Oracle Road Tucson, Arizona 85704' Your recent article in theTerritorial concerning the divergence of orinion within the Oro Valley town council over the FY 75 budget not only addresses the financial problem we face but, also, by inference, points out the difference in basic political philosophy of the two factions. It has been our contention all along that discussion concerning the expenditure of public monies is public businss - as well as any ot'rer matter affecting the public welfare. Out of the debate, the truth will emerge. The truth, in this case, being the cost of an additional layer of government. It is interesting to note that Mr. Kreigh and Mr Engle have stated that the town can be run on $41,900, since that amount approximates the projected income from state and federal transfers, without a losF, of public services. --------—---- Originally that figurs was $65,000. What if it were zero? There is a real danger of no transfers occuring due to bureaucratic delay in obtaining a census rrior to 1 July. My point is, thatthey do not know and have not *made a legitimate effort to find out. They merely assert that the job can be done without imposing additional taxei, regardless of the projected revenue from transfer sources. In developing the $93,000 estimate I presented at the 16 May meeting, a five page document setting forth guidance was given to those individuals providing inputs to the estimate. Explicit instructions concerning documen- 1 . i10:t:41 tation or other justification of estimated expenditures were included as (k6/.44.44 well as instructions concerning the level of service to be maintained. It was hoped, in this manner, to avoid the present conflict. Mr. ireigh and r. Engle pointedly ignored these instructions, submitted off the cuff estimates without supporting documentation or justification and in some cases without even contacting the agencies who must provide the service. Since it is my responsibility, within the council, to develope an accurate budget projection, this action on their part was an obvious attempt to thwart my purpose. Apparently by following instructions, costs were mountinIL painfully. Even considering this, TOW5FTIIzzles me why Mr, Kreigh takes takes issue on the budgeting of road maintenance funds. Since this is the one area where adequate revenues are available and since these revenues, by law cannot be spent on other functions. Also, by law, if the funds are not budgeted, they cannot be spent. It would seem, under these constraints, thit it would be in the public interest to budget the total amount for maintenance and improvements. The only reason that I can see not to do so is to keep the numbers low in the misguided conception tat Mr. average citizen cannot comprehend the intricacies of budgetingand, therefore, higher totals will scare him. Inclusion of the total amount would have no effect what-so-ever on the additional property tax requirements to support the other governmental functions. Quite frankly, I believe that if Mr. citizen does not understand, it is our duty to educate him, not to obscure the truth. It is the firm position of the Committee for Good Government at Reason- able Cost, and therefore my committment, that the level of public services in this township shall not diminish and that the least expensive way to in- sure this is to return to county jurisdiction. As of this writing, apnroxim- ately 60% (331 of 550) of the electors in the town agree to the point of having signed the petition to disincorpot4e. Another significant percentage have indicated that they would vote against incorporation en a secret ballot but have declined to sign the petition due to social and economic pressures brought to bear on them. Incidentally, almost all of this groupr the Oro Valley Estates area. This high percentage in support of our committee would seem to indicate that, given the unlikely assumption that the town exists at the time of the August election, our candidates will control the council and we will eventually disincorporate. The delaying tactics of Mr. Engle and Mr. Kreigh iii failing to come to grins with reality can only serve to increase the debt which the citizens are incurring and to exacerbate the growing antagonism among neighbors. Since it is unlikely that we, the major- ity, will submit plccidly to a minority government that we do not want, it is my ferverent hope that, even within that minority which advocates incor- poration, those of good will who have not yet signed the petition for dis- incorporation will join us in ending this unpleasant sitution quickly.
