The church proposed to modify the parking lot to add about 30 spaces to avoid spillover into surrounding areas. A detailed parking analysis has been prepared and submitted. Arrowsmith Drive Dear Michael: NOV 0-1201 i Enclosed herewith is the Alternative Parking Analysis in accordance with the criteria required by the Conceptual Design Review Board. In summary you will note that this proposed modification makes sense and is good for the Town, the Church, and the neighborhood and does not compromise the quality development concepts established by the Town of Oro Valley. Please let me know when the CDRB will be meeting so that I will be able to address any questions or concerns that may be raised. We look forward to working with you to move this project forward. Thank you for you help. Sincerely, Bruce R. Call Architect Enclosure Alternative Parking Analysis The Church of Jesus Christ of Latter-day Saints 55 W. Arrowsmith Drive Oro Valley, Arizona October 3, 2016 Background The demographics of The Church of Jesus Christ of Latter-day Saints are relatively similar throughout southern Arizona. Obviously, as congregations grow the need for parking also increases. The floor plan and occupancy of the current church building located at 55 W. Arrowsmith Drive is based on standard parameters developed by the Church. In southern Arizona there are several such buildings that have been constructed in recent years. Because of the congregation growth at the Arrowsmith site and to avoid any problems in the neighborhood, the church proposes to expand the existing parking lot to correspond with the anticipated need. Instead of using the Oro Valley recommended parking calculation, we have taken inventory of other standard plan Church buildings that have the same capacity and also have adequate parking. This analysis is based on actual specific conditions rather than a general approach for all churches of different denominations and uses. Comparable Sites Attached are aerial photos and site plans for the following church buildings of the Church of Jesus Christ of Latter-day Saints which are located in southern Arizona and have identical capacity: Address 55 W. Arrowsmith, Oro Valley 700 E. Sahuarita Road, Sahuarita 10220 E. Rees Loop Road, Tucson 2002 N. Greasewood, Tucson 640 W. Patton Street, St. David 1655 Avenida del Sol, Sierra Vista Floor Area Capacity Parking 16,558 s.f. 585 162 this project 16,924 s.f. 585 196 16,558 s.f. 585 197 16,558 s.f. 585 197 16,625 s.f. 585 215 16,558 s.f. 585 200 In all of the above church buildings except this project the parking has proven to be adequate when the building is at capacity. The Arrowsmith building is approaching capacity and it appears that the parking will be a problem unless additional spaces are provided. CDRB Review Criteria 1. The number of employees occupying the building or land use and the number of expected customers or clients. The Church Facilities Manager oversees the maintenance of many church buildings in the general Tucson area. The facility manager's office is located at 3720 E. Pima Street in Tucson. General cleaning of each building is accomplished by the members on Saturday morning. Repairs and other maintenance is accomplished on an as needed basis by trained personnel under the direction of the facilities manager. The church does not have any employees which have offices at 55 W. Arrowsmith. 2. Availability of nearby parking. There is no off-street parking available in the immediate vicinity. There are 20 parking spaces associated with the Vistoso HOA park about 500 feet away, however, none are available for use by the church. Heavy park use corresponds with heavy church use. 3. Purchased or leased parking spaces in a municipal or private parking lot meeting the requirements of the Town, trip reduction programs (if any). There are no municipal or private parking lots with excess capacity available in this area. Additionally the church, as a matter of principle, does not want to require people to work on Sunday to shuttle members around. 4. Any other factors that may be unique to the applicant's development request. a. All deliveries are made to the church facilities manager's office on Pima Street and then the maintenance personnel take such supplies to the church building when it is not in use. There are no postal, FedEx, UPS, or other deliveries by common carriers to the site, consequently there is no need for a loading zone. b. The church has analyzed the way its parking lots are used, especially on Sunday (when the use is greatest) and has determined that separate drop off zones are not used much at all. Disabled and elderly patrons use the handicapped spaces, families and individuals park in standard spaces, when someone drops off a patron who is neither elderly nor disabled, they do it at the island by the front door even if a drop-off zone is available. We therefore propose converting the drop-off area to standard parking. At this site the drop-off area is seldom ever used. S. Continuity and convenient proximityfor pedestrians between or among existing or future uses in the vicinity. The proposed expansion areas are adjacent to existing driveways (PAALs) and will minimize the impact on the site (See attached concept drawing). Pedestrian circulation is continuous and convenient and essentially unchanged. 6. Visual and aesthetic impact along the public street by placing parking lots to the rear or alongside of buildings, to the maximum extent feasible. Visual and aesthetic impact of the surrounding neighborhood. Visual and aesthetic impact to the public street or neighborhoods is negligible. 7. Impact on any facilities serving alternative modes of transportation. None 8. Impact on natural areas or features. Landscaping will be slightly disrupted, however, no large trees or dense natural landscaping will be impacted. Additional landscaping will be provided to maintain the high quality expected by the Town and desired by the Church. 9. Maintenance of mobility -impaired parking ratios. Currently there are more "accessible" parking spaces provided (8) than required (6). The number of such spaces will remain unchanged and quantity required or needed is fewer than the number provided. In light of the information presented and in an effort to avoid problems in the neighborhood or on nearby streets the church proposes to take measures now before a problem develops and respectfully requests approval from the Town of Oro Valley.
