LA CANADA DRIVE ORO VALLEY, ARIZONA 85737 Tuesday, March 10, 2015 CALL TO ORDER AT OR AFTER 5:30 PM ROLL CALL PRESENT: Adam Wade, Chair Joseph Winfield, Vice Chair Sue Bishop, Member Thomas Carle, Member Sarah Corning, Member (arrived at 5:50 p.m.) Alison Sutton-Ryan, Member STAFF PRESENT: Mary Snider, Town Councilmember Kristy Diaz-Trahan, Parks & Recreation Director Nancy Ellis, Multimodal Planner CALL TO AUDIENCE Oro Valley resident Ronald Provost spoke about his interest in volunteering to assist the Parks and Recreation Advisory Board. 1. REVIEW AND/OR APPROVAL OF FEBRUARY 12, 2015 SPECIAL SESSION MINUTES MOTION: A motion was made by Vice Chair Winfield and seconded by Member Sutton- Ryan to approve the February 12, 2015 special session minutes as written. MOTION carried, 5-0. 2. STRATEGIC FACILITIES PLAN - DISCUSSION AND POSSIBLE ACTION Parks and Recreation Director Diaz-Trahan reviewed the Strategic Facilities Plan. The Board and staff discussed the following: - Definitions of park types -A lack of parks within walking distances to homes (neighborhood parks) - Misspelling of the word "facilities" and a numbering error -Adding language referring to the Parks and Recreation Advisory Board - Input from the community on a regular basis through surveys - Compare national standards and Oro Valley's inventory to identify gaps and assist in making decisions on future acquisitions 03-10-15 Parks and Recreation Advisory Board 1 -Adding language regarding going green and sustainability - Need for more playgrounds for children with different needs - Adding direction about neighborhood parks in Section D - List of priority items should match the top five items on the Statistically Valid Survey and remove the word "Naranja" - Include the Town in the section about funding received for Steam Pump Ranch - The new Community and Recreation Center could be handled as an amendment MOTION: A motion was made by Member Sutton-Ryan and seconded by Member Carle to approve the Strategic Facilities Plan, with the changes indicated below, as well as the potential amendment to address the purchase of the Oro Valley Country Club. Changes include the following: -Add private parks to inventory of neighborhood parks -Add Section D to page 6, to compare the Town's inventory with national and regional standards -Add the Parks and Recreation Advisory Board to the document - Include updates and feedback in the Summary section - Remove Naranja from page 6, 1A to reflect parks in general - Change wording of priority amenities to match the Statistically Valid Survey -Add Oro Valley as a funding source for Steam Pump Ranch, on page 5 - Add the purchase of the Oro Valley Country Club as an amendment -Add sustainable verbiage to Section B on Park Amenities - Numbering correction - Editing correction to use the word "facilities" instead of"faculties" - Identify gaps to help make decisions on additional properties - Continual feedback to include statistical surveys done every 5 years MOTION carried, 6-0. 3. NAMING OF ENCANTADA AT STEAM PUMP VILLAGE NEIGHBORHOOD PARK - DISCUSSION AND POSSIBLE ACTION Ms. Diaz-Trahan discussed the area currently being called "Bosque Park". She asked about renaming the park, so signage may be developed. The park connects to a multi- use path and has picnic tables and parking. The Board agreed to have a naming contest through the local high schools. The Youth Advisory Council will review the suggestions, since they represent all Oro Valley high schools. The suggestions will go to the Town and the Youth Advisory Council can select the best five entries. The Parks and Recreation Advisory Board will select the winner. 4. BOARD REPORTS AND ASSIGNMENTS - DISCUSSION Chair Wade discussed the reports and assignments in relation to the Members. The following changes were made: - Item D changed to "Sports and Programming" - Naranja Park Improvements item will be replaced with "Parks & Facilities" - "APRA" will be added, to determine a curriculum for Boards & Commissions Day 03-10-15 Parks and Recreation Advisory Board 2 A. NARANJA PARK IMPROVEMENTS Chair Wade discussed the potential layout of the soccer fields at Naranja. There could be space between the fields for concrete areas and bleachers. B. TRAILS No report. C. BIKE AND MULTI-USE PATHS Chair Wade discussed the following: - Bicycle Advisory Committee will send a letter to the Town with suggestions - The Town did a fog seal on the streets and markings are gone. They recommend painting the symbol for preferential treatment for bicyclist - They recommend consistency on the multi-use paths striping - They recommend bike route signs to indicate schools, parks and other facilities (as part of a signage strategy) - Limited parking for trailhead on Linda Vista D. YOUTH SPORTS 10. Member Sutton-Ryan discussed the following: - Public restrooms will be at Naranja Park - Condition of the grass at Naranja Park - Public interest in early childhood programs - Interest in a women's soccer league to schedule games Friday nights at Naranja Park E. ARTS AND ORO VALLEY YOUTH ADVISORY COUNCIL Member Bishop provided updates on the following Youth Advisory Council (YAC) activities: - Involvement in three weekends of theatre shows -Working with Catalina Care Center - Developing an anti-bully program for the middle schools - Teen event in the park and Dive-In movie nights - Interest in Town happenings and Town Council meetings -Application process happens soon, as seniors leave F. YOUR VOICE, OUR FUTURE COMMUNITY COMMITTEE Vice Chair Winfield said the last Community Committee meeting was March 5, 2015 and Parks and Recreation was represented well in the General Plan. The specific policies and actions are on the website. These will be reviewed and revised one more time. G. OTHER ASSIGNMENTS No discussion. 5. DIRECTOR'S REPORT 03-10-15 Parks and Recreation Advisory Board 3 Ms. Diaz-Trahan reviewed past and upcoming Town events and provided an update on the acquisition of the Community and Recreation Center. 6. FUTURE AGENDA ITEMS - Naming Bosque Park - Board assignments and reports - Presentation about zoning and how that affects parks 7. SCHEDULING OF NEXT PARKS & RECREATION ADVISORY BOARD MEETING TENTATIVELY FOR TUESDAY, MAY 19, 2015 - DISCUSSION AND POSSIBLE ACTION The next meeting will be held on May 19, 2015.
