CALL TO ORDER—Chair Hoffmann called the meeting to order at 5:30 p.m.

ITEM#1 CENTRAL ARIZONA PROJECT WATER DEVELOPMENT PLAN
Chair Hoffmann asked Mr. Saletta and Mr. Ruiz to discuss the timeline for the development of CAP water. Mr.
Saletta gave a project overview and discussed and handed out the draft timetable for the CAP Water Treatment and
Delivery System. The project is scheduled to be complete in mid-2014. There was discussion about the treatment
studies, governance, public process and involvement and the NW Reliability Reservoir. The Northwest Water
Providers have been working cooperatively and have reviewed this draft of the proposed schedule. The initial draft
schedule was also presented to Council at the October 8, 2008 Study Session. Mr. Ruiz and Mr. Saletta also
discussed the possible pipeline routing study. The NW Providers have been working cooperatively on this study.
This was an informational item,no action was taken and no recommendations to the Water Utility Commission were
made.
ITEM#1 WATER RESOURCE PLANNING
Cia.ir Hoffmann asked Mr. Saletta to discuss water storage and the recentermits issued to Oro ValleyWater Utility
(OVWU) by the Arizona Department of Water Resources (ADWR). Mr. Saletta stated that with the recent permits
issued by ADWR, the Water Utility has more flexibility to store its Central Arizona Project water in the Tucson
Active Management Area (TAMA). As part of our Assured Supply Designation, we have the Central Arizona
Groundwater Replenishment District (CAGRD) replace our ground water use in the TAMA. These obligations can
be reduced by using our limited number of recovery wells. By storing more CAP water and building up our water
storage accounts,the stored water can then be used to reduce the amount of water that CAGRD needs to replace for
OVWU. This reduces costs to OVWU as compared to CAGRD making the replacement. In addition, the water
storage credits can be used to reduce costs charged by CAGRD for replacing groundwater for OVWU. In addition
to acquiring the permits, a Water Storage Agreement with the Central Arizona Water Conservation District will be
presented to Council on November 5, 2008. This agreement was discussed and the Renewable Water Resources
Subcommittee supported approval of the agreement. There was consensus of the Subcommittee that this will be
discussed with the Water Utility Commission meeting on November 13, 2008 and that a motion recommending
support of OVWU implementing the storage of water at CAWCD recharge facilities would be made for the
Commission to consider.
