Whether you sell it or just want to increase play, it needs a few short term updates. I know the big capital spending is slated for year 3. I play the course and I like the quick 9 holes and scenery. Please improve the greens and level the tees. I'm so grateful the council bet on the course and won! I am here firstto thank you for approving the reopening of the Pusch Ridge Golf Course. As you know, this season has exceeded all expectations for play. The course will end the season with more than double the budgetedrounds and will require no community center tax to subsidize operations. Course revenues and HOA contributions will cover all operating expenses. We need your help, however to help us build on this season's success to assure the long-term viability ofthis unique town recreational asset. We want golfers to return next year and we also want the course tobe a responsible user of community resources. For the seven years the town has owned this facility, nota single dime has been invested from the Community Center Fund to improve the course or address its use of potable water. The only money spent has been to repair safety and operational issues. In the town manager's budget proposal, there is no request for any funding next year or the next ten years to update the facility. How can this be? The town owns it and without some investment it will continue to deteriorate. We support the town's decision to purchase the former Vistoso Golf Club forconversion to open space but how can you justify investing $1,200,000 from the Community Center Fund into that facility with no prospects of revenue generation and none for Pusch Ridge Golf. This is what this fund was originally intended to support. We are just asking for a reasonable fair share to enhance to quality of the facility and to improve its operating efficiency. We believe the facility deserves an upgrade to mobility assess outside and insidethe pro shop, a restroom or at least a porta-potty on the course, repairs to the tee boxes and at least one or two greens and upgrades to the existing irrigation system to improve water use efficiency. We believe the costs of doing these modest improvements would be a fraction of what is proposed for theVistoso Open Space and will deliver an economic return on investment for the town and business community. As you know, dozens of us have worked diligently with hundreds of volunteer hours in the last several months, promoting the course for play. We have met with hotel and resorts in and outside of Oro Valley, delivered flyers to concierge desks, visited apartment management teams and communicated regularly with Friends of Pusch Ridge over 700 members. The formation of three new golf leagues (plus the Quails league) has provided a base of business four days a week. Nine hole play is here to stay. As you know, this season has exceeded expectations while not displacing any business from the 36 hole facility. We are seeing people of all demographics enjoying this course each and everyday. This year Pusch Ridge will require no community center subsidy to cover operations. HOA contributions and course revenue will cover all operating expenses. We believe we have delivered on our promise, now we need some help from you town council. Let's face it, this 38 year facility needs improvement. You know it, we know it. Especially after being closed 2020 and 2021 and mostly ignored. Indigo Golf we believe has done an excellent job bringing it "back to life" on a shoestring budget, acceptable for play. However without some investment by the town, it will not be enough to sustain this level of play next season, in my opinion. In the town managers proposed budget there is no request for funding for next year or following years for any Pusch Ridge course improvement or the surrounding pro shop building and grounds??? How can this be? Your town manager is ignoring this viable business. Outside agronomists and golfers we have surveyed has said tee boxes and greens need attention, irrigation improvements required, base Bermuda grass is very sparse in rough areas. There is literally NO water being put on the tennis grounds and foot traffic has caused unsightly dirt paths. Hundreds and golfers and tennis players ( and tourists!) walk by these unsightly grounds every day attending tournaments. I personally support the Vistoso open space project. However immediately investing $1,200,000 from the community center fund (with no prospect of revenue generation) and NOT one dollar to a 38 year old golf operation that is now paying for itself? How can this be? Ultimately the town must find a solution on the potable water issue. You own the asset (whether you like owning it or not) and must be stewards of it. It has been solved for other town parks and facilities, yet no mention of a plan for reclaimed water at Pusch Ridge to make it more environmentally responsible. We are not the adversaries. We are here to help. We cannot lose the momentum created for Pusch Ridge next year, conditions are not improved, golfers will go elsewhere. We are not asking for the moon, just the basic capital improvements given to any other business. It is required. People pay money to play this course. Please give it the attention it deserves. We are asking for our fair share. In keeping with competing courses that the public has to choose from, Pusch Ridge Golf, with it's inaugural season soon ending, needs some TLC. The hundreds of golfers, who came to play from all over Tucson, do have expectations of a high level of maintenance and care, which we know is up to the town. Greens, fairways, and cart paths all need continued maintenanc and soon! Please let the volunteers know that their work has not been in vain by showing us realistic dollars needed in your budget to take care of Pusch Ridge Golf! We all want this "Jewel" of a location to enhance the town, our community, its businesses and visitor experience. My wife and I, OV residents since 2015, have enjoyed the league play there as well as the opportunity to become friends with other OV golf playing couples. The course currently is certainly playable but is very much a diamond in the rough. I played this course many times when staying at the EI Conquistador Hotel on business in past years and remember it being in much better shape. To that end, I'd like to bring 2 specific suggested improvements to your attention - 1. Tee box improvements. Currently there are multiple tee boxes where no flat teeing area exists. This makes an already difficult game that much more difficult. Uneven lies in the fairway—sure. But tee boxes should be flat—they're not. 2. Greens. Several greens have some sort of fungus growing which causes huge variation in individual green speeds. Greens need to be addressed, they too are not up to snuff. I'd like to ask Council consideration for a 2022/3 budget to address these 2 issues. Thanks for your consideration! I didn't want to make the email too long, but I would add that maybe EICon Resort would help in the cost for this by being able to get a huge reduction of their stormwater Town charges to add to the funding for such. Also EICon Resort would also get PR publicity and maybe even some additional funding for a private environmental endeavor like this; besides the tax benefits of their capital improvements. Another benefit for EICon Resort would be the reservoir could be a backup for fire fighting if there was ever a fire in any of their facilities. Fire insurance for EICon Resort would likely be reduced for their help in this investment. Also, 1 didn't point out that N. Ridge Shadow Place road across this swell makes for an already built dam to create this reservoir. Possibly the deepest depth could be in the range of 10ft to 12ft. Engineering calcs would be needed to ensure the road bed embankment could take the lateral forces of the 500,000 gallons of water. The suggested overflow culvert(s) to release pressure for an Immense monsoon runoff would probably be needed. Also pin pilings may be needed on the east side of the road bed for the additional pressure, based on further engineering. Having retention ponds like this are instrumental in helping control monsoon rains that do damage farther down the whole NW Tucson drainage systems. This idea should be explored. It has been a huge success. The three new golf leagues have brought people from adjacent communities... Dove Mtn, Saddlebrook, Marana, Tucson... to our city. They frequent our restaurants as well as the resort. I also have been happy to see families with young children enjoy themselves playing Pusch Ridge. To continue this "win" for the city, the conditions of the course must be maintained, with perhaps some improvements to a few tees and the playing conditions of the course. Everyone is conscious of concerns over water usage, but working together, this problem can be solved. As the saying goes, "Don't throw the baby out with the bath water". As a home owner in Oro Valley and member of The Friends of Pusch Ridge, I again thank you for your support and ask that you consider allocating the necessary funds needed to have the golf course in good condition for its reopening in the fall. The key factor for us choosing to buy a home in Oro Valley, over other areas in the state, was the proximity and quality of your three golf courses. One resident in the EI Con patio homes since the late 1980's is an exceptional amateur having played high school golf, collegiate golf, coached at the college level, and has had a protege currently on the PGA Tour, for many years. He is within the top .5% of all amateur golfers in the country. He competed in the 1982 USGA Amateur Championship at the Country Club in Brookline, MA ..... site of this year's US ODen. A finer resume or'golf knowledgeable' person would be very hard to find. o He has played municipal, private and resort courses all over the United States and can sincerely say .... the two courses at your community center are both quality golf courses and with the new irrigation systems will only continue to improve over the years to come and be something you can comfortably be proud of, when they are compared with other courses around the country. o Pusch Ridge... could be in his words ....... the nicest 9 hole course in Arizona, and possibly the county '....if it were only brought to a comparable level of attention and maintenance as your Canada and Quistador courses. • If properly maintained, cared for and marketed, your three courses could easily attract ever increasing tourism dollars, and the multiplier effect on hotels, restaurants, rental cars etc etc.. • Golfers have already begun looking away from areas such as Phoenix/Scottsdale and Palm Springs, to find less congested markets for current golf destinations and ultimately retirement destinations. Oro Valley could easily be at the top of their lists with our incomparable weather, mountain views and settings. • Pusch Ridge in particular is truly a gem in terms of its beauty, it needs only a bit of attention such as leveling the tee boxes, sprigging the fairways with native Bermuda grass (with occasional watering over the summer) so it has a substantial base to weather the summer conditions, and be ready for the fall over seeding. It does not need major/expensive overhaul efforts ..... just a little polishing to bring this Gem to life. • There are several people knowledgeable and qualified that would be happy to volunteer on an advisory board to help direct and oversee the care and planning for Pusch Ridge. But we need your help.... we want to build on this season's success to assure the long-term viability of this unique Town recreational asset. We support the town's decision to purchase the former Vistoso Golf Club for conversion to open space but how can you approve investing $1,200,000 from the Community Center Fund into that facility with no prospects of revenue generation and none for Pusch Ridge Golf. This is what this fund was originally intended to support. We are just asking for a reasonable fair sbare to enhance to quality of the facility and to improve its operating efficiency. We believe the facility deserves an upgrade to mobility access outside and inside the pro shop, a restroom or at least a porta-potty on the course, repairs to the tee boxes and at least one or two greens and upgrades to the existing irrigation system to improve water use efficiency. We believe the costs of doing these modest improvements would be a fraction of what is proposed for the V stoso Open Space and will deliver an economic return on investment for the town and business community. We believe both facilities deserve funding. We believe there are also ways to reduce the turf requiring irrigation on the Pusch Ridge Golf Course and other improvements to reduce water use. Ultimately the town must fmd a way to bring reclaimed water to this course like it has to the other town -owned facilities. One reason we feel this way is the Pusch Ridge Community. This is NOT just about a nine -hole golf course. This is about a group of people who have been inclusive, starting with golf, but opening their arms to us as FRIENDS. This is a culture that needs to be cultivated and the continuing support of the Pusch Ridge Golf Course and its activities is one way to do this. We have never met a group of people so committed to their neighbors and friends, not to mention their neighborhood. There is a real culture in this part of the community that needs to be maintained and grown with your help as community leaders. We all appreciate the City putting forth the effort to restore the Golf Course and make it an obviously welcome and successful season. Everyone is already anxious and ready for next season's play. However, I am having a hard time to justify asking our residents for their 2023 contribution, and subsequent years, as there does not appear that any of our funds were used to repair all or even a portion of the cart paths, install an ADA approved restroom, repair to at least some of the tee boxes, ADA mobility access outside and inside the pro shop nor any upgrades to the irrigation system. What was done with our $34,050 that we 3 adjacent HOA's contributed specifically in compliance with our executed agreement with the City? We would like to see a breakdown of the budget you have for the Pusch Ridge Golf Course. If the City was a corporation, we as stockholders, would be entitled to and receive this information. And, that is exactly what we are. We need to know where our money is going. We are concerned about the City turning off the water to the entire Course, except for the sparse watering of the greens. Last year when we had no water on the Course it became ragged, straw -like dead grass and weeds. Homeowners are concerned that if we have another long, hot and dry summer like last year, we are looking at a potential fire hazard. We are asking you to at least water the Course every 5 days to prevent a disaster. In the town manager's proposed budget for next year and beyond, there does not appear to be any allocations for improvements and/or replacing the current water system with reclaimed water. Where does the share of .05% sales tax fit into the budget and what do you plan to do with it? A portion of the tax should be coming to Pusch Ridge for the general operation and allocation to the necessities for '22/'23. Along with that, there is no mention of the $34,050.00 that we 3 HOA's are paying to the City for our agreed upon contribution. Our homeowners have put forth these funds in compliance and good faith with the agreement that the HOA's and City executed. We now are asking for the same respect from the City. Please come clean as to your intentions and let your conscience be your guide. We have been aware that this Property is zoned to permit up to 3 stories (34 feet) and with up to 59 apartments and were aware of prior proposals to build this type of apartment project on the site. So, we were happy to see this proposal for 18, 1 -story homes. The concern my wife and I had (along with one of our neighbors) was the adjacency and design of Lot 18. We voiced that concern to the developer and his consultant at the first neighborhood meeting. After that meeting, Ms. Silvyn reached out to schedule a meeting and discuss some options for mitigation. Over the ensuing months, Mr. Sarabia and Ms. Silvyn met with us a few times to work toward landscape solutions. We continued to voice concerns that the home on Lot 18 should be re- oriented or re -designed to better mitigation. We understood the development would have to meet all Town Code requirements. After the second neighborhood meeting and working closely with Town staff, the development team was able to re -design Lot 18 and stay within the Town Code requirements for this project. We want to thank Mr. Sarabia and his team, and Town staff for working closely with us and our other closest neighbor on the design of Lot 18.
