Dear Mr. Kriegh:
This is in reference to your correspondence dated
April 19, 1975, concerning disincorporation proceedings
for the Town of Oro Valley, Arizona.
We have given careful consideration to the infor-
mation you have furnished. In addition, we have reviewed
our records with respect to the incorporation of the
Town of Oro Valley in 1974, to which the Attorney General,
on August 13, 1974, did not interpose an objection. While
the matter with which you are concerned is apparently one
within the jurisdiction of the State of Arizona, the
disincorporation of a city in a jurisdiction covered by
the special provisions of the Voting Rights Act of 1965
is a change in voting procedure which must be submitted
for federal review prior to being implemented.
Changes in voting procedures, etc. , may be
submitted to either the United States District Court
for the District of Columbia for judicial review or
to the Department of Justice for administrative review.
If the change does occur and is submitted to the
Department for administrative review, we would appreciate

receiving your views concerning any possible racially
discriminatory effect it may have. Our evaluation of
submissions of changes includes such information
from interested persons and groups.
