LA CANADA DRIVE ORO VALLEY, ARIZONA 85737 Tuesday, May 26, 2015 CALL TO ORDER AT OR AFTER 5:30 PM Chair Wade called the meeting to order at 5:30 p.m. ROLL CALL PRESENT: Adam Wade, Chair Joseph Winfield, Vice Chair Sue Bishop, Member Thomas Carle, Member Sarah Corning, Member Betty Danker, Member Alison Sutton-Ryan, Member STAFF PRESENT: Mary Snider, Town Council Member Kristy Diaz-Trahan, Parks & Recreation Director Joe Andrews, Chief Civil Deputy Attorney Bayer Vella, Planning Manager/Planning & Zoning Administrator CALL TO AUDIENCE No speakers. 1. REVIEW AND/OR APPROVAL OF MARCH 10, 2015 REGULAR SESSION MINUTES MOTION: A motion was made by Vice Chair Winfield and seconded by Member Bishop to approve the March 10, 2015 minutes as written. MOTION carried, 7-0. 2. WELCOME NEW PARKS AND RECREATION ADVISORY BOARD MEMBER BETTY DANKER - DISCUSSION Chair Wade introduced new member Betty Danker and the board members introduced themselves. 3. YOUR VOICE, OUR FUTURE - DISCUSSION 03-10-15 Parks and Recreation Advisory Board 1 Planning Manager/Planning & Zoning Administrator Bayer Vella reviewed the project and discussed the schedule and future steps. The draft will be released June 2, 2015. There will be a sixty-day review period. The draft will include goals for Parks and Recreation with policies and action items. The plan will be on the November 2016 ballot. An email will go out to the board in a couple weeks requesting feedback. Chair Wade accepted a speaker card for public comment. Oro Valley resident Bill Adler discussed the sports tourism concept relating to conversion of parks as an economic revenue generator. He requested this item be on a future agenda so staff can explain the intentions and the board's opinions can be incorporated into the General Plan. 4. ZONING CODE AS IT RELATES TO PARKS PRESENTATION - DISCUSSION Mr. Vella explained 60% of the Town is governed by the Zoning Code and the other areas are governed by planned area developments. He said a subdivision is required to add a neighborhood park. Recreation area requirements do not apply if a subdivision is smaller than 36,000 square feet. In the case of very small subdivisions, developers can provide in lieu funds. Mr. Vella added there is a ratio in the codes specifying how much recreation area is required per number of homes in the subdivision. 5. DISCUSSION REGARDING THE CREATION OF A NEW SEVEN (7) ACRE NEIGHBORHOOD PARK IN THE VICINITY OF RANCHO VISTOSO BOULEVARD AND THE FUTURE EXTENTION OF MOORE ROAD - DISCUSSION AND POSSIBLE ACTION Senior Planner Michael Spaeth reported the Town received an application from Mattamy Homes developer for the possibility of a 6.9 acre continuous neighborhood park. He requested feedback from the Parks & Recreation Advisory Board relating to programming, amenities and uses of park. Mr. Spaeth reviewed the geography of the area, including the location of the roads, school and potential park area. Staff is recommending the park be located on the west side and a master recreation plan be developed and presented to the Parks & Recreation Advisory Board for approval. Vistoso Partners HOA will maintain the park. Discussion ensued regarding amenity options for the space. Mattamy Homes will meet with the HOA in June. This item was tabled until a future special session. 6. ARIZONA PARKS & RECREATION ASSOCIATION CONFERENCE BOARDS & COMMISSIONS DAY ON AUGUST 12, 2015 - DISCUSSION 03-10-15 Parks and Recreation Advisory Board 2 Parks & Recreation Director Kristy Diaz-Trahan reported the conference will be in Oro Valley at the Hilton El Conquistador August 11 - 13. All board members stated they would like to attend on August 12 for Boards and Commissions Day. 7. BOARD REPORTS AND ASSIGNMENTS A. PARKS No report. B. TRAILS Member Corning is working to inform the public about the dog policy at the Linda Vista trail. The Forest Service is drafting a letter of enforcement for the apartment complex. C. BIKE AND MULTI-USE PATHS Chair Wade reported on the following: - Oro Valley plans to join with the City of Tucson to apply for city ranking status through the League of American Bicycles - CDO linear path along CDO Riverfront from La Canada to La Cholla has been delayed until 2017 - La Cholla will be widened from Overton to Tangerine and Oro Valley will design the project - Pima County Bicycle Advisory Committee will mail letters to Oro Valley for bike routes, lanes and striping Chair Wade accepted speaker cards for public comment. Oro Valley resident Grant Bruce said he would like to be involved and assist. He recommended water stations on the bike paths. Oro Valley resident Doug Forester commented he walks on the path through Naranja Park and requested information on the plans for that site. He suggested water stations at Naranja Park. D. SPORTS AND PROGRAMMING Member Sutton-Ryan discussed the following: - The need for a restroom at Naranja Park - The basketball court at Riverfront Park is crowded - CDO Soccer field reservation/communication issues at James D. Kriegh Park E. ARTS AND ORO VALLEY YOUTH ADVISORY COUNCIL Member Bishop discussed the following: - Programming ideas for the Community & Recreation Center to include adding arts, music and a gallery - High student interest in participating on The Youth Advisory Council and there may be volunteer opportunities 03-10-15 Parks and Recreation Advisory Board 3 - Teen Dive-In movies begin at the Oro Valley Aquatic Center in June - She will ask the Youth Advisory Council about naming Bosque park Chair Wade accepted a speaker card for public comment. Oro Valley resident Doug Forester said he works at the Public Library and is pushing for a makerspace program. F. FACILITIES (ORO VALLEY AQUATIC CENTER AND ORO VALLEY COMMUNITY AND RECREATION CENTER) Ms. Diaz-Trahan said the Community & Recreation Center sign will be complete once the arch and mountain scape are added and there will be a solar panel so it will light up in the evening. 8. DIRECTOR'S REPORT Ms. Diaz-Tranan reported on the following: - Fiscal year 15/16 capital budget was approved by Town Council. The final budget will be approved next week. She discussed the items included in the draft budget. -A vehicular restrictive gate was installed on the WAPPA Trail at the access point. - Town Council approved the following plans: Strategic Facilities Plan, Naranja Park Planning and Conceptual Design Plan. An adhoc committee worked on a pedestrian and vehicular circulation plan for Steam Pump Ranch and the plan will be presented to Town Council in June. - Oro Valley Community & Recreation Center grand opening was on May 1. To date, we have sold 83 memberships. Troon manages the facility until Town staff takes over on July 1, 2015. Troon will continue to manage food and beverage, tennis and golf. - Pima County Bond Advisory Committee submitted their proposal to the Board of Supervisors, who approved the package go to the voters in November 2015. - The Program Guide is available on the Town's website. 9. FUTURE AGENDA ITEMS - ADA/assessable amenities and trending opportunities research - Timeline for completing the Parks & Recreation Master Plan - Sports Tourism 10. SCHEDULING OF NEXT PARKS & RECREATION ADVISORY BOARD MEETING TENTATIVELY FOR TUESDAY, SEPTEMBER 1, 2015 - DISCUSSION AND POSSIBLE ACTION The next Regular Session is scheduled for September 22, 2015. A Special Session will be scheduled for June 30, 2015 to review Your Voice, Our Future and possibly the creation of a new seven (7) acre neighborhood park.
