La Canada Drive Oro Valley AZ 85737 Re: Stone Canyon 4, Lots 288-290 Rancho Vistoso, Neighborhood 11 OV12-00-15 WLB No. 185050-A-31 H-0400 Dear Mr. Laws, Engineering - Planning Surveying - Urban Design Landscape Architecture This letter has been prepared in support of a proposed scrivener's error affecting Lots 288-290, as found on the final plat for Stone Canyon IV, Bk. 61, Pg. 19. On the final plat, General Note #35 reads, "Lots 288-291, 303-305, 313, 336, 339 & 340 are affected by 100-year flood plain and will need flood plain use permit. Flood plain use permit will be required prior to issuance of building permit." However, Lots 288-290 are not affected by the 100-year flood plain based on design channelization with adequate freeboard, as calculated and determined within the approved "Final Drainage Report for Stone Canyon 4, Rancho Vistoso, Neighborhood 11." We plan to process a scrivener's error to remove Lots 288-290 from Note #35, effectively eliminating the requirement for a floodplain use permit for those three lots. Attached for your consideration are a) the relevant portion of the text descriptions within the approved drainage report, b) the relevant portion of the approved "Drainage Concept Map for Stone Canyon, Sheet 1 of 2"; c) the calculations from the approved report; d) a photo of the completed channels taken from the Pima County GIS MapGuide, based on the "2012 Spring Pictometry Color Orthophoto Imagery"; and e) Sheet 5 of the final plat, showing no floodplain on the subject lots. We respectfully request the Town's concurrence with this finding. If you should have any further questions or comments, please contact me at (520) 881-7480. Sincerely, Concurrence: THAtop ROUP, I C. Broadway Blvd Tucson, AZ 85711 RE: OV1212-19, Proposed Scrivener's Error Affecting Lots 288-290 within Final Plat for Stone Canyon IV, Bk. 61, pg. 19 Dear Mr. Langham, We have completed the review of the Scrivener's Error document requesting the change to the requirement of a Floodplain Use Permit for Lots 288-290 within Stone Canyon IV's Final Plan. General Comment 1. This proposed Scrivener's Error for the above stated lots has been denied due to the flows through the properties still being in excess of 50 cfs The local floodplain has been channelized, but this channelized flow will still require a structural access to the residential structures. Therefore, a Floodplain Use Permit will be required for the work in the channelized local floodplain for Lots 288 through 290. A Q,00 of 4.4 cfs, at concentration point 1.7, will sheet flow over Granite Gorge Drive into the wash upstream of concentration point 1.8. At concentration points 1.10 and 1.13, 100-year discharges of 12.5 cfs and 29.7 cfs respectively, will sheet flow over Granite Gorge Drive to proposed collector channels, defined by channel sections 1 K and 1J. These channels will convey the flows to the wash upstream of concentration point 1.8. A Q,00 of 59.4 cfs, at concentration point 1.9, will flow into the wash upstream of concentration point 1.8 and combine with the flows from the sub -basins defined by concentration points 1.7, 1.8, 1.10 and 1.13. This 59.4 cfs will flow through a natural swale, adjacent to the roadway embankment of Strong Stone Drive between roadway stations 15+50 to 17+00. Riprap bank protection has been proposed for the roadway embankment, between these stations, to mitigate potential scour. At concentration point 1.8, a hydraulic structure consisting of three 24-inch SRP pipes beneath a roadway dip section was rated for a combined 100-year peak discharge of 160.7 cfs. The 100-year maximum depth of flow, over the roadway at this location, was determined to be 0.53 feet. Discharge from this structure at concentration point 1.8, will combine with the 100-year runoff from the watershed defined by concentration point 1.11(13.0 cfs) and continue within the wash to III concentration point 1.12. The 100-year discharge at concentration point 1.11 will be conveyed, within a proposed roadside swale defined by section 1 E, to the natural wash downstream of the culvert at concentration point I.B. At concentration point 1.12, a combined Q,00 of 227.1 cfs will be conveyed within the wash to concentration point 1. At concentration point 1, a total Q,00 of 492.8 cfs, will be conveyed within the wash and exit Stone Canyon 4 to the bast. CAt concentration point's 2.1 E and 2.2E, offsite 100-year flows of 11.7 cfs and 20.5 cfs respectively, will be conveyed to concentration point 2.6 through a roadside channel defined by section 2A. This -- 455?AJ7/4V 19 il I g,eBoup Inc. proposed channel will transport a combined onsite and offsite 100-year discharge of 59.4 cfs, at concentration point 2.6, and will continue on to concentration point 2.5. The channel, at concentration point 2.5, will be defined by section 2E3 and convey a total combined Q,00 of 83.7 cfs. Southeast of concentration point 2.5, this channel will be defined by section 2C and will contin won for approximately another one hundred feet before terminating at a natural wash. This wash flows to the Stone Canyon 4 east boundary line at concentration point 2. A 100-year discharge of 157.2 cfs, from sub -basins 2.3E, 2.5 and 2, will exit the site through the natural wash southeast of lot 291 at concentration point 2. Offsite stormwater will enter the post -develop Stone Canyon 4 site at concentration points 1A, 1 B, 1 F and 19, as described in the Stone Canyon 7 drainage report (Reference 5). Tortilla Mountain Circle, and the attending drainage facilities, was designed with the Stone Canyon 7 improvement plans but the roadway will be built in conjunction with Stone Canyon 43he basins, defined by these four concentration points, are sub -basins of the onsite concentration point 3 watershed that extends upstream into Stone Canyon 7. At concentration point's 1A and 113, Q,00,s of 9.1 cfs and 66.0 cfs respectively will flow beneath Tortolita Mountain Circle through proposed culverts consisting of one 24-inch SRP pipe (CP 1A) and two 36-inch SRP pipes (CP 1 B). These culverts will discharge the 100-year flows into a proposed riprap-stilling basin immediately upstream of concentration point 1 D. A combined 100- year flow of 73.6 cfs, at concentration point 1 D, will be conveyed beneath Driveway "B" through three 29 x 42-inch CMP Arch pipes and discharged into a natural wash flowing to the east. For this latest Drainage Concept, the offsite watersheds defined by concentration point's 1A, 1B and 1 F was the watershed previously defined by concentration point 3.3E in the July 20, 2000 report. The watershed now defined by concentration point 19 was previously defined by concentration point 3.1 E. 20 I ....« IN, :Lf(;. _ d►.AR ` I J ' , \ r`i Y // .'/ i /.i•--- a+ 3163.4 Q flSi/1"' 1 l\; -; - ir• C 1/-i' / a1e4j't \; i \ .` as '0 l615-mil A5:4 1 VVV/ `'4` t7\ !1: " `'``` /r! lx3159.4 v ` 1✓ 3 . / 13123 _ , r1..:1'. `2 \ s t - (FAY - ✓_..,i 7 -- ' (/ ( ---- "•'-' lr' \+i`\' .. y'X 316.7 ',tta`- ,./•-- 11 ( `'`' {, s Iry ,, 1311 ` •r\ . 7 \✓47: /, mil'.' \ _:` `I 1\ i 3158.462b } / / \ x 3143.4 •{ss x 1 `1aa7 r`'4 1,0. ` ,l M%r -1.34.2 x 315L5 31595 32511 1 { x 31, Qk y / ' / f '• . 3151.4 i J` 3140.3 x 3148b } 7 V fi ..,,`L' i/f.-,,1.• (I 3150.3 + t 1 1 7 ,150 ) ! ^ ` . x ♦w{ /1 '`,.pJ / /// • 31 .'2 / x3147.1 ` • x , 31433, / \aWC'• /r x31 .5„/ \ 335. rJl 3148.8 31H x 16b \3X4 , / . x3t46•B 11/ ., , ll 2,•L. DOT Janice K. Brewer Governor John S. Halikowski Director Mr. Mick Mathieu, P.E. Mathieu Engineering Corp. 5960 E. 2na St. Tucson, AZ 85711 Intermodal Transportation Division 206 South Seventeenth Avenue Phoenix, Arizona 85007-3213 November 15, 2012 Re: SR 77 (Oracle Road) @ Rams Field Pass, MP 80.66 Traffic Impact Analysis for ENCANTADA at STEAM PUMP -October 2012 Dear Mr. Mathieu: Jennifer Toth State Engineer This letter constitutes approval of the October 2012 Traffic Impact Analysis (TIA) for Encantada at Steam Pump. In general, we concur with the findings and recommendations in the report. Access to the proposed development (a gated 288-unit apartment complex and a gourmet coffee house) will be provided by connecting a west leg to the existing Oracle Road/Rams Field Pass intersection and by an existing right-in/right-out access (Driveway 1) located approximately 1000 feet south of Rams Field Pass. We concur that the existing storage lengths for the northbound and southbound right -turn and left -turn lanes on Oracle Road at Rams Field Pass and the southbound right -turn lane on Oracle Road at Driveway 1 are acceptable. The geometrics of the west leg at Rams Field Pass will be determined during design. The August 2012 Traffic Signal Warrant Study for the Oracle Road/Rams Field Pass intersection indicates that the installation of a traffic signal should not be considered at this time. However, it should be noted that this intersection had previously been accepted as a potential traffic signal serving the overall Steam Pump Village development. During the Planned Area Development (PAD) and other planning -level studies, the intersection was considered an acceptable location for a traffic signal in terms of volume and spacing from other traffic signals. However, the recent changes in land use and removal of the internal circulation reduce the need for the signal as documented in the Traffic Signal Warrant Study. While the Warrant Study shows that the signal is not needed, the assumption is based on the location and operation of the gates. Traffic patterns could change if the operation of the gates (hours, location etc.) change. Therefore, as part of ADOT's permit. requirements for access from the development onto SR 77 (Oracle Road) at Rams Field Pass, the developer will need to update the Traffic Signal Warrant Study after full build -out of the development. If a signal becomes warranted at any point due to traffic volumes to/from the Encantada access, the developer will provide 100% funding for the signalization of the Oracle Road/Rams Field Pass intersection. ADOT's permit will include a binding requirement that all costs regarding signalization (when warranted and deemed necessary by ADOT) will have to be borne by the developer. Mr. Mick Mathieu, P.E. November 15, 2012 Page 2 The developer/owner will need to apply for a Highway Encroachment Permit prior to commencing work in ADOT right-of-way. Questions regarding the permit application should be directed to Ms. Sylvia Hanna, Tucson District Permit Supervisor. Ms Hanna can be reached at 520-388-4234. To assist in obtaining an access permit, ADOT Tucson District has developed "Plan Design Guidelines for Permittees". A copy of the guidelines can be obtained from the Tucson District Permits Office. All of the evaluation and planning for the development will need to be coordinated on a cooperative basis with the Town of Oro Valley to ensure that mutually acceptable ultimate conditions are met. We are looking forward to working with the Town of Oro Valley and the developer toward the satisfactory completion of the development. If you have any questions, please call meat (520) 388-4231.
