I have comments and concerns about what happened at the Town Council meeting regarding the Naranja Trails. The Vice Mayor stated that the neighbors of Naranja Trails did not have any objections to this project. That statement is false. Neighbors have had multiple objections and concerns as far back as 2014 when this subdivision became public and many of those objections and concerns still exist. I recognize that Pima County platted the Highlands Wash and that the owner has the right to develop the property, but at the same time the neighbors' concerns should be considered as to what type of homes are built. One of the issues is 2 -story homes especially if 2 -story homes are built immediately backing up to the east ridge of the Highlands Wash. At the August public meeting, the developer stated that they would build only single -story homes which would is more acceptable to neighbors and addressed neighbors' issues in regard to 2 -story homes. Neighbors do not object to single - story homes. Little did any neighbor know that out of the blue the Vice Mayor would add 2 -story homes back in the project. The Vice Mayor stated that she didn't hear any objections to 2 -story homes at public meetings. The neighbors did address concerns about 2 story homes. The developer is raising the floor of the Highlands Wash by a minimum of 5 to 10+ feet. The 2 -story homes could now be 38+ feet high from the current floor of the wash. The east ridge of the Highlands Wash is not uniform in height and goes downhill to the south from Naranja. With 2 -story homes, there is the potential that houses on the west side of N. Pusch Ridge Vistas Drive will be looking directly into the second story windows from their homes and back yards and at a minimum will be looking directly at roofs. Building 2 -story homes will have a negative impact on the privacy of the homes on the west side of N. Pusch Ridge Vistas Drive, as well as the potential negative impact on our property values. There is no legal requirement to build 2 -story homes and it is very disturbing that the Vice Mayor changed the project plan. The neighbors had no ability to object to this change after the developer had agreed to build only single -story homes. This is not right. I am the President of the Pusch Ridge Vistas Homeowner's Association, having served in this role for over 12 years. Our HOA membership currently has concerns over the proliferation of Vacation and Short - Term Rentals (STRs) in our town. After reviewing the Town Council Report dated August 18, 2022 regarding this subject, we want to express our strong support for the Town to act now to regulate vacation and short-term rentals pursuant to A.R.S.§9-500.39. We feel that the proposed regulations will help to ensure that STRs are managed responsibly, safely and in keeping with the quality -of -life standards we in Oro Valley have come to expect and enjoy. We believe that the presence of STRs will continue to proliferate, and the time is right for the Town to enact an STR ordinance. Doing so will better ensure these rentals do not become a nuisance problem for neighbors or an enforcement problem for OVPD. We respectfully request that the Town Council adopt a comprehensive regulatory ordinance to help keep Oro Valley a strong community of excellence. This was an bsolutely unbelievable breach of trust that will not be forgotten. There is no doubt in my mind that the last minute rushed introduction by Barrett was planned and orchestrated with the City Planning Department, Developer and other Council members, and I will try to prove it through FOIAs in the months ahead. Ms Barrett, you are GREATLY mistaken that the prospect of two story homes was not an issue to adjacent residents. IT WAS A MAJOR ISSUE. Apparently you had selective hearing at community meetings. In fact, the settlement on single story homes was the PRIMARY reason (next to the turn lane) why opposition became settled in their strong refusal against the sub -division. Single story homes were something we were prepared to live with. You were sneaky -- the entire council was sneaky -- beyond description by waiting until the last moments and then pushing this matter through without giving the audience a chance to re -open questioning. MANIPULATIVE is the best word describing your actions. Ms Barrett, you have N00000000 integrity and are a person of very suspicious honesty. Had the final proposal before the Council been based on two story homes you can bet whatever fortune you have ill - appropriated that the council room would have been filled and dozens of blue cards would have been submitted. City Council - you all are a bunch of scoundrels not to be trusted with the best interest of Oro Valley because you lack transparency. Also, Ms Barrett, if you think we believe your amendment was a spur of the moment creation, then you are taking us for idiots. Did you vote, in a public meeting, to approve the establishment of Wi-Fi at Naranja Park? Should be easy to answer: Yes or No. I will not ever provide my information sources.
