Dear Mr. Devereaux, We are pleased to hear that the Sun City Vistoso Board of Directors has granted Fido's Friends Dog Club authorization to finalize plans fro a proposed dog park on the site by the retention basin off Del Webb Boulevard. It is our understanding the Board of Directors would like some indication from the Town of Oro Valley Community Development Department that construction of a dog park will be permitted on this site. The dog park does not require submission of a development plan. As we have advised Bill Abel, only a Type I Grading Permit will be required. The Town must also verify that the parking lot for the facility will be compliant with the Americans with Disabilities Act (ADA). Public Works is working with Mr. Abel to assist him in meeting any requirements. However, since the property is under Sun City Community Association ownership, the Town must be provided written notification the Community Association has approved the construction of the dog park on its property. Until the Towrt receives the Association's documented pens ission, we will be unable to release any necessary permits. Please contact me at 229-4814 or imainion-farrar@orovalley.net if the Sun City Community Association has any questions or if additional information is required from the Town. We look forward to the successful completion of this project. It is our intent to give instruction on the Town's method of reviewing type 1 grading plans per the above ordinance. Type 1 grading plans and permits are required in Oro Valley for the development of custom residential lots. Applicable Sections of the OVZCR and Other Ordinances (some of these documents are available at the front counter and online at www.townoforovalley.net) Grading Ordinance, Procedures, Section, 2.2.10, and Standards, Section 27.9 of the OVZCR '~ Hill Side Development Zone, HDZ, Section 24.2 of the OVZCR Town of Oro Valley Floodplain Management Code >0- Town of Oro Valley Subdivision Street Standards PAD Grading Standards 0 There are subdivisions in the Town that have certain grading standards of their own. These grading standards are found in the Planned Area Development Document for the subdivision. The subdivisions in the Town that have PAD grading standards are: Rancho Vistoso Sections La Reserve El Conquistador ► Monterra Hills Melcor Pima County Grading Ordinance ' There are subdivisions in the Town that have pre -development agreements that allow the Pima County grading standards. Those subdivisions are: + Palisades Point it Naranj a Ridge a Floodplain Use Permit It Some lots may require a floodplain use permit where driveways cross floodplains. IF In these cases the applicant shall secure the services of a registered civil engineer to prepare a hydrology / drainage report to design the driveway so that no more than six inches of water flows across the driveway for the 100-year event. 11 After we approve the report and design, an application for a flood plain use permit will be accepted with two original copies of the approved report. '= The permit will be processed and made a condition of the grading permit. All of the appropriate information from the report and design shall be shown on the grading plan. A fee of $370 shall be submitted with the floodplain use permit application. Subdivision Street Standards The Town of Oro Valley Subdivision Street Standards contains specific information on driveway design and placement. + It is the applicant's responsibility to assure that the proposed design meets these standards. Grading Plan Review The items we need to review grading plans are: ✓ Preliminary or Tentative Plat ✓ Registered Land Surveyor, RLS, or Registered Civil Engineer, CE, certified topography ✓ Benchmark information provided by RLS or CE ✓ Final Plat ✓ OVZCR, Grading Ordinance and the Hillside Development Zone Article, HDZ ✓ Subdivision Street Standards ✓ Soils report ✓ Drainage report ✓ Grading plan ✓ PAD standards if they apply Review Procedure ..►J-- ------ --Building Permit Application Review 11 ^ The building permit application is reviewed for completeness. +i! We focus on the grading statement on page 2 of the permit application. + All of the requested information must be provided. Soils Report When we review the soils report it must contain information on the following items: Maximum slope for cuts and fills + Maximum height of slopes Types of slope treatments Benching requirements for fill areas Foundation design recommendations for residence and/or retaining/site walls as required for site specific construction. Grading Plan * The grading plan is reviewed using the type 1 Grading Permit Checklist as a guide. ♦ This checklist has been adapted from the Grading Ordinance, other sections of the OVZCR and Town standards. + We use the information from the building permit application to fill in the information on the top of the first page. +Iw All of the comments that apply to the review of a grading plan have the box next to them circled. ♦ Some comments are written on the blank lines that are included for the comment section. + A copy of the type 1 Grading Permit Checklist is provided for your use. ♦ Let's review the checklist item by item: 1) Assure that the Town of Oro Valley's seven general notes appear on the grading plan. 2) Make sure that the plan is labeled a "grading/site plan". 3) Don't forget to complete the grading statement on page 2 of the building permit application. 4) T1 e soils report must contain the information that is listed (see above items). 5) Sometime final plats contain notes with specific items that are required for the development of the lots within the subdivision. They must be addressed on the grading plan. 6) Bluelines or blacklines are required for review. a) The smallest scale is 1" = 20'. b) No architectural scales are acceptable. 7) For certain cases the grading plans must be prepared by registered civil engineers, architects, landscape architects, or other State of Arizona Registrant that has capacity to prepare grading plans. ► The two cases are: / If 15% slopes or greater are disturbed. If the Average Cross Slope, ACS, of the building pad is greater than 6%. ► The ACS shall be calculated by the flowing formula: ACS = I x L = contour interval times the lengths of all the contours of the lot or pad A total square feet of the lot or pad ► Where lot ACS of 15% or greater are encountered, the HDZ restrictions may apply. ► For certain subdivisions where HDZ restrictions apply, as the ACS increases, the gradeable area decreases. See the attached handout. 8) It is the responsibility of the applicant to provide topographical verification. Acceptable documents for this purpose are: I Preliminary or tentative plats RLS or CE certified topography ► The pad grades and finished floor elevations shall be tied to a recognized benchmark and shall be noted on the grading plan. ► There are different types of recognized benchmarks. Some of them are: 1 USGS monuments 1 ADOT monuments ► Pima County monuments FEMA monuments Monuments set by RLS's and CE's ► As -built record map elevations of the inverts for sanitary sewer manholes 9) All boundary lines of the lot shall be shown on the grading plan. ► The boundary line data shall conform to information on the final plat for that subdivision. ► If the lot is not in a platted subdivision, a RLS shall seal and certify the boundary data. ► We can provide final plat information upon request. If you need final plat information, call us at 229-4800 or visit our offices at 11,000 North La Canada Drive during the business hours of 8 AM to 5 PM. 10) The grading plan shall show the locations of all utilities from the main in the street to the house. If a septic system is proposed, its location shall be shown. 11) The following items shall be shown and labeled on the grading plan: ► Streets, curbs, utilities and drainage structures ► Points of entry to the site ► All easements, floodplain limits, conservation and natural open space areas. Remember the lengths and bearings of these shall be labeled or shown in table form. 12) Both the existing and proposed contour lines shall be shown on the grading plan. ► The line type shall be varied for the existing and proposed contour lines so that it is easy to distinguish between the two. ► It is critical for our review that the proposed contour lines are depicted properly. 1 Do not cross one contour line with another of different elevation. Make sure that proposed contour lines connect to the existing contour lines of the same elevation. 1 The contour lines shall be scaleable and labeled with the appropriate elevation. 1 All slope grades shall be labeled. Allow for the appropriate slope run out. 13) All slope treatments, as well as the maximum slope for cuts and fills, shall be labeled per the soils report. `► The maximum cut or fill by the Grading Ordinance is 6-ft. ► Check with the PAD standards for subdivisions that have them. 14) It is very important that drainage be controlled either flowing off the street down a driveway or down a driveway into the street. ► We encourage that drainage be directed off of the driveway before it reaches the house or the street. ► Retaining walls or screen walls ► Appropriate erosion control measures shall be installed to prevent scour or erosion. 15) In order to assure positive drainage away from structures, sufficient spot elevations are required to be shown on the grading plan (initiated 4" below F.F.E. per 2003 I.R.C.). ► The minimum longitudinal grades are 1 % over earth and %2 % over concrete or asphalt. ► Provide at least a 5-ft area all around the proposed building that slopes 2% away from the building (initiated 4" below F.F.E. per 2003 I.R.C.). 16) All proposed and existing drainage channels, washes, culverts and swales shall be shown on the grading plan. ► Appropriate erosion control measures shall be installed to prevent scour or erosion. Ir Specify and call out erosion control measures on the grading plan. ► Items required for retaining walls shown on grading plan to be addressed. 17) The grading limits shall be shown and labeled. ► Remember to allow for the appropriate slope runout, undisturbed buffers and construction area at all property lines. ► The Zoning Inspectors of the Town will assist you in staking out the grading limits. 18) Occasionally a cross sectional cut on the grading plan shall be required that depicts a line perpendicular to the slope of the existing grade. ► All necessary items as mentioned on the checklist shall be shown. ► Building height must be shown on this cross section. 19) It is important to show the locations of the roof drains and the appropriate erosion control methods for them on the grading plans. ► It is the applicant's and contractor's responsibility to assure positive drainage and that runoff will not negatively affect neighboring lots or parcels of land. 20) Interim erosion control is necessary for most grading activities. ► It is the applicant's responsibility to show and label these measures so that silt, mud and debris do not leave the site or contaminate neighboring property, washes and drainage channels. 21) A hydrology/hydraulic analysis may be required for a comprehensive review of the site. Applying for a grading permit in advance of a building permit ' A type 1 grading permit can be issued before a building permit is issued, if the grading plan has been approved. # There are two methods to do this: 1) Application can be made solely for a grading permit without the building permit. However the footprint of the house and first floor elevation(s) must be known. A copy of the approved grading plan must be submitted when the building plans come in for review. 2) When the building & grading plans are submitted for review, the grading permit can be issued prior to the building and safety review. However the following must be completed: The grading plan must be approved by the Planning reviewer. The grading plan must be approved by the Engineering reviewer. ► The staked grading limits must be inspected & approved by the Zoning Inspector. Split Plan Review Process +1' Various methods to expedite the review process have been formulated and attempted. The Split Plan Review Process has been incorporated as a measure to decrease overall review time of all custom homes. This process is not used however for model home reviews. ♦ Town of Oro Valley Zoning Code requires separate building and grading permits to be issued for all custom graded lots built within Town limits. Submittals including building/grading plans for review are processed at the counter, then sent to Zoning review of the grading plan for limits of grading, building height and setback verification. Zoning Code non compliance that requires corrections are then sent back to the applicant. Revised plans are resubmitted. When zoning has determined that their issues are addressed they will send the plans to Engineering for review. i► During Engineering review the grading plan is analyzed for site specific criteria (i.e. site drainage and limited requirements for cut and fill). Engineering review of the grading plan determines if code requirements can be met without structural element adjustments to the residence (i.e. slab elevations, retaining walls, shielded cuts, parapet heights or sloped roof heights). ♦ Subsequent actions by Engineering Review o If Zoning Code requirements are not met and major adjustments to grade and/or the building structure are required to bring grading plan into compliance, grading as well as building plans are returned to applicant for corrections. o If Zoning Code requirements are not met, but the Grading Plan is approvable with minor corrections to plan, then reviews may be separated (Grading from Building) to allow both reviews to proceed simultaneously. Thereby allowing grading plans to be sent to applicant for corrections while Building Safety begins review process. (Split Plan Review) o If Zoning Code requirements are met and Grading Plan is approved, Applicant is called by Engineering Review to setup for grading limits and salvage inspection by Zoning Inspector. If grading permit is requested prior to building permit and limits/ salvage are complete, grading permit may be issued while building plans are sent to Building Safety for review. If Grading Permit is not required until building review is complete, plans are kept together until Building Safety review is complete and both permits are issued. Approximately 80 % of all reviews fall into the Split Plan Review category. Each review is considered by default to be a Split Plan Review; therefore it is not necessary to request this process. Pad Elevation Certification + Pad elevation certifications are required for all homes built in the Town of Oro Valley. All grading plans are required to have a specific Finished Floor Elevation. The Pad Elevation Certification is a document provided by a R.L.S. or Civil Engineer stating the finish pad elevation or finish floor elevation. The elevation on this document verifies the proposed floor or pad elevation established by the approved grading plan and is provided to the field inspector prior to the first inspection (rough plumbing or preslab). 0 Retaining Walls i Retaining Walls have been approved for use on site only when Town of Oro Valley red stamp states Retaining Walls Approved. o Approval will state wall height maximums and detail with page/sheet number. 9) o Show exterior boundaries of the site in clearly delineated heavy weight lines o All property line dimensions and bearings must be per Final Plat including curve data (L, A, R) o See redlines for property boundary corrections o See attached information from the Final Plat 0 10) o Show all existing and proposed utilities or proposed trench locations on Grading Plan from road to house o HCS/W/E 11) o Show location and label existing streets, label streets as "PRIVATE" or "PUBLIC" o Clearly label Point -Of -Entry or Construction Access to the site o Show & delineate all existing easements or other easements of record as shown on the Final Plat o Label and delineate, per Final Plat, for the following: 0 100 Year Floodplain Limits o o Natural Open Space o See attached 0 Conservation Area o Correctly delineate easements with lengths and bearings per the Final Plat 0 12) o Show & label existing and proposed contour lines for entire property o Contour lines do not tie into existing contours;
