ROLL CALL PRESENT: James Dunn, Chair George Glos, Commissioner Ralph Stein, Commissioner Leo Leonhart, Commissioner ABSENT: Michael Gardner, Vice Chair 3. CALL TO THE AUDIENCE No speakers. 4. APPROVAL OF THE JANUARY 22, 2009 MEETING MOTION: A motion was made by Commissioner Glos and seconded by Commissioner Stein to approve the January 22, 2009 minutes. Motion carried, 4-0. 5. UPCOMING STORM WATER EVENTS On Monday, February 23rd the Storm Water Civil Engineer Technician will present the Storm Water Pollution Prevention to the Immaculate Heart Elementary School 4th grade class. On Friday, February 27th, staff will attend the City Sun Community Center Health and Wellness Fair. The Town will have an information booth set up with different displays and brochures available for the public. 02/19/09 Storm Water Utility Commission 2 Minutes 6. STORM WATER CREDIT APPLICATION REVIEW There were no applications submitted for the month of January. 7. DISCUSSION REGARDING STORM WATER FEE AND BUDGET Staff inquired if anyone on the Commission would be interested in volunteering to do some researching on the EPA Community Action for a Renewed Environment Grant. This grant is to help reduce the releases of toxic pollutants and minimize exposure to humans. Staff will also research and determine how much of toxic pollutant elements affect Storm Water. Chair Dunn volunteered to do the research. Storm Water Utility Manager David Parker reported receiving a package from Pima County Association of Government (PAG) involving the Stimulus Bill and its' link to the Economic Recovery Bill for "invasive plants". He said that the Economic Recovery Bill could potentially help with Town wide bufflegrass issues. PAG is in the process of researching the grant requirements and staff would review the results when they become available. The Legal Department has now begun the process of issuing summons to those customers who are delinquent in paying their Storm Water Utility Service Fee bill to date. 8. DISCUSSION REGARDING ON-GOING STORM WATER PROJECTS The Storm Water Manager reviewed the following projects: -Financial Sustainability Implementation -Manager On-Going Projects -Implementation of the Storm Water Management Plan -Storm Water Utility Administration Plan Specific programs discussed included: -FEMA approval of the $1.8 million Lomas de Oro Wash project -CDO Levee Certification STATUS. -Minor construction projects that will be designed in-house that include 2 culverts between La Canada and La Cholla on Tangerine Road, A spillway near Copper Creek on Tangerine Road, Innovation Way drainage repair, and drainage improvements on Pistacio and Pecan. - Cleanup of vegetation and debris on Rooney Wash and Mudders Wash and the cleanup of culverts before the monsoon season the increase of seven new groups to participate in the Towns adopt a wash program and the status of the 02/19/09 Storm Water Utility Commission 3 Minutes GIS mapping of the town's stormwater utility. 9. SET MARCH MEETING DATE/TIME The next meeting is scheduled to be held on Thursday, March 19, 2009 at 4:00 p.m. in the Municipal Operations Center (MOC) Conference Room. 10. MARCH PROPOSED AGENDA ITEMS - Approval of the February 19, 2009 minutes - Storm Water credit application review - Discussion regarding Storm Water fee and budget - Discussion regarding on-going Storm Water projects Commissioner Leonhart announced that on March 26th, the University of Arizona Department of Hydrology & Water Resources will have their 19th Annual El Dia del Agua Water Resources Annual Symposium. On April 20th will b the National Ground Water Association - Ground Water Summit will be held at the Hilton El Conquistador. Council Member Carter suggested placing the information in the Oro Valley Vista publication to inform the public of the upcoming events. 11.
