CALL TO ORDER— Chair Hoffmann called the meeting to order at 6:00 p.m.

CALL TO AUDIENCE —There were no speakers in attendance.
ITEM #1 UPDATE ON IGA WITH TUCSON WATER FOR CAP DELIVERY
An update on discussions with Tucson Water regarding the Cost of Service Study for a short term
interim agreement for delivering Oro Valley's CAP water through the TW system (wheeling) was
given to the subcommittee by Mr. Saletta. A meeting was held on April 19, 2010 with the consultant
CH2M Hill, Tucson Water (TW), Metro and Oro Valley Water Utility (OVWU). This meeting
discussed the study approach with respect to capital and operating costs. Tucson Water provided
information regarding the amount of water delivery available. The study will include flat rate
deliveries. TW has capability of delivering 2,000 acre-feet per year to OVWU and 2,000 acre-feet
per year to Metro. This may increase depending on the location of delivery point to Metro. The
study is on schedule and is expected to be completed by July 30, 2010.

ITEM #2 UPDATE ON NORTHWEST WATER PROVIDERS
An update was given by Mr. Saletta on discussions regarding the delivery of CAP water to Oro
Valley. It was discussed that Metro recently under took a study and has shared the.information
from that study with OVWU and the other Northwest Water Providers regarding recharge and
recovery. In addition the Metro Board recently took action to direct their staff to pursue recharge
and recovery. A letter from Mark Stratton of Metro regarding this action was discussed. OVWU
has contracted with Carollo Engineers to perform a study to evaluate some additional alternatives
for delivery of its CAP water including recharge and recovery. Cost estimates for these alternatives
prepared for comparison. The location of potential recharge and recovery facilities will be at the
Lower Santa Cruz Recharge Facility.

ITEM #3 UPDATE ON CAP WATER STUDIES
An update was given by Mr. Jacklitch regarding the preliminary work performed on Phase 1 of the
water quality and distribution studies for the delivery of CAP water to Oro Valley. Phase 1 includes
the delivery of OVWU's CAP recharged water through the TW water system. CH2M Hill has
prepared some preliminary results which indicated that the amount of water that could be delivered
is about 3,000 acre-feet per year. The average water quality would be higher in total dissolved
solids, but there were no significant reversal of flows or potential corrosion impacts. Phase 2 will
include the delivery of CAP water at higher volumes. The study is currently on schedule.
