2. APPROVAL OF MINUTES FROM THE MAY 10,2007 MEETING.
MOTION: Commissioner Glos moved to approve the minutes from the May 10, 2007
meeting. Chair Rockwell seconded the motion. Motion carried, 3-0.
3. NOMINATION OF NEW CHAIRPERSON.
MOTION: Chairman Rockwell moved to nominate Jim Dunn as the new chairperson.
Motion seconded by Commissioner Glos. Motion carried unanimously.
MOTION: George Glos moved to nominate David Parker as the new Vice Chair.
Motion seconded by Glen Rockwell. Motion carried, 3-0.

4. REVIEW OF ON-GOING STORMWATER UTILITY FEE.
Operations Division Manager Phil Trenary gave a brief update to the Commission
regarding his meeting with the Water Utility Department in reference to the water fee
one-time cost and the new software needed to provide in-house billing for those
customers who live in Oro Valley. Discussion followed regarding:
• The cost for Tucson Water and Metro Water customers being served in Oro
Valley.
• The various methods the above items would be entered into the new software
system. (Example: using multiple tiers that are do-able.)
• Quarterly billing and the potentially higher debt ratio for Tucson Water and
Metro Water, served customers than is experienced by the Oro Valley Water
Utility in the billing of customers that they service—however, present thinking is
that the non Oro Valley customers will be billed quarterly.
• Data are available from the Finance Department of the customers who are
currently being serviced by Tucson Water and Metro Water.
• The additional fee for Stormwater and how the fee will be approached.
• Scheduling a meeting with Planning and Zoning, Building and Safety and
Development Services to discuss how the Town will accommodate new
development. Phil will make the arrangements next week with the above-
mentioned departments to discuss the stormwater fee.
• How will Equivalent Residential Unit (ERU) be identified within the projects that
are developed?
• How will the commercial charges be assess, i.e., by water meter or to property
management company/owner of the development.
• Adapt the ordinance to accommodate the new billing systems and identify the
three (3) groups/tiers/ERU's for classifications.
• How will the Town identify impervious areas? Phil will schedule a meeting with
the Chief Civil Deputy Town Attorney Joe Andrews to review the impervious
areas and to review policy system and ordinance.
Phil reported that the next work session and PowerPoint presentation with Council has
been scheduled for September 12th. He added that he would set up a meeting with
finance to complete the budget as well at the meeting with the Planning and Zoning.
Chair Dunn explained that the current ordinance would need to be revised and suggested
that the Commission review the 2003 ordinance. He explained that some of the language
was a little different from what is being used. He pointed out there were formulas in the
document that could be deleted in order to integrate the tier schedule he developed. Phil
will schedule a meeting with Joe Andrew to discuss the revision as it related to the tiers
factor.
Chair Dunn suggested the Commission review the current ordinance, but to keep the
language similar because the language used in the document is standard. However, he
explained that there were many changes needed to be made such as multiple family

dwelling units, base rates, individual housing, tri-plex housing, ERU definition,
impervious areas and to identify the tier factor/formula.
5. SET AUGUST MEETING DATE/TIME.
Jim Dunn and Glen Rockwell announced that they would be out of town until July 31St.
The next study session meeting will be held on August 9th and the regular session
meeting is scheduled for August 23r1
