Mountain, Campo Bello, Linda Vista Citrus Tracts As you will have .noticed, we have formed a committee for our purpose and are beginning to get organized to prevOent the incorporation of this area as the town of Oro Valley. The fight to keen a decent level of public services without increased taxes is gaining momentum. Although a recent audience with the County Board of Supervisors was curtailed, pending a court decision on the latest areal, it was learned that all of the correspondence and other communications from citizens of this area to the Board to date has been against incorporation. The rising tide of sentiment to remain unincorporated has raised serious questions concerning the morality of a minority being able to inflict its 'zi11 on the majority of the citizens even though, due to an antiquated law, the minority may have a stronger legal position. The reluctance of the Cor,Idttee for Incorporation to discuss this matter in a public forum and to subrit it to a vote of all the current citizenry lends credence to these etlical questions. 'de feel, however, that our coalition of the disenchanted and the disenfranchised includes enough •property owners to more than meet the require- ments for a disincorporation petition. rhis petition will require 2/3 of the real property owners presently residing in the area. Of interest, is tri oppositions recently proposed budt of $60,000 for the first year after incorporation. This figure exceeds our calculations of revenue from all sources (except new taxes) b ao-Toximately $15,000. Hoever, conceding $60,000, how much service will that buy? Just the salaries for a local police force capable of providing 24 hour service, of the quality we now enjoy, on a seven day a week basis exceeds $60,000 (8.4 men X $600 X 12 months). Since sewage Is hauled out of this area by truck, how would we pay for that; or for road maintenance; or for a properly equipped police car, co7munications equipment and the onerating and maintenance cost for these and any other equip- ment or facilities we il1 need; or for 50 of the costs of operating the new county park (a recent proposal), etc., etc. Thats right, we would eventually pay for it with increased taxes or by tolerating inadequate services. The alternative is to increase revenues through commercial development or denser zoning - but then they said that wouldn't happen. If we lose the present court test, the Board of Sunervisors may be forced to grant incorporation. If the Committee for Incorporation refuses to rise to the challenwe to test their alleged strength at the hAlot box, someone will be around for your signature on a petition for disincorporation. It will cost you nothing if you sign. It may cost you. a bundle in devalued property or higher taxes if you don't. In the meantime, if you have questions, we will try to answer them.
