CALL TO ORDER
Chair Gambill called the meeting to order at 6:00 p.m.
ROLL CALL
Present: Hal Bergsma, Commissioner

Absent: Joe Nichols, Commissioner

Joe Andrews, Chief Civil Deputy Attorney
Attendees: Melanie Barrett, Council Liaison
Commissioners Bergsma and Outlaw Ryan attended the meeting via Zoom. Due to audio technical
difficulties, they were unable to respond to the Roll Call and votes for Agenda Items 1 and 2.
PLEDGE OF ALLEGIANCE
Chair Gambill led the Commission and audience in the Pledge of Allegiance.
CALL TO AUDIENCE
There were no speaker requests.
COUNCIL LIAISON COMMENTS
Council Liaison Barrett stated that the Council has just returned from its August break and will be hearing the
Naranja Trails subdivision proposal at the next Town Council meeting on September 7, 2022.
REGULAR SESSION AGENDA
1.REVIEW AND APPROVAL OF THE AUGUST 4, 2022 SPECIAL SESSION MEETING MINUTES

Motion by Commissioner Daniel Sturmon, seconded by Commissioner Skeet Posey to approve the
August 4, 2022 meeting minutes as written.
Vote: 4 - 0 Carried
2.DISCUSSION AND POSSIBLE ACTION ON A REQUEST FOR CONCEPTUAL MODEL HOME
ARCHITECTURE APPROVAL FOR THE TRANQUILO AT RANCHO VISTOSO
RESIDENTIAL SUBDIVISION, LOCATED APPROXIMATELY 1-MILE NORTHEAST OF THE
TANGERINE RD. AND RANCHO VISTOSO BLVD. INTERSECTION (2200588)
Senior Planner Hannah Oden provided a presentation that included the following:
- Purpose
- Location
- Three architectural styles
- Side and rear elevations
- Photos of surrounding development
- Summary and recommendation
Applicant Gregory Hemmerlin with Pulte Homes, provided a presentation that included the following:
- Site location
- 227-lot gated community with ten different plans
- Three elevations
- Reviewed the plans with various options available
- Reviewed the elevations within different plan series
- Neighboring properties
- Colors and materials
Discussion ensued between the applicant and Commission.
Motion by Commissioner Skeet Posey, seconded by Commissioner Daniel Sturmon to approve the
Conceptual Model Home Architecture for the proposed eleven (11) model homes for Tranquilo at Rancho
Vistoso, based on finding that the request complies with the Design Principles and Design Standards of
the Zoning Code.
Vote: 4 - 0 Carried
**Please note: Ten (10) model homes were presented and approved.
3.PUBLIC HEARING: DISCUSSION AND POSSIBLE ACTION REGARDING PROPOSED CODE
AMENDMENTS TO REVISE THE DEVELOPMENT REVIEW PROCESS (CHAPTER 22) AND OTHER
RELATED SECTIONS OF THE ZONING CODE
Principal Planner Milini Simms provided a presentation that included the following:
- Purpose
- Key points
- A. Consolidate duplicative staff reviews: existing process
- A. Consolidate duplicative staff reviews: eliminate duplication
- A. Consolidate duplicative staff reviews: proposed process
- A. Consolidate duplicative staff reviews: time savings
- B. Reduce confusion by using industry terms and closing gaps
- C. Remove outdated processes or conflicts with State law

Chair Gambill opened the public hearing.
There were no speaker requests.
Chair Gambill closed the public hearing.
Discussion ensued among the Commission and staff.
Motion by Commissioner Daniel Sturmon, seconded by Vice Chair Jacob Herrington to recommend
approval of the proposed zoning code text amendments to revise the development review process
(Chapter 22) and other related sections, based on the finding it is in conformance with the General Plan,
with the condition that the Parks and Recreation Department be added as part of the review process.
Vote: 6 - 0 Carried
4.PRESENTATION AND DISCUSSION REGARDING POTENTIAL TOWN CODE AMENDMENTS TO
PRIVATE RECREATION AREA, AMENITY, IN-LIEU FEE OPPORTUNITIES, AND OTHER RELATED
REQUIREMENTS FOR RESIDENTIAL SUBDIVISIONS, MULTIFAMILY PROJECTS, AND MIXED-USE
DEVELOPMENTS
Senior Planner Hannah Oden provided a presentation that included the following:
- Focus on private recreation areas
- Purpose
- Process
- Research
- Key findings
- Finding #1:Consolidation of Private Recreation spaces
- Finding #2: Private Parks greater than 1/4 acre have value
- Finding #3: Required recreation area size
- Finding #4: Amenity requirements
- Finding #5: Multi-family residential requirements
- General Plan and Strategic Leadership Plan
- Summary of recommendations
Discussion ensued among the Commission and staff.
PLANNING UPDATE (INFORMATIONAL ONLY)
Planning Manager Bayer Vella provided updates regarding upcoming neighborhood meetings, the next Planning
and Zoning Commission meeting, as well as information on the Community Academy beginning in October.
ADJOURNMENT
Motion by Commissioner Daniel Sturmon, seconded by Vice Chair Jacob Herrington to adjourn the
meeting.
Chair Gambill adjourned the meeting at 7:43 p.m.
