Your mission will be relatively simple. It is easier to wreck than to build. As Machiavelli once wrote: "There is nothing more difficult to take in hand, more perilous to conduct, or more uncertain in its success, than to take a lead in the introduction of a new order of things. " He was right. It is much easier to wreck a town than to build one. The heavier burden is on the builders. Here are some simple rules to help you on your mission of destruction: Rule 1 Ignore facts. You should first make up your mind that the town cannot be sound and successful . Then stick to the notion that "It can't be done". Do not let facts get in the way. Rule 2 Get support from others who do not want to be troubled with facts and have made up their minds. Rule 3 Use facts, but only irrelevant and misleading facts. Confuse the people. Rule 4 Use the big newspapers. Some people have a tendency to believe that what is printed in the big newspapers must be true. Your opinions will be turned into facts. Of course, most people recognize that what is published is not always true. However, they won't be able to distinguish between your facts and fictions. Thus you have nothing to lose and everything to gain. Rule 5 Do not discuss the real issues. Instead, try to attack the integrity and motives of the Town builders. Imply that they are power hungry and undemocratic. Rule 6 Pretend you are an expert. Take a course in government. Buy some books and some pamphlets. Get copies of some laws. You still may not know what you are talking about but you will sound impressive. Rule 7 Use fear. This is the most important and best tool of all . It is difficult to inform people intelligently on a complex issue. It is much easier to frighten people. Use words like debts, bankruptcy, and miserable failure. These terms are charged with emotion not logic. They will create fear and cause hatred towards the town builders. Fear and hate will be almost impossible to fight. If you follow faithfully all of these rules, you will have gone a long way to achieving your mission of destruction. There are, however, sti l l many objective people whom you won't scare. So here are some additional rules. Rule 8 Get control of the town council . If you don't, the Town builders could prove you were wrong. They could maker the town successful . An easy way of getting control is to have a neutral person appointed who will work w i th'`your side. Rule 9 Break the town financially. Try to forfeit revenues. Also, spend unnecessary money. If you keep this up, you will prove you were right. Rule 10 Try to avoid elections taking place. Circulate petitions to disincorporate and thus prevent a general election. If you follow all of these ten simple rules, you will have an excellent chance of destroying the town. But don't be too sure. As Abraham Lincoln once said, "You can fool some of the people some of the time, but you can't fool all the people all the time". We do not know who inspired this guide, but we thought you would be interested in seeing it. The Real Issues It took nearly four years of effort to get the Town incorporated. Now, some people want to destroy the Town in less than one year. When we filed for incorporation, the City of Tucson filed for a restraining order to prevent in- corporation. It took several years to win our rights in court. Why did the City of Tucson oppose our Town? Why are you being told that the City of Tucson has no intention of eventually annexing our area? The Pima County Board of Supervisors also opposed our incorporation. One reason given is that we were too small an area to be successful . They wanted to protect us from ourselves. Do you believe that? Or did they fear that we may be successful and thus they would lose some control . Beware of big government that wants to protect you from yourself. The Town of Paradise Valley started in 1961 with only 2.69 square miles and only 700 people -- fewer than we have today in-our Town. Yet the town destroyers say "It can't be done" in Oro Valley. In 13 years, Paradise Valley has not had to levy one cent of real estate taxes. The main difference between Oro Valley and Paradise Valley is that there the residents gave the Town builders a chance. For nearly four years, we fought for our right to become incorporated. Now we are fighting another battle. This is the negative theme of "It can't be done". The Town can't be sound and successful . It won't work. It's not worth trying. Fears have been aroused. Has anything positive been achieved by those who are negative? It seems to us that the real leaders of our nation have been individuals who didn't know it couldn't be done and went on to achieve progress. This is why our theme is "IT CAN BE DONE -- SUPPORT THE TOWN BUILDERS". The Pima County Board of Supervisors appointed only two pro-incorporation members to the five member town council . Councilmen Kreigh and Engle were effectively handcuffed by the County. These men want to build the Town, but they have had to work in the face of a three-man majority who say "It can't be done". On September 13, you will have an opportunity to elect three individuals who are dedicated to building, not destroying. They believe "It Can Be Done". They want to make it work. These men are: E . S . ENGLE JAMES D . KRIEGH A . LAUREN RHUDE Steven Engle is a retired businessman and a former company president. He has served the community as president of the Oro Valley Home Owner's Association. Jim Kriegh is a professor of civil engineering and has been active in many state and national organizations. He has been president for several years of the Shadow Mountain Home Owner's Assocation. Lauren Rhude is an educator and owns and operates his own business. He also is a past president of the Oro Valley Home Owner's Association. All three men have worked actively to prevent undesirable zoning changes in your community. They were forceful in opposing the open sewer ponds that the County started to build for your benefit. Steven Engle, Jim Kriegh and Lauren Rhude have worked for your community. What have their opponents done for you other than to say "It can't be done". IT CAN BE DONE ! VOTE FOR THE TOWN BUILDERS !
