HomeMy WebLinkAboutHistorical Records - Incorporation (60) COMMITTEE FOR GOOD GOVERNMENT AT REASONABLE COST OPEN LETTER #2 TO: RESIDENTS OF ORO VALLEY, SHADOW MOUNTAIN, LINDA VISTA CITRUS TRACTS, CAMPO BELLO A REMINDER to attend the public meeting at Canyon del pro High School at 4:30 on Sunday 31 March, 1974. We will show you why you should support the petition for disincorporation and the potential hazards to your purse and your property if you don't. Unfortunately, their is no neutral ground on this issue. Failure to sign the petition for disincorporation is a vote to incorporate-and undesireable change. The following topics will be discussed; 1. Quality/Quantity of Services vs. Cost of Services. 2, Revenue Sources and Amounts. 3. Myth of the Paradise Valley Analogy. 4, Zoning - the Perceived Threat and the Real Threat. 5. Annexation - The Corbett Legacy (1970) and Reality Today. 6. Cnst of local Government - A Realistic Appraisal. 7. Wrist it all means in terms of sacrificed services, higher taxes, devalued property, citizen liability and quality of life in this area. 8. OPEN DISCUSSION. SINCE the Conmittee for incorporation has vowed not to raise taxes if the town survives - . the disincorporation petition, we cannot understand why they are attempting topass the utilities franchise tax off as a free ride for area residents. The franchise tax is the oldest form of hidden consumer tax. Utilities are guaranteed a certain profit by state law. All costs of operation, including taxes, are added to this profit figure to determine utility rates. Franchise taxes cost the consumer not the utility® Way not just an open admission that they are going to raise our cost of living? .Why try and slip something in the back door? (ref. CFI circular of 13 March, 1974). The county has no franchise tax, DID the petitioners asking for your signatures last Sunday identify themselves as working for the CF1? They were. Did they tell you that they ',Tare uncommitted? They arn't. Were they frank and open about their affiliation? This petition is an attempt to get control of the interim Council that the Board of Supervisors must appoint. at do you think of these tactics? Why not an open election and a secret ballot? WE have gone on record with the Board- of Supervisors with the following position2 "If appointed to fill the majority of seats on the interim council, we pledge to work diligently to form a framework for govemmant based on truth, to maintain the status quo in matters of zoning, taxation and annexation and to avoid en- cumbering contractural arrangements pending the installation of an elected body which reflects the true will of this community." "Imnediately followincf the Ac:t of incorporation, we will circulate a petition for disincorporation. We should be able to determine the majority sentiment within a very few days since we are already organized for this task. If we do not have the majority in our favor, we will drop all opposition. Pending that determination, however, we are committed to prevent the CFI from violating the public trust by implementing programs that will make disincorporation more difficulty WHICH approach do you like? A quick note to the Pima County Board of Supervisors, Administrative Building, 11th Floor - County Governmental Center - Tucson, Ariz. 85701 would help them in a difficult decision which affects us all. " (b) "No license shall be granted for more than one year, and not less than ten dollars nor more than five thousand dollars shall be charged for any license so issued. " 20. " (b) "To make quarantine laws and enforce them within the town and within two miles thereof, and to provide pest houses and hospitals necessary therefor. " 21. " (b) "To compel the owner or any occupant of any house or premises to clean the grounds, stables, alleys, streets and walks appurtenant and adjacent thereto. " (c) "To prohibit within the town and within two miles beyond the limits thereof, slaughterhouses, tanneries , soap factories, establishments for the steaming or rendering of tallow, lard or offal, and all other establishments and places where any nauseous, offen- sive or unwholesome business may be carried on. "To authorize the arrest and punishment of vagrants, stragglers and idle and disorderly persons found loitering or strolling about in public places, leading an immoral or profligate life, and to authorize the confinement of any such person, and persons who fail to pay any fine, in the workhouse or house of correction for a period not exceeding three months.
