SUBJECT: Funding of Calle Egleston improvements.
SUMMARY:
The Amphitheater Public Schools are planning to place eight (8) modular units on their site north of
Dennis Weaver Park and west of the Calle Egleston Public right-of-way (see attached Exhibit A). These
modulars will provide increased capacity for the school district. Improvements necessary to support this
plan include the construction of a right-turn lane on Calle Concordia, a parking lot located north of Dennis
Weaver Park, and a paved roadway along Calle Egleston.
A meeting was held on March 10, 1995 to discuss the right-of-way improvements for Calle Egleston (see
attached Exhibit B). Subsequent to this meeting, cost estimates were prepared by Cella Barr Associates
(see attached Exhibit C). Based on these cost estimates, the recommended improvements to Calle Egleston
will be two (2), 12-foot travel lanes, bike lanes, eight-foot shoulders and all necessary drainage
improvements to accommodate the flows from the wash (in excess of 500 cubic feet per second) under
the roadway.
The inclusion of bike lanes for this proposed improvement will complete a bike route that is currently
under design from Ina Road to Dennis Weaver Park. The currently funded project will provide bike lanes
from Ina Road to Calle Concordia via Calle Buena Vista. Bike lanes currently exist along Calle
Concordia. The proposed improvement to Calle Egleston will provide bike lanes to the northern portion
of Dennis Weaver Park and to the school expansion site.
Amphitheater Public Schools has requested that the Town of Oro Valley participate in the proposed
improvements to Calle Egleston, as well as the right-turn lane on Calle Concordia. Additionally, the Town
Manager requested that the parking lot to the north be expanded with ten (10) additional parking spaces.
These additional parking spaces would provide additional parking for Dennis Weaver Park. As a result
of negotiations, the amount of financial participation requested by the school district is $91,580.
There are no programmed funds in the 1994-95 budget for this improvement. Therefore, in order to fund
this project in this fiscal year, funds previously designated for other capital improvements must be used.
Based on the current statement of actual and estimated expenditures provided by the Finance Department,
$95,775 has been unexpended and/or unencumbered this year.

Capital improvements that have not begun and would be affected by the funding of the Calle Egleston

improvements include: Sun City Units 3 and 5, Rancho Vistoso Neighborhood 7 and Calle Loma Linda. The
Public Works Department intended to carry forward the funds for these improvements to the 1995-96 fiscal year
and have tentatively planned to complete these projects.
Funding the Calle Egleston improvements will affect the ability of the Town to complete other capital
improvements.

I apologize for the delay in formalizing the results of that meeting but I have been out of
town for several days.

As we discussed, the satellite campus will be located directly north of Weaver Park and
( east of CDO's varsity baseball field. Eight modular buildings will provide twelve
classrooms, administrative offices, and a large meeting room. A thirty (30) space
Amphitheater High parkinglot will also be built for the satellite campus. These buildings will be fenced to

Access to the satellite campus will be via Calle Egleston from Calle Concordia. Exit from
Calle E elston to Calle Concordia would be to the west through a "right turn only"

' restriction. The district agreed to develop a 24 foot, two-lane roadway with five foot bike
Copper Creek Elementary lanes on each side. Curbing will be included in the plans. Since the town had identified
Donaldson Elementary the need to pave Calle Egleston, you suggested the Town and district share the
Ilarelson Elementary construction costs for this roadway. The engineering costs will be fully borne by the
Ilolaway Elementary ! District.

The District is willing to grant a recreational easement to the Town for the area of
Weaver Park that currently extends onto district property. I am enclosing a legal
description of the property and proposed agreement for your review should the Town
formally request this easement from the District.
We also discussed the possibility of joint use restroom facilities but concluded that this
was not feasible.
I very much appreciate the positive, cooperative relationship that exists between the
Town of Oro Valley and Amphitheater School District. Please let me know at your
earliest convenience if the understandings described above regarding the roadway and
parking lot are correct, if the Town will grant permission to the District to allow
construction of the sidewalk, and if the Town requests the recreational easement.

As requested, we have prepared an a rcvi4cd order of magnitude cost estimate for
the site layout for the above-referenced property. The estimate is based on your
layout and utility maps provided by the affected agencies.
We have also reviewed the site and the cost estimate that follows is based on
1994 construction costs. Land costs, casement rights, contingency, sales tax,
Town review fees, impact water fees, added cost for water main and hydrants
from existing school storage tank, landscaping or walls, sewer connection fees
per lot and legalltitle or assurance tees are not included.
