WATER RESOURCES SUBCOMMITTEE
June 3, 2013

CALL TO ORDER— Chair Hoffmann called the meeting to order at 5:05 p.m.
Attendance: John Hoffmann — Chair
Robert Milkey - Commissioner
Philip Saletta—Water Utility Director
David Ruiz— Engineering Division Manager
Bob Jacklitch — Project Manager
CALL TO AUDIENCE -There were no members of the audience in attendance and therefore no
requests to speak.
ITEM #1 — DISCUSSION AND/OR POSSIBLE ACTION REGARDING THE RECLAIMED
WATER INTERGOVERNMENTAL AGREEMENT
Mr. Saletta gave an overview of the Reclaimed Water Intergovernmental Agreement with Tucson Water
indicating that the agreement allowed for Oro Valley to choose interruptible or non-interruptible supply
of reclaimed water deliveries. The current cost is $261 per acre foot for the interruptible rate. The non-
interruptible rate could be as much as $797 per acre foot.
Mr. Ruiz presented an analysis of the amount of time interruptions would occur. The analysis indicated
only curtailment or reduction would occur and for less than a total of 4 million gallons per year. Mr.
Ruiz indicated that this curtailment could be made up with groundwater when needed.
Mr. Saletta indicated that this is a minimal and acceptable level of risk and that the costs for non-
interruptible reclaimed deliveries is very high.
After discussion, there was consensus to proceed with drafting an amended or new Reclaimed Water
IGA and discuss this further at the Water Utility Commission meeting on June 18, 2013.
No formal action was taken or required.
ITEM #2 — DISCUSSION AND UPDATE ON CENTRAL ARIZONA PROJECT WATER
Mr. Saletta gave on overview of the existing CAP Wheeling Intergovernmental Agreement with
Tucson Water and that there was a remaining amount of 500 acre feet that could be developed
under this agreement in the Phase 1 amount of 2000 acre feet.
Mr. Jacklitch discussed that OVWU Staff and Tucson Water Staff have determined that the
500 acre feet could be delivered through relatively simple connections from the Tucson Water
system to the Oro Valley water system. Deliveries of up to 400 acre feet in the Oro Valley
water service area and up to 100 acre feet could be delivered into the Countryside water
service area.
After discussion, there was consensus to move forward with discussions with Tucson Water
and pursue this additional delivery of CAP water.
