The Town of Oro Valley has completed the Engineering review of the proposed amendment to the ESL map to modify the CRA boundaries on the property and the PAD amendment request and offers the following comments to be addressed on the final submittal: General Comments 1. Engineering does not have any comments on the proposed amendment to the ESL map to modify the CRA boundaries on the property. Site Analysis and Tentative Development Plan 2. Page 46, Section 10 — Revise text to reference 2010 ADA Standards for Accessible Design for all accessible walkways. 3. Page 52, Section 7.b. — Remove bullet #3 regarding benching requirements, and bullet #10 regarding walls and planting areas. These items do not meet the criteria of the Zoning Code and will require approval of a grading exception. 4. Page 56, Section 2- Reference the letter dated August 8, 2014 from the Town of Oro Valley (Fritz Laos) for additional floodplain requirements and include the requirements in the text. It is acknowledged that a general summary of CLOMR/LOMR was added, however, there are specific details/requirements (items 3-8 in the letter) that are not included in the text. Add these items to the text of the Site Analysis and depict on the TDP as applicable. 5. A coordination meeting with the Town of Oro Valley, Pima County and the applicant/design team will be required to establish the project criteria and details for the proposed analysis, design and construction of the bank protection and any additional mitigation that may be required as a result of the construction of the bank protection. Traffic Impact Analysis 6. There may be additional comments forthcoming on the TIA. (Note: the TIA was received under separate cover after the submittal of the Site Analysis and TDP) If you have any questions, please call me at (520)229-4824. Sincerely, Josh Potter, P.E. The Town of Oro Valley has completed the Engineering review of the proposed amendment to the ESL map to modify the CRA boundaries on the property and the PAD amendment request and offers the following comments: General Comments 1. Engineering does not have any comments on the proposed amendment to the ESL map to modify the CRA boundaries on the property. 2. The Town strongly encourages the developer to work with the adjacent northern land owner (Capri) to explore the possibility of providing vehicular access between the two properties. Please provide an update as to the status of the agreement for access. An access easement/agreement will be required. Also, be aware of topographic and sight visibility constraints for the proposed road connection and the spacing of the proposed roads in relation to the signalized intersection. 3. The PAD refers to First Avenue in several locations within the text and maps. The recorded designation for this road is 1st Avenue. Revise where necessary. 4. There are several references to a drainage report submittal with the Conceptual Site Plan submittal. The drainage report submittal is not required until the submittal of the Final Site Plan. Site Analysis and Tentative Development Plan 5. Page 23 — Provide the ADT for Oracle Road south of 1 st Avenue. 6. Page 23 — Provide the ADT for Tangerine Road between La Canada Dr. and 1st Avenue. 7. Page 23 — Revise "Pusch Ridge Lane" to "Pusch View Lane". 8. Exhibit L — Revise the label of the 8" sewerline. It is currently labeled as a waterline. 9. Tentative Development Plan — Provide a tentative development plan that meets the requirements of the attached checklist. 10. Page 46 — Retention is not allowed in Oro Valley. Revise the text to remove references to retention. Also, add a statement that this project will comply with all water -harvesting requirements per section 27.6 of the TOV Zoning code. 11. Page 46 — Item 2. — Revise the discussion of floodplain encroachment to clarify the raise in water surface due to encroachment is 1' only if both sides of the floodplain are within the property boundary, otherwise only 0.1' is allowed. Revise the text similar to the discussion on page 47, Item 4. 12. Page 46 — Revise the text of section 1 to indicate that the approval of the detention waiver request is at the discretion of the Town Engineer at the time that the waiver request and supporting documentation is submitted. Approval is not guaranteed and is not approved as a part of this PAD amendment request. 13. Reference the letter dated August 8, 2014 from the Town of Oro Valley (Fritz Laos) for additional floodplain requirements and include the requirements in the text. 14. Page 51 — The TDP does not appear to have any sections of proposed roadway with a median. Clarify the location of section 1 on the TDP. 15. Page 51 — Twelve (12) foot wide vehicular travel lanes have been proposed. Please be aware that 14' is the standard, and that on -street parking is prohibited on a 24' wide street section. Please note that an additional 1' of pavement width is required for the divided section of roadway to allow for edge striping along the median. In addition, a separate approval of the street widths will be required from Golder Ranch Fire District. Please coordinate this with Chris Kiel (520-825-5987) of Golder Ranch Fire District. (TOV Subdivision Street Standards Sec: 6.1) 16. Page 51 /67/80 — There are numerous references to proposed bike lanes throughout the proposed streets. However, the street cross -sections do not provide sufficient width for bike lanes or identify the bike lanes within the cross-section graphics. (TOV Subdivision Street Standards Sec: 6.1) 17. Page 67 —Expand the traffic discussion to indicate that the developer will be financially responsible for providing any additional project related improvements as necessary at the intersection of E Lambert Lane and N 1 st Avenue. 18. Page 72 — Expand the discussion on grading requirements to include benching requirements, degree of sloping, slope treatments, etc. 19. Page 72 — Indicate in the text that the project will meet the requirements of the ESLO Hillside grading requirements. 20. Page 81 — Vertical curb shall be required for all street sections with adjacent sidewalk. If ribbon curb is requested in -lieu of vertical curb, then adequate separation from the edge of travel lane shall be required. SAP ERMPLUS\DOCS\OV914-007\eng-rzn-20140923.doc 2 w 21. Pedestrian connectivity must be demonstrated to the satisfaction of the Town Engineer throughout the project site if sidewalk is not proposed on both sides of the street. 22. Page 92 — The text previously indicates that bank protection will be built for this project. Expand item a to indicate that if bank protection is not built, any development within the flood prone areas and flood related erosion prone areas will be in accordance with both local and federal requirements. If construction of the bank protection is in question, expand the previous discussion to indicate the affect this will have on the proposed development areas and the proposed site layout. Traffic Impact Analysis 23. Provide an update as to the status of the agreement for access through the Kai property. Provide an additional analysis without Naranja Drive as a part of this project. 24. The PAD discusses retail uses that are open for community wide use. In addition other activities that are open to public such a painting classes, a performing arts center, daycare facility and a planned community park is also discussed. Account for the impact of these uses/facilities in the traffic impact analysis. 25. There may be additional comments forthcoming on the TIA. Future Site/Improvement Plan comments if rezoning request is successful: 26. Provide an accessible route throughout the site and to the right-of-way. Accessibility design shall meet the requirements of the current 2010 ADA Standards for Accessible Design. 27. Ensure that at a minimum, AASHTO SU-30 design vehicle maneuverability is provided through all areas. (Zoning Code Section 27.7.G.b) 28. Please note, it is the applicant's responsibility to coordinate any 404 wash issues/questions directly with the U.S. Army Corps of Engineers. 29. The property is currently platted as a single family residential subdivision. 32. There is equestrian activity along First Avenue between the sidewalk and the right- of-way line. Manholes propose a hazard with this type of use. Contact Nancy Ellis at 229-5057 for additional information. If the applicant wishes to pursue placement of a public sewer in the right-of-way, the manholes must be placed in the area of SAPERMPLUSOOCSM914-007\eng-rzn-20140923.doc 3 the existing sidewalk and back of curb. Any sidewalk, landscaping or other existing improvements that are removed or damaged as a result of sewer construction will be replaced at the developer's expense.
