1. Call to order and roll call
The meeting was called to order by Leann O'Brian at 8:00 am. Roll call was taken.
2. Welcome new members by Jim
Thomas DuPlain and Glen Rockwell were announced as the two new members of
SWUC. Glenn will be filling the remaining term vacated by Rich Hawkinson through
6/30/06. Thomas DuPlain was selected for a new two year term from 7/1/05 -
6/30/07 to replace outgoing commissioner Ralph Stein.
3. Acceptance of the minutes from February 17, 2005 Regular SWUC Meeting
A motion to accept the February minutes as written was approved unanimously.
4. Town Drainage Projects and CIP Program: Pima County Regional Flood
Control District Updates
Jim reported the first CIP meeting was held last week with Marana, Tucson, OV and
Pima County. Funding was approved for the next 5 years. The start of"The Beta
Test" for the prioritizing of projects by the CIP Committee is under way. To provide
a historical background for new SWUC members Jim described 3 drainage
improvement projects for which the Town will receive construction funds through an
IGA with PCRFCD: First: Lambert Lane across the Highlands Wash below the
Highlands Trailer Park. This project will receive financial assistance from the IGA
to install a box culvert under the road and channel improvements to the CDO Wash.
Second: Monte del Oro Subdivision (Lambert &Pistachio area), historically
flooding causes sediment build up due to existing washes not developed and
maintained correctly during development. Third: Oro Valley Country Club was
built without drainage systems and new development now causes flooding and
erosion in the development. Fifteen percent design plans are complete and said
plans were funded by the PCRFCD. An IGA with PCRFCD will fund the remaining

design and construction costs to make use to the golf course to funnel the water to
the CDO Wash.
Additionally, there are 5 projects in the CIP Process competing for funding.
• Saddle Valley/Logan's Crossing Subdivision - This area suffers from
flooding, erosion, and sedimentation from drainage that comes off the hills to
the south very quickly. Hydrology was developed in the 1980's, however a
new design is needed to retard/reduce flow and sediment movement into the
subdivision.
• Shadow Mountain Estates - This subdivision has suffered flooding, erosion,
and sedimentation over the past decades. These large lots generally drain as
sheet flow to road ditches and finally to natural washes. Most of the natural
channels are too small to handle large flood events and will overflow their
banks flooding adjacent property. Over the years many residents have
implemented their own type of drainage system. The SWUC wants to
redesign the drainage to help control the overflow into the yards and roads by
approving the conveyance capability of the existing, natural washes that drain
the subdivision.
• Lomas del Oro Subdivision—This subdivision lies on the east side La Cholla
and north of Overton. The area was recently annexed into OV. This
subdivision has a large wash on west side of property with a history of
flooding and erosion. SWUC wants to implement flood and erosion control
on contributing areas as well as in the wash channel. A small number of
residents currently pay for FEMA floodplain insurance and with proper
drainage improvements it may be possible to reduce or remove this insurance
burden. The SWUC wants to assess this project to confirm that OV residents
are paying a fair premium.
• Canada del Oro Wash Land Acquisition: The area to the south of the CDO
Wash and just west of La Canada is privately owned but lies in the 100-year
flood plain of the wash. This CIP project will explore the possibility of
purchasing this land for park and green belt use so as to prohibit further
permanent development in the flood plain.
• Big Wash above the Tangerine Road Bridge. Collaboration between TOV
Water Utility Dept. and Dept. of Public Works staff and the SWUC resulted in
the proposed CIP pilot project to capture a portion of the peak flow during
flood events and provide an opportunity for this water infiltrate to the shallow
ground water.
A letter sent to the Town Council by SWUC showed a prioritized list of the 6
projects to be submitted for CIP funding. Council approved the prioritized list as
submitted. However, funding for the OVCC project was obtained under the IGA
with Pima County and this project has been removed from CIP list. Lastly, new
SWUC members were offered the opportunity to view the proposed project areas so
that they would be familiar with these areas in future discussions. Council Member
Carter stated that he also would like to attend with the new members.

5. Stormwater Utility 2005/2006 Budget
The Staff reported that the FY05/06 budget survived with only one cut. Funding for
a new Drainage Manual was not approved. It will be done with in-house personnel
instead of being contracted out.
Council Member Carter stated that final budget approval by the Council would occur
at the July 20th Council meeting.
Jim stated the there is interest in possibly implementing a fee for stormwater
management and that SWUC might need to re-visit its former fee plan.
6. Adopt-A-Wash and other Public Out Reach status
Adopt-A-Wash was kicked off at the Jazz Festival with success. To date the SWUC
has assigned 12 washes for cleaning.
When the project was initiated, the focus was on the major washes such as CDO,
Highlands, Honeybee, and Big Wash. People have signed up to clean about 2/3 of the
main washes. A few people have signed up to clean the smaller washes. In order to
attempt to develop a list of washes available for adoption, letters were mailed out to
wash owners seeking permission to enter private washes. The Town is awaiting
responses from these individuals.
Second, the Staff is working with PAG on a training course on BMP's. Town DPW
staff participated in the initial session of this class at no charge. This training will
help participants learn about suggested BMPs that will help reduce pollution in
stormwater runoff to washes from construction sites. The previous presentation to
PAG by Mike Chase was informative with slides and copies of each jurisdiction's
rules and regulations. However it was not relevant to Tucson and OV because it was
geared to cities with an ample water supply. Local jurisdictions thru PAG have
modified the training to make it more relevant to the southwest.
TOV staff talked about other current outreach items which include posting of large
storm water pollution preventative posters at a limited number of bus stops,
advertisement on 25 bus benches promoting "Only Rain in the Drain", and all public
busses will have a small sign inside the cabin area on storm water prevention.
Additionally, 4 radio stations will be playing 30 or 60 second radio spots in late July
and early August.
Council Member Carter suggested utilization of our advertisement with Comcast on
channel 74. The Town gets a 30 minute spot once a month with 2 Council members
with Bob Kovitz as moderator. SWUC would benefit to have 1 Council Member and
1 Department Head.
Lastly, Adopt-a-Wash promotional items were given to the new members.
7. Thanks to Ralph Stein
Ralph Stein completed his term on the SWUC and was recognized for all his work on
the Commission. Ralph is currently appointed to represent the Town on the Pima
County Regional Flood Control District Advisory Committee and has recently
assumed the role of Chair person of that body.

4. CIP Pima County Flood Control Updates
Jim reported the first CIP meeting was held last week with Marana, Tucson, OV and
Pima County. Funding was approved for the next 5 years. The start of"The Beta

submitted; First: Lambert Lane by Highlands Wash by the Highlands Trailer Park.
This project will receive financial assistance from Highway Funds to install a box
culvert over the road. Second: Monte del Oro Subdivision(Lambert &Naranja),
historically flooding causes sediment build up due to existing washes not treated
correctly during development. Third: OV Country Club was built without drainage
systems and new development now causes flooding in new homes and erosion. OV
will provide 15% of the design and an IGA will fund the remaining to make use to
the golf course to funnel the water to the CDO Wash.
Currently there are 6 projects in the CIP Process competing for funding.
• Oro Valley Country Club Estates--discussed above.

control but do have natural washes. Most of the natural channels are too

washed out with no damage except for sediment build up. The SWUC wants
to redesign the drainage to help control the overflow into the yards and roads.

• Big Wash by the Tangerine Bridge. SWUC is working with TOV Water
Dept. in a pilot project to control peak flows of flood water as well as the
infiltration of the aquifer table. This flood control and ground water recharge
program would allow water to percolate through the soil to the water table.

approved. Council did approve the list as submitted and the prioritization will stand
as the above stated. Lastly, new SWUC members were offered the opportunity to
view the areas projected so that they would be familiar with the discussions.
Council Member Carter stated that he also would like to attend with the new
members.
