Nature of Request Narrative James Vaughn 635 E. Rancho Catalina PI Oro Valley Az. 85704 I live in the Rancho Catalina Subdivision, developed in the early 70s near Oracle and Magee. It was annexed into Oro Valley a few years ago. I would like to build an accessory building on my property. Primarily as a garage, also storage area and hobby shop. Because of the irregular shape of the property and how the home was placed on the lot years before I owned this property. I am not able to build an attached garage to my home to fit my needs. Therefore I would like to build an unattached building. This is a approved practice in this subdivision and I have a 1 acre lot and have ample space to build and meet all setbacks required. In talking to the Zoning staff there is only one requirement that is a problem. The building height when it is not attached to my home. I was told I can only build a building height equal to the height of my home which is only 10 ft. tall. There is 3 ft. of slope across the area where the building would need to set and with using cut and fill of existing dirt I would raise one side up 1.5 ft. and with 10 ft. as the max height I would only be allowed a 8.5 ft. tall building. I would like to build this building to accommodate my truck, utility trailers and RV.This restriction would not allow me to do so. I have lived in this home for several years. Two years ago our home was broken into and vandalized and several items were stolen. We only have a carport that is easily viewed from the street and at this time all our vehicles were gone and it was very obvious no one was home in the middle of the day and this is when they broke in. We have not felt the safe home feel again that most people enjoy. With an enclosed garage building on the property no one knows if the home owners are there or not and would hinder this from happening again. Another reason is the rats are a constant problem with our RV and vehicles. I would also like to clean up our property and store outside items inside and also use it as a hobby shop. Supplemental Answers for Variance Application 635 E. Rancho Catalina Pl. 1) Yes, this lot is on a cul de sac and the shape is irregular more a pie shape and the way the home was positioned on the lot it will not allow additional structure to be added to the home without getting into the setbacks. 2) Yes, The home was built in the early 70s. I was not the home owner at the time nor had any part of the building process. It is a ranch style home with a very low flat roof with a small shallow carport that my pickup truck will not fit into. The maximum height of my home is 10 ft. tall. 3) Yes, According to the zoning dept. a variance would be necessary to build this building to a usable height. The height restriction for this property is R-136 zoning which is 18 ft. and that would be more then adequate to fulfill my needs. So I am not asking for anything more then is already approved. The problem is I am not allowed to build higher then my home. If I can build within the 18 ft. already approved for this area it will solve the problem and we can enjoy living on this property feeling safer and comfortable. 4) Yes, there are many properties in this neighborhood that have other buildings unattached to their home and are used for many reasons from horse stables to garages. As you can see on the site map provided, my neighbor has a similar structure as I am requesting so this is very common in this subdivision and would be consistent with the surrounding area. 5) Yes, I would keep this building below the 18 ft. height restriction. There is a 3 ft.cross slope difference in this building envelope area so only at the low end of the building would it get close to the maximum building height. Also this proposed envelope area pad elevation using cut and fill of existing soil would be 4ft. lower then my existing home pad elevation. So the roof elevation height of the proposed building would be similar to my existing home roof elevation. i a+ . , - ¢9yf:: , ° x :a W 4. r Y } :>, ,., vx• ... ,.t -...:: :, :, <: iy i. .,;Yr r a e e '. , .,.. ::. , i« « 8 e „ r - Aft ANN. , 2W. PUBLISH: The Daily Territorial SapL 8, 2013 0 D7— JZ Dear Jim, Wow, my mind has been going crazy after our talk about you wanting to have the huge garage built. Then when the postcard came from Oro Valley saying you were going thru with trying to get the variance, my stomach turned. I have actually had dreams about it because it has been on my mind so much. From what I understand now, you have cancelled that and are wanting to just attach the building to your house. Jim, all I can ask of you is to please not block my views of the mountains in any way. I love those views and that is why most of us in the neighborhood purchased here. I know I did. I spend a LOT of time outside and I love ALL of the view. I am afraid with the garage you want to build, I won't see any of the eastern view or Pima Canyon. When I am outside grilling, that is the view I have. In looking, I think about a third of my mountain views will be gone and that just breaks my heart. I retired and am looking forward to fixing up the house the way I want, including an 8' sliding glass door in the bedroom and an 8'x6' picture window in my den overlooking the pool and the mountains, all of them. If you build something there, the view of the eastern mountains won't even be seen from the picture window. I hope to stay here the rest of my life and just want to enjoy every aspect of this neighborhood. You can ask almost anyone I know and they will tell you I am someone who wants the feel of living outside without actually being out in the elements, which is why I am putting in all the windows and sliding glass door. In speaking with a realtor, she also says a huge garage blocking the view is going to have a huge impact on my property value, like a decrease of at LEAST 10%. As I say, I want to stay here forever, but who knows what the future holds and I don't want to lose property value. Would you? I am just asking you to put yourself in my shoes. Would you want to lose your mountain views? Any of them? Maybe there is a way you can build without blocking anyone's views on the street? I know if you attach to your house, there is probably nothing I can do, but I am just asking you to do unto others as you would have done unto you and think about what I would lose. Basically, I am asking and begging and pleading with you not to take away any of my mountain views at all. My property sits s000 much lower than yours. When the batting cage went up, that wasn't bad because it wasn't in my view. Then the beige trailer came and that really did block a lot, but I came to live with it. Then when the brown trailer came, I was afraid I wouldn't be able to sit in my Jacuzzi and see the mountains, but I sit low enough in there so that isn't an issue. I love watching the full moon come up over the mountains and don't want to lose that. That is a pure joy to me especially with the weather getting nice again. I love being outside. I am just hoping if you go through with this, maybe it can set more up to the front of your property without blocking anyone else's views either. I know all the neighbors I have spoken with really cherish the views we have. Again, I know there is nothing I can do, but just beg and plead with you not to take away what I love so much about living in this house and neighborhood. Thank you for you consideration.
