1. REGULAR SESSION AT OR AFTER 6:00 p.m.
Chair Dunn called the meeting to order at 6:00 p.m.
2. ROLL CALL
PRESENT: James Dunn, Chair
Michael Gardner, Vice Chair

3. CALL TO THE AUDIENCE - At this time, any member of the public is allowed
to address the Commission on any issue not listed on today's agenda.
Pursuant to the Arizona Open Meeting
Law, individual Commission members may ask Town staff to review the
matter, ask that the matter be placed on a future agenda, or respond to
criticism made by speakers. However, the Commission may not discuss or
take legal action on matters raised during "Call to Audience." In order to
speak during "Call to Audience" please specify what you wish to discuss
when completing the blue speaker card.

4. APPROVAL OF THE OCTOBER 13, 2011 MINUTES
MOTION: A motion was made by Vice Chair Gardner and seconded by Commissioner
Stein to approve the October 13, 2011 minutes as amended

5. UPCOMING MEETINGS AND EVENTS
Paul Jungen, Stormwater Engineer, announced the following:
-Town offices will be closed for the Thanksgiving Holiday, November 24 & 25, 2011
-Buffelgrass pull has been scheduled for Saturday, November 19, 2011
-Stormwater Community Outreach has been scheduled for Saturday, December 3, 2011
at the Oro Valley Farmers Market
-Beat Back Buffelgrass has been scheduled for January 28, 2011

FEEDBACK FROM FRITZ LAOS, TOWN CIVIL ENGINEER, ON SUBSTANTIAL
IMPROVEMENT MEETING
Mr. Laos reported the following:
-Workshop Topic: Federal Emergency Management Agency (FEMA) National Flood
Insurance Program (NFIP) Substantial Damage/Substantial Improvement (SDSI) Rule
-SDSI applies to existing structures in Special Flood Hazard Areas (SFHAs)
-Substantial Damage - Damage of any origin to insurable structures in SFHA whereby
the cost of restoring the structure to its before-damaged condition would equal or
exceed fifty percent of the market value of the structure before the damage occurred.
(Partial definition)
-Substantial Improvement - Any reconstruction, rehabilitation, addition or other
improvement to a structure in the SFHA, the cumulative total cost of which equals or
exceeds 50 percent of the market value of the structure before the "start of
construction" of the improvement. (Partial definition)
-Mr. Laos has been reviewing and updating the Town's Floodplain Ordinance as it
applies to SDSI in order to ensure consistency with NFIP standards
7. UPDATE BY STUDY COMMITTEES
Mr. Jungen announced the following Study Committees:
-Performance Measure Evaluation Committee consisting of Chair Dunn, Vice
Chair Gardner and Commissioner Leonhart
-Stormwater Fee Evaluation Committee consisting of Chair Dunn, Commissioner Stein
and Commissioner Honn
Mr. Jungen distributed the following handouts and asked the Commissioners to review
for discussion at next meeting:
-Strategic Plan for the Town
-Stormwater Maintenance Plan
-Current Annual Budget
-Stormwater Town Codes
-History of Fee Documents

8. DISCUSS AND POSSIBLE ACTION TO ELECT OFFICERS
MOTION: A motion was made by Vice Chair Gardner and seconded by Commissioner
Honn to approve the nomination of Chair James Dunn to remain as Chair.
Motion carried, 4-0.
MOTION: A motion was made by Commissioner Honn and seconded by Commissioner
Stein to approve the nomination of Vice Chair Michael Gardner to remain as Vice Chair.
Motion carried, 4-0.
9. DISCUSS AND APPROVE STORM WATER CREDIT APPLICATIONS
-No current applications to review or discuss
10. DISCUSS STORM WATER FEE
-Third quarter billing was mailed in October
-Bad debt is low and not affecting revenue
-Study Committee will be reviewing Stormwater Fees
11. DISCUSS ON-GOING STORM WATER PROJECTS
Mr. Jungen distributed a status report and discussed the following projects:
-A list of future Capital Improvement Projects (CIP) has been submitted to Pima County,
along with estimated cost and time frame
-Northern Avenue Project and Naranja Drainage Study Project
-Mr. Jungen and Mr. Laos will be working on the Geographic Information System (GIS)
to update the hot spot map and making map live
-Mr. Laos has been working on the Community Rating System (CRS) package
-Mr. Jungen and Mr. Laos attended the AZ Floodplain Conference in Payson,
Arizona on November 2-4, 2011
-The Insurance Service Officer completed the Town's preliminary review of the CRS
package and assigned an 8 rating.
-The Insurance Service Officer identified points that need to be addressed
-Once the CRS rating has been confirmed a mailer will be sent to the residents
informing them of the rate the Town received
-Staff is working with the Federal Emergency Management Agency (FEMA) on revising
the Letter of Map Revision (LOMR) & Letter of Map Amendment (LOMA) under
Floodplain Management
-A letter will be submitted to the Explorer Newspaper to be possibly published; byline
will be Oro Valley Stormwater Utility Project Improvements, regarding the Lomas de
Oro Project at Lucero.
-TOV Wash Rack
-Per Robert Wilson, Civil Engineer Technician, the Outfall Inspections are approximately
30 percent complete.

12. SET DECEMBER MEETING DATE/TIME
The next meeting is scheduled for December 15, 2011, at 6:00 p.m. in the Hopi
Conference Room
13. SET DECEMBER PROPOSED AGENDA ITEMS
The agenda for the upcoming meeting was discussed and approved with the following
updates:
-Change item 6 - Discuss Substantial Improvement Damage Definitions
-Remove item 8 - Discuss and Possible action to elect officers
14. ADJOURN
MOTION: A motion was made by Commissioner Honn and seconded by Commissioner
Stein to adjourn the meeting at 7:04 p.m.
Motion carried, 4-0.
