It was the first step in clearing the way for the resumption of government sale of coal leases on the re- maining half of about 1.5 million acres of western range and desert land in which the United States holds a mineral interest. In an immediate response, a lawyer for the National Re- sources Defense Council, an environmental group, accused the department of "trying to short-circuit" public participation in a major policy decision. The lawyer, John Leshy, said that a lawsuit challenging Interior's "unseemly haste" was "lively --- almost certain." The government previously sold half of its western coal lands — some 500 leases covering about 760,000 western acres and 16 billion tons of government coal reserves — but the sale terms were such that when they became widely known the then Secretary of the Interior, Rogers C.B. Morton, imposed a moratorium in February 1973 to reorganize the department's procedures. In May 1974, the department responded to another Morton order by issuing a proposed draft of an environmental impact statement on its revised leasing scheme.
