The surrounding area is an established neighborhood whose sense of community would be jeopardized by the construction of this sports facility. The peace and quiet, the wonderful views, the luxury of walking in the neighborhood safely are all reasons we, and many others have moved to this area. We would certainly hope you will vote to keep it that way. At the March 28`h community meeting, concerns were raised relative to traffic, noise and light pollution. OVCN's engineer made statements relative to how these issues would be mitigated. If this rezoning were to go through, what happens if the promises made by the OVCN's engineer are not realized? Who is going to make it right? Please vote to keep our neighborhood a safe, healthy and happy place to live. I attend The Oro Valley Church of the Nazarene (OVCN) and my parents are homeowners in the town of Oro Valley. OWN was looking to build a building for the middle schoolers and high schoolers of OVCN, but the council has decided to stall the construction of the building because of 14 residents in the town of Oro Valley that complained. There are approximately 49,000 people that live in Oro Valley. That means that less than one percent of Oro Valley has made complaints. Of the 49,000 people living in Oro Valley, an estimated 3,000 attend OVCN. In the Bill of Rights made by James Maddison, the first amendment states that the people of the US have the freedom of religion. Do you not want us worshiping our God? By not letting us construct this building, you would be holding back the middle schoolers and high schoolers from having a better space where they can go and worship God. This building would have multiple sports fields and basketball courts that could be used for multiple events that we host. For example, this summer OVCN is doing a vacation bible school called Mega Sports Camp. Mega Sports Camp is a place where kids anywhere from the age of four to the age of 11 can get to better know Jesus while having fun playing sports. Currently, we have to use Pusch Ridge's fields to be able to do Mega Sports Camp. But if we have that building, we wouldn't have to. I am asking you to please reconsider your decision of putting off the construction of this addition to our beautiful church for the benefit of the 3,000 people that do go to OVCN. This kind gesture would be deeply appreciated. While the church's objectives have to be admired, to accomplish them would be at considerable cost to the neighbors and neighborhood. This is a residential area, and the proposed project is much for a commercial operation. It has no place in that neighborhood. The damage to the environment and peace of mind of neighbors to say nothing of likely significant negative impact on property values make this a project that needs to be rejected.... soundly. Making contact on behalf of my family and many neighbors in Shadow Mountain Estates off Calle Concordia south of the proposed rezoning request. While the members at the Oro Valley church of the Nazarene have blitzed the town of Oro Valley with communication for the approval of the rezone, very few of them live in the area and have no concern about the impact and change the goliath they propose will have on this unique southern Arizona neighborhood. Living in this area for the past 22 years we understand just how special it is and surely you must know and see it too as you travel through. The small-town country neighborhood that exists here is a gem in the middle of the congested city and it complements the town of Oro Valley. Please for goodness sake, don't drop a hammer here! So many painful and negative issues exist with the proposed rezone. Some I am familiar with being a Certified Lighting Consultant with roots in Pima county dark sky code and that being the point source illumination glare from all the new lighting. We understand any construction plans will meet the town of Oro Valley dark sky code, but meeting code does not stop local glare for those living in the area. I've been at this for 40 years, take my word for how rude this can be. Finally ... as we watch the young people literally race down our street (very scary) at various CDO school hours, we cringe at the new group of young "Christian" people doing the same thing at all new hours, double the impact! It's unclear why they use Overlook Drive but they do and we know others will too. Please, don't allow this! There is a laundry list of reasons this rezone should be denied, and other members of the community are bringing these forth to you. Don't let outside corporate money sponsoring the OVCN bulldoze their way into a poor mistake for your community. The other side of the coin is the owner of the parcel having a presumptive right to develop (something) on a lot that has been empty for a substantial period of time. If it would be financially feasible for both restaurants to purchase that property and leave it undeveloped, problem solved. But the city of Oro Valley precluding an owner from developing would be tantamount to a taking of property without just compensation. Bad press? Lawsuit? I do agree that a drive thru fast food establishment probably is not the best solution as it would be to the detriment of both restaurants given the configuration of the area and might additionally create problem traffic patterns for that SW corner. The property owner and the restaurant owners (to the extent they have not already done so) should take additional time to meet and hammer out some reasonable compromise. My Thoughts: Property owners should not be unreasonably precluded from developing their investment in Oro Valley; that corner could use more business entities; Oro Valley could use more sales tax revenue from added business entities to that corner; the two existing restaurants in their current states are positive attractions to that corner and to Oro Valley. We do not need more traffic on either street, nor the noise and pollution produced by such traffic, nor the loitering common to fast food establishments. Oro Valley deserves better than this.
