2. PRESENTATION ON WATER QUALITY (C. Soper)
Presentation and update regarding the Oro Valley Water Utility water quality monitoring
and testing program and the recently completed Consumer Confidence Reports.

Chair Powell introduced Charles Soper Lead Operator for Water Quality.
Mr. Soper gave an overview of the Federal Government Safe Drinking Water Act
requirements and Water Quality Consumer Confidence Reports.
Oro Valley's first Consumer Confidence reports were mailed between 1998 and 1999. In
accordance with the Federal Government 1996 Provisions to the Safe Drinking Water Act.
-System Operators and Managers are guardians of all drinking water supply and public
health. It is also important to communicate to our customers their source of water and they
have the right to know by federal law what is in their drinking water. CCRs help consumers
make informed choices that affect the health of themselves and their families.
Basic CCR Requirements - Customers are interested in a clear statement of the quality of
water and any contaminant detected in their water. Several of the Consumer Confidence
Report (CCR) requirements are:
-Identification of Water Systems: OV System #10-16 and #10-175 -Contact Information,
Sources of Water, List of definitions, Levels of detected contaminants and monitoring of any
other contaminants, compliance with other drinking water regulations and variances and
exemptions
-Education information and required language from Environmental Protection Agency (EPA),
Explanation regarding contaminants that may be found in drinking water, including bottled
water, Statement that informs customer that some people could be more vulnerable to
contaminants in drinking water (immune deficiencies, infants and elderly).
The CCR must contain basic information about drinking water contaminants, List of drinking
Water Rules contaminants (Microbial, Inorganic, Pesticides and Herbicides, Organic
chemical and radioactive contaminants). Explanations for each of these contaminants are
described in the CCR report.
The Consumer Confidence Report also lists Tier 1 through Tier 3 public notice for a
monitoring violation. Tier 3 allows the water utility to notify the public within a year of a
specific contaminant.
The Water Utility is not limited to providing only the required information in the CCR. Other
educational information can include the system's diagram, source water protection tips,
energy conservation tips, cost of safe drinking water, efforts made to promote "green
infrastructure", statement from mayor or general manager, information education about taste

and odor issues and affiliations with other water programs, other opportunities for public
participation. The only limitation on this information is that it must not interfere with the
educational purpose of the CCR.
Ms. Seng reported that the Consumer Confidence Reports are sent to the State before it is
printed and mailed to the public. Mr. Soper indicated that it was a courtesy provided by
ADEQ and that they also review all sampling data, federal mandated language and that it
coincides with this report.
CCR distribution - The majority of the reports are mailed to our customers; however, staff
hand delivers numerous copies to each commercial facility in the water service
area. Both system reports are posted to the Town's website. Two months after the CCRs are
published the utility turns in a signed form to Arizona Department of Environmental Quality
(ADEQ) confirming that reports were delivered to the consumers. -Consecutive systems
must also receive these reports such as La Cholla Airpark and delivered by April 1. We also
print separate reports for Countryside and Oro Valley's water systems.
Chair Powell asked a question about consecutive systems such as La Cholla Airpark. Mr.
Soper confirmed that consecutive systems supply their customers through one common
meter.
All CCRs must be kept on file for three years.
Mr. Soper gave a quick overview of the Water Quality Monitoring program. Monitoring
frequency is determined by contaminant type, population, water source, number of "points of
entry", historical data and additional monitoring for operational data and unregulated
contaminants.
Mr. Soper also explained when a new well such as Well El B is put on line the utility must
perform a "new source sampling" as mandated by the federal government.
Mr. Soper explained that an analysis must be performed by a State certified laboratory, State
can issue violation(s): MCL Violation (Maximum Contaminant Level), Failure to monitor and
notify other violations. All violations must be published in CCRs. The Utility had 5,891
analytical results in 2010. The Water Quality area also assists with customer problems.
Questions and answer session occurred.
-Commissioner Milkey asked about the differences in Countryside's list of contaminants table
versus Oro Valley's system. Mr. Soper explained that the only difference was probably water
value and sampling within the Countryside area. There is also a difference in the size of
Countryside system and sampling points. Mr. Soper explained that the Utility is looking at a
different format for the CCRs reports next year. We will also probably add some conservation
tips. Mr. Soper mentioned that the contaminants listed on the tables were the only ones
detected.

Mr. Soper described Water Quality's daily schedule for routine monitoring and testing.
-Chlorine residual levels are checked at 14 different "end point" locations, on a
monthly basis, Total Coliform bacteria samples are taken throughout the whole month, Well
site samples must be taken. Some are due annually, quarterly, every three years or every
nine years depending on the historical data. Baseline sampling is also performed at the end
of every month to establish a water quality history.
Chair Powell asked if other water entities regularly send their reports to ADEQ before
mailing. Mr. Soper was not certain but mentioned that most utilities would probably send their
reports to ADEQ before publishing them. There were no further questions, Mr. Soper ended
his report. No action was required on this item.
Ms. Seng acknowledged Mr. Soper and his Staff for their excellent water quality sampling.
She explained that coliform samples could easily be contaminated by touch, dust, windy days
or laboratory errors. She pointed out the Utility has not had a violation in the past 9 years.

3. UPDATE ON INTERIM DELIVERY OF CENTRAL ARIZONA PROJECT WATER (P.
Saletta) Discussion and/or possible action regarding the discussions and negotiations
with Tucson Water to develop and Intergovernmental Agreement for the delivery
(wheeling) of Oro Valley's Central Arizona Project Water through the Tucson Water
system. Discussion will also include an update on project activities and schedule.

Mr. Saletta gave an update on Interim delivery of CAP Water through Tucson Water. He also
mentioned that the Commission recommended that Council move forward with the IGA
negotiations.
CAP Interim Delivery System Map - An explanation was given locating the CAP canal. The
canal runs through Marana, 1-10 near Tangerine Road, southwest, southeast to west side of
Tucson.
Mr. Saletta pointed out the Tucson Water recharge facilities at Central and Southern Avra
Valley and that our CAP water will be delivered to those locations for recharge. Once
recharged the CAP water is pumped from nearby recovery wells and then pumped to Tucson
Water's Clearwell Reservoir. Mr. Saletta also explained that the average depth to the
groundwater table is about 300 feet.
Mr. Saletta explained that from this reservoir it is gravity fed to the north part of town and
Tucson Water's Oasis reservoir, and then pumped to Tucson's Water Naranja C-zone
reservoir at Naranja and Shannon.
Councilmember Hornat asked, are we really going to get groundwater and will there be

mixing issues? Mr. Saletta explained that our CAP water is recharged into the groundwater
table and pumped back out as groundwater.
In answer to Councilmember Hornat question regarding Tucson Water's treatment of CAP
water. Mr. Ruiz explained Tucson Water's soil aquifer treatment process together with
chlorination and pH adjustment made at the Hayden Udall plant before its delivery into the
distribution system.
Our need for renewable water is due to declining water levels and to protect and preserve
our aquifer. We are over pumping our aquifer (currently 2100 AF per year). It will also help
meet Assured Water Supply requirements and reduce our reliance on Central Arizona
Groundwater Replenishment District (CAGRD). This project will deliver "wet" water not
"paper" credits and we will continue to build Long-term Storage Credits.
CAP Delivery Short-term Options - Review the 1,500 AF Preferred Option. The 3,000 AF
Option is a significant capital cost about $6.0 to $8.0 million. The 1,500 AF project will cost
about $500,000 which is a reasonable capital cost with the possibility of a 5 or 10 year
agreement with Tucson Water.
Moving forward on parallel tracks:
o Negotiate IGA
o Permitting
o Public Information
o Design
Mr. Saletta explained there would be the need to do some Arizona Department of Water
Resources permitting requirements with respect to storing in the Tucson Water facilities.
There is the possibility of permitting through Arizona Department of Environmental Quality.
Public Information Plan - Ms. Seng reported that it will be important to keep customers and
Town staff updated as this project moves forward.
-Billing inserts, press releases, open house, electronic media (Water Utility website
updates, Town's monthly newsletter Oro Valley Vista and Talk of the Town's monthly
newsletter for town staff. Staff will also welcome suggestions from the Water Utility
Commission. An Open House could take place September or October 2011.
Chair Powell asked, are we prepared to answer customer questions about this particular
insert and who will be contacted? Ms. Seng explained that Customer Service will be informed
that all questions should be directed to her, Mr. Saletta or Mr. Ruiz.
Ms. Seng pointed out that the first mailing insert will be sent out at the end of May and first
week in June.
Commissioner Milkey was concerned about having a quorum for the June 13th Commission
meeting. Chair Powell confirmed his attendance. Mr. Saletta stated that he would

coordinate with the Commissioner's schedules and that they could participate by phone. Mr.
Saletta also indicated that he would contact the Commissioners via email to assure there
was a quorum.
Mr. Ruiz reported that Tucson Water will design the pumping equipment and piping inside
Tucson Water's Naranja Reservoir site to a common point 10-feet on the outside of their
perimeter wall. Mr. Ruiz also explained Oro Valley will design the conveyance pipeline from
outside of Tucson Water's perimeter wall approximately 1,000 feet to a connection point with
Oro Valley's E zone system located in Naranja Road, and that Oro Valley Water Utility will
have full control of the new pumping equipment and will maintain RTU and antenna.
Project Management Schedule - Mr. Ruiz described the schedule for the Wheeling Cost
Study, Water Quality and Distribution Study, Wheeling IGA, Regulatory Requirements, Public
Information Process, OVWU Design/Constructs Off-Site Improvements, Tucson Water
Designs/Constructs On-Site Improvements, Delivery of CAP Water December 2012. There
were no further questions, Mr. Ruiz ended his report.

Jan. 2012: Short-term/interim CAP delivery in operation
-Commissioner Milkey asked, can you report if there were any issues during negotiations
with Tucson Water? Mr. Saletta stated that there were no concerns , with the IGA that is
under review. There may be some logistic issues with the permitting; however we have
come to an agreement with respect to cost. There are no major concerns at this time.
According to Tucson Water Staff, Tucson Council supports moving forward and is very
supportive of the project.

4. TOWN COUNCIL MEETINGS/COMMUNICATIONS (Councilmember Hornat)
Councilmember Hornat mentioned we must consider costs, how we are paying for this
project, and is it part of an incremental plan. You will probably hear this from the Public and
Town Council. The Commission and Staff must be prepared to answer all of these questions.
Mr. Saletta mentioned that Staff is prepared to answer all these questions from the Cost
Comparison table.

Councilmember Hornat asked how long is the project good for especially if the Town
experiences more growth. Mr. Saletta mentioned that Oro Valley could increase its delivery
with Tucson Water. We will also have this flexibility in the IGA. At some point we will have
to consider our own CAP water delivery system.

b. Capital Projects (B. Jacklitch)
Mr. Jacklitch reported the following:
Construction Projects
-Well El B: This new well is on line. All of the preliminary sampling was completed in

advance. We are now performing routine sampling. The project will close the end of this
month.
Design Projects
-Lambert Lane 16-inch Water Main: This project is tied to Public Work's road improvement
widening project. The project will advertise May 12th. Bid Opening Schedule: June 22nd.
-Sheraton El Conquistador Booster Station: A Pre bid meeting was held May 6th. There was
a very large attendance by contractor and sub-contractor. Bid Opening Schedule: May 27.
The existing facility will be demolished and a temporary booster station will be in its place.
-La Canada 3.0 MG Concrete Buried Reservoir: Location King Air Drive. This reservoir
is about 75 percent complete. The project will be completed in October.
-N. La Canada 24" Pipeline: The 24 inch water main is fully installed and is tied into the main
system. Location: King Air Drive.
-CAP Interim Delivery Interconnect with Tucson Water: The design phase for this project has
begun and several soil borings have taken place. Mr. Jacklitch ended his report.
c. Potable and Reclaimed Water System Report (D. Ruiz)
Mr. Ruiz reported the following:
Reclaimed Water System - April 2011
Daily Demand Total for the month of April: 69.8 million gallons. The reclaimed water system
is meeting its daily demand.
Year Total January - April: 185.5 million gallons
-2011 Well Pumpage Monthly Report
April Monthly Pumpage: Under 900 AFY, 2000 AFY total pumpage for the year
Sustainable rate 5,500 AFY
2005 through April 2011 Annual Well Pumpage Report
Sustainable rate = 5,500 AFY. Mr. Ruiz mentioned that in the next year the utility could
experience a reduction of at least 1500 AF of groundwater pumpage due to the wheeling of
CAP project with Tucson Water.
Potable Water System Demand and Precipitation - April 2011
Overall Reservoir Storage Daily Demand: 6.5 million gallons
Precipitation: 1 rain event
Peak demand dropped based on precipitation and temperature.

Mr. Saletta indicated that we did not qualify for the WIFA grant. He indicated that we are still
moving forward with the Water Smart grant through the Bureau of Reclamation and the
Northwest Water Providers. This study focuses on the Lower Santa Cruz Recharge Project.
