Dear Sir: •
We the
undersigned write to you to icomplain of toter fraud and violation of

our civil rights by the Pima County, (Arizona) Board of Supervisors, in its
illegal acceptance of invalid petition signatures and the supervisors' related
efforts to disincorporate our new town illegally--a town whose incorporation
was directed last year by the Arizona State Supreme Court.
We ask thatour department investigate our charges--which we` are prepared

todocument with voter registration lists and other data--and take appropriate
action to restrain the supervisors and• protect our civil rights. The utmost
speed is needed, since if the County Board :of Supervisors does proceed to
disincorporate the Town of Oro Valley, however illegal that action proves later,
they will rob us of a vehicle through which we can effectively fight their
manipulations—namely, our town government--and force us. to continue the fight
as individuals.
Specifically, we charge that the supervisors are using a spurious voter regis- .

tration figure on which to base the alleged "disincorporation mandate"--the
April, 1975 figure of 668 registered voters recorded within the Town of Oro
Valley.. And het, by actual count, 99 signers of the disincorporation petitions
are not included in that 668!
Obviously, if the 99 have registered since then and can be legally counted as
valid petition signers, then the 668 base figure swells to at least 767--and
the required two-thirds needed by- the petitioners to disincorporate must rise
to 511, far in excess of the number of signatures they have managed to get.
(Additionally, we have shown--and can document for your department--that many
other signatures which the supervisors would accept are invalid under Arizona
law for reason of death, improper signing, change of residence, etc.)
