Mr. Spiker advised that the possible study session meeting schedule would be working toward a recommendation to be put before Town Council in early 2023 for the FY 23/24. Vice Chair Parker commented that the year-long study session schedule as provided would benefit the newer commissioners. More than two Commissioners requested a study session be scheduled in January 2022 for a possible subject discussion of "Potential discussion of the Municipal Separate Stormwater Sewer Systems program, audit and response. Meeting Date:01/20/2022   Submitted By:Yarina Hynd, Public Works SUBJECT: WELCOME TO THE NEW STORMWATER UTILITY COMMISSION MEMBER, RICHARD CROCKER RECOMMENDATION: N/A EXECUTIVE SUMMARY: Welcome new Commissioner Mr. Richard Crocker  Mr. Crocker joins the Oro Valley Stormwater Utility Commission having been a resident in the town since 2013. Richard brings with him more than 20 years of experience with the United States Army Corps of Engineers where he resided as Facilities Engineer, Resident Engineer, Director of Public Works and finally Commander. Upon retiring from the ACOE as Commander of the Colorado Springs Area Office, Richard teamed up with the El Paso County, Colorado Department of Transportation as their Highway Manager where he was responsible for the maintenance of 1200 miles of county roads and drainage.  Richard and his wife are active members of the community and continue to give back in many ways. Currently, Mr. Crocker is serving as a Board Member of his Homeowners Association and previously served on the El Paso County Highway Advisory Board as well as the Forest View Acres Water District Board.  Please join me in welcoming Mr. Richard Crocker to the Oro Valley Stormwater Utility Commission.    BACKGROUND OR DETAILED INFORMATION: N/A FISCAL IMPACT: N/A SUGGESTED MOTION: N/A    Stormwater Utility Commission 3. Meeting Date:01/20/2022   Submitted By:Yarina Hynd, Public Works SUBJECT: DISCUSSION OF 2021/2022 TOWN OF ORO VALLEY MS4 COMPLIANCE SCHEDULE, SECOND QUARTER REPORT RECOMMENDATION: This report is for informational purposes only. EXECUTIVE SUMMARY: The Town of Oro Valley's (Town) Stormwater Management Program and Annual Report to ADEQ identify Minimum Control Measures (MCM’s) used to manage and control quality of stormwater runoff from the MS4. Each MCM has been given specific implementation dates and frequencies, measurable goals, and responsible departments. This memorandum is a report on the Town’s Stormwater Management Program for the second quarter of the Annual Reporting Period for 2021-2022 (July 1st through June 30th). It has been prepared to keep stakeholders informed of the status of project implementation in terms of completed tasks that are either (A) ongoing or continuous, or (B) to be done a minimum of once each year. Accompanying this Memorandum is a summary Table listing each of the six (6) required MCM’s along with their specific subset of Best Management Practices (BMP’s). This summary Table shows that the Stormwater Utility is up to date, and has met this quarter’s goals for implementing BMP’s that are ongoing and continuous.   BACKGROUND OR DETAILED INFORMATION: The Town manages stormwater quality in accordance with the Arizona Pollutant Discharge Elimination System (AZPDES) Permit AZG2021-002 that authorizes the discharge of stormwater from the municipal separate storm sewer system (MS4) to receiving waters, including Waters of the United States (WOTUS). The MS4 generally consists of roads, storm drains, and infrastructure carrying runoff into drainage ways or ephemeral stream channels. The Town has a Stormwater Management Program (SWMP) that describes the control measures it uses to manage the quality of discharges from the MS4. These Best Management Practices (BMPs) are: MCM-1. Public Education and Outreach MCM-2. Public Participation and Involvement MCM-3. Illicit Discharge Detection and Elimination MCM-4. Construction Site Runoff Control MCM-5. Post-Construction Runoff Control MCM-6. Pollution Prevention/Good Housekeeping for Municipal Operations The Town’s Stormwater Management Program describes specific practices it uses to achieve compliance with Part 6.4 of the AZPDES Permit related to Minimum Control Measures, including specific implementation dates and frequencies, measurable goals, and responsible departments. Our staff keeps track of these thirty-three (33) targeted responsibilities, and has prepared the attached summary table showing project implementation in terms of completed tasks that are either (A) ongoing or continuous, or (B) to be done a minimum of once each year. This attached summary Table shows that the Stormwater Utility is fully up to date, except for BMP 1.5, and has met this quarter’s goals for implementing BMP’s that are ongoing and continuous The next scheduled update will be prepared and distributed sometime after the 3rd quarter ends on March 31st, 2022. Meeting Date:01/20/2022   Requested by: John Spiker, Public Works Submitted By:John Spiker, Public Works SUBJECT: STORMWATER UTILITY OVERVIEW RECOMMENDATION: N/A EXECUTIVE SUMMARY: The Stormwater Utility Commission (SWUC) is an advisory board to the Town Council on matters related to the stormwater and floodplain management activities intended to meet state and federal requirements. The SWUC plays an important role in this endeavor by studying staff reports regarding ongoing activities performed by the Stormwater Utility (SWU).  In order to help the Commissioners and Council Liaison, the remainder of this staff report briefly describes the general regulatory function of the Stormwater Utility, as well as the specific duties of the Commission.   BACKGROUND OR DETAILED INFORMATION: Among its numerous municipal duties and functions, the Town of Oro Valley (Town) manages stormwater quality in accordance with the Arizona Pollutant Discharge Elimination System (AZPDES) Permit AZG2016-002 that authorizes the discharge of stormwater from the municipal separate storm sewer system (MS4) to receiving waters, including Waters of the United States (WOTUS).  In order to help meet regulatory obligations, the Town adopted its first Stormwater Ordinance in 2001, and amended it 2007 and 2010 (Town Code Article 15-24). The Stormwater Utility is responsible for meeting all quality and quantity regulations and issues including the Town's Stormwater Management Plan, Floodplain and Erosion Hazard Management, and supporting all other Town programs that are impacted by stormwater runoff. The SWU also coordinates with Federal, State and local government agencies related to the Town's Stormwater program. Typical Stormwater Utility Activities Include:    Implementation of all MS4, Arizona Department of Environmental Quality (ADEQ) and Environmental Protection Agency (EPA) requirements including Illicit Discharge Detection and Elimination, Stormwater Pollution Prevention Plan (SWPPP) review, SWPPP field inspections, and Public Education and Outreach (Quality) Storm System Inspections, Maintenance and Repair, including post-storm maintenance, of culverts, basins, grade control structures, storm sewer inlets/outlets and drainage channels (Quantity) Technical Support for other divisions within the Town (Quality/Quantity) In-House Hydrologic and Hydraulic Studies and Designs (Quantity) Floodplain Permit Review for compliance with National Flood Insurance Program (NFIP) rules (Quantity/Quality) Development Review (Quantity/Quality) Coordination with other local jurisdictions including the Pima County Regional Flood Control District Preparing and Revising/Updating Town Ordinances and Manuals (Quality/Quantity) Stormwater Utility administration including Equivalent Residential Unit (ERU) billing  Budget development and management  Management of the Stormwater Management Program Management of an Illicit Discharge and Elimination Program As an advisory commission to the Town Council, the SWUC meets to give guidance and support to the Stormwater Utility as it relates to the stormwater and floodplain management activities. The intent is for the Stormwater Utility to implement programs and practices meeting the requirements of the EPA and ADEQ permits.
