works, requests final approval of a public art proposal for the Panda Express restaurant, located in proximity to the southeast corner of Oracle Road and Magee Road. SUMMARY: The artist, Susan Gamble, proposes a piece of art that creates exotic animals by combining three stacked cubes. The concept is that each animal will be depicted in three parts: head, body/arms/hands and legs/feet. The art piece will consist of a central pole with three stacked cubes that will rotate to mix the various animal parts. The cubes will be constructed of steel frames that will hold custom made tile. The height of the artwork will be approximately sixty three inches and the overall width and depth will be eighteen inches. Proposed Improvements • Site area is 12,040 square feet (.27 acres) • 2,258 square foot restaurant building with drive through area • 34 vehicular spaces • Passenger drop off/loading zone area Previous Art Review Commission Action At their regular meeting of September 7, 2010, the Art Review Commission voted 4 - 0 to approve the conceptual art for this project. BACKGROUND: Zoning Code Compliance The Panda Express restaurant building construction costs is $295,798. A total of$3,500 has been provided for public art. This amount satisfies the 1% requirement as specified in the Zoning Code. PUBLIC WORKS: Public Works staff has found that all engineering related zoning code items and other engineering requirements have been satisfied. CONCLUSION/RECOMMENDATION: The final public art is in conformance with zoning code requirements. Staff recommends approval of this proposal. October 12, 2010 CONCEPTUAL PUBLIC ART DESIGN/PANDA EXPRESS NARRATIVE: The intent of this piece of public art is to engage the imagination of the families, particularly the children, that will be patronizing the Panda Ex- press on Oracle Road. The artwork offers the public a chance to participate in creating "exotic" animals by combing parts of 3, iconic, local animals, including the Oro Valley ram, with an animal far removed from the desert clime, the Panda Bear An "integration of cultures" through food, nature, and art. Anthropomor- phizing each of these animals adds to the humor and fun of creating these hy- brid creatures, LOCATION: The free-standing artwork will be placed within an expanded side- walk area adjacent to the parking lot and near the main restaurant entrance on the east side of the building. It will also be in the line of sight from cars moving through the "take out" lane. It will be placed so as not to interrupt the flow of pedestrian traffic on the sidewalk and will have free, unimpaired access to ail sides of the sculpture py revisecode 27.3.0.1.2.and There will be an adjacent bench for viewing the artwork and 24/7 public access to the artwork .,revisedised ZonIngCoc . The area will be regularly patrolled by secu- rity, SEE ATTACHED LANDSCAPE/SITE PLAN/BUILDING ELEVATIONS ARTWORK CHARACTERISTICS: The artwork base plate will be attached to existing sidewalk. The overall height of the artwork will be approximately 5.25 feet (63"). The overall width and depth of the artwork will be 18 inches. The artwork will consist of a stationary, 1" solid-steel, center shaft with seated flange bearings for 360 degree, independent rotation of each 18" X18" stacked cube. As a safety measure, there will be I.5" x 18" spacer ring between each cube. In addition, each cube \Mil have a spring-loaded, tension, steel bearing with a cor- responding "catch hole" to (1) regulate turning speed, and (2) to stop cubes in alignment. This design will be reviewed by Oro Valley risk management and an Arizona licensed engineer(cm/revised Zoning Code 27.3.G.5). The concept is that each animal will be depicted in 3 parts: head, body/arms/ hands, and legs/feet. Since there are 4 animals, each animals' head, body, and legs will be depicted on one of the 4 sides of the 3 respective, stacked cubes. When the cubes are rotated the animals' "parts" will be mixed to create a "new" exotic, humorous animal (OV revised Zoning Code 27.3.G.6 and 7). The cubes will be constructed of steel frames that will hold custom made tile that is fabricated to endure extreme temperatures, wet weather, and has a glazed finish that is resistant to graffiti OUZipidised Zoning Code 273,G.9). Each frame will be defined by colorful mosaic tile that considers the buildings overall colors and textures . I also stand on the reputation I have established in satisfactorily completed 5 artworks for the Town of Oro Valley. MAINTENANCE PROTOCOL: MONTHLY MAINTENANCE: The steel shall be a sealed, oxidized finish which will require only occasional wiping with a damp cloth. The tile works, in addi- tion, will require only occasional wiping with a damp cloth. There will be a mini- mum of grout which can also be wiped with a damp cloth. YEARLY MAINTENANCE: SHOULD IT BE NECESSARY: (1) it is recommended to do an annual cleaning of the tile and grout with a com- mercial tile and grout cleaner. This consists of brushing or squirting the tile and grout with the cleaner and then wiping down the tile and grout. This should take approximately one hour to complete all 4-sides of each of the 3 cubes. (2) it is recommended to reseal the steel frame with a commercial sealant BUT ONLY if rust is detected on the sidewalk below the sculpture. If no rust is bleed- ing onto the sidewalk, then the steel does not need to be re-sealed. The tile being used has been developed to withstand extreme temperatures and precipitation. The tiles colors will not fade, wear, or deteriorate. The steel is not painted and therefore will not have to be repainted, just sealed, as described above, should it be necessary. Please refer to the removal panels (INSTALLATION NARRATIVE)that will give in- terior access should it be necessary to adjust or replace a tension, spring bear- ing. The flange bearings are sealed and should never need replacement. INSTALLATION NARRATIVE: The sculpture will be attached to the sidewalk by a 3/8"xl 7" steel plate and 5/8" anchor bolts. The distance from the attach plate to the bottom cube is 6" that will have a 6"x 18" ring skirt to cover 4, 3/8" steel gussets, limit contact, and prevent access to the anchor bolts. One tile and mosaic panel of each cube will be (disguised) removable. This will allow access to the shaft, rotation bearings, and tension spring bearings should maintenance or repair be required.
