Written Narrative Explaining the Nature of the Use Permit
Pathway of Hope Church is applying for a conditional use permit for property located at 2440 W.
Glover Rd, Oro Valley, AZ 85742. We currently have an offer on this property that is contingent
upon us obtaining the conditional use permit.
Our plan is to build a Community Center and Skatepark. Pathway of Hope Church is a
Christian church that seeks to be a blessing to our community. We desire to discover needs and
fulfill them. One of the greatest needs in Oro Valley is a gathering place for our town's youth.
Our church seeks to fulfill this need by building a community center which includes a cluster of
four buildings: office (approximately 800 sq ft), conference room/multi-purpose room
(approximately 1600 sq ft), a classroom (approximately 1200 sq feet), and a general purpose
auditorium (approximately 6,000 sq ft). The skatepark will be a professional concrete skatepark
and will be free and open to the public.
The site plan shows we are preserving the privacy of the existing neighbors. The entrance to the
community center and skatepark is at the beginning of the shared road easement which is
currently a dirt road. In addition, the usage of the community center and skatepark is of the
same nature (schools, parks, and public facilities) as Wilson K-8 School, which is directly
adjacent to the said property.
The use of the community center will include the following:
1. A place for senior citizen socials, such as monthly potlucks and other social gatherings
(we want the community center to be a benefit to the entire Oro Valley community)
2. A place for community groups/clubs to meet, such as Mothers of Preschoolers and other
Moms groups
3. A place to hold monthly "Battle of the Bands" for local teenage bands
4. A place to start youth and adult sports leagues, including indoor volleyball and indoor
soccer, etc.
5. A place for after school tutoring for youth (we will seek grants to financially support
qualified tutors and learning assistants)
The use of the skatepark will include the following:
1. Free skateboarding 7 days a week
2. Local skateboarding competitions and tournaments
3. Free clinics to help children and youth with their skateboarding skills
Skateboarding is the fastest growing sport for youth. It is today's pick-up sport: more kids age 6
to 17 skateboard than play baseball, according to Kaboom, a non-profit organization that builds
playgrounds and skateboard parks. Youth today have mastered mollies" and "half -pipe tail stalls,"
and now their hardest skateboarding trick is ... finding a place to skate. We want to create a
place where kids can stay off of public streets and pedestrian ways to pursue their passion for
skateboarding.

RE: OV12-06-15 Pre -Application Review for Pathway of Hope Foursquare
Church, located on the south 264' of the SW% SWY4 NE% of Section 4, T12S,
R13E, located on the north side of Glover Road approximately three -eighths
ells) of a mile west of La Cholla Drive, Parcel #224-11-0320
Dear Mr. Johnson:
Thank you for your submittal of the pre -application conference request for a proposed
community center, gym, multi -purpose room, and an outdoor skate park on the above -
captioned property. The following comments are based on a preliminary review and are
intended to assist you in preparing a formal submittal:
Development Process
The project will require approval of the following:
• Conditional Use Permit (CUP) — subject to Planning and Zoning Commission
(P&ZC) and Town Council (TC) approval.
• Development Plan — subject to Development Review Board (DRB) and TC
approval.
• Landscape Plan — subject to DRB approval.
• Architectural Elevations - subject to DRB approval.
• Significant Resources Inventory (SRI) and Native Plant Protection Plan (NPPP) —
subject to administrative approval.
Oro Valley Zoning Code Revised (OVZCR)
The following sections of the OVZCR are notable for this development:
• Section 23.6, Standards for Single -Family Residential Districts. Please note that
staff would require setback and bufferyard standards consistent with the Private
Schools and Churches (PS&C) district (Section 23.8.D).
• Sec 23.4, Table of Dimensional Requirements
• Sec. 24.4, Tangerine Road Scenic Corridor Overlay District (TRCOD)
• Sec. 26.1, Development Plan (temporarily refer to Section 4-504 of the previous
code for specific general notes)
F:\OV\OV12\2006\OV12-06-15\Pre-apphcation 7-7-06.doc
• Sec. 27.6, Landscape & Irrigation Plan (temporarily refer to Section 14-205 of the
previous code for specific general notes).
• Sec. 27.7, Off -Street Parking
• Sec. 27.8, Off -Street Loading
• Addendum A, Design Guidelines (applies to site development, landscaping,
signage, detention basins, and architecture)
Major Issues
• Road improvements to Glover Road
• Infrastructure improvements (water, sewer, electric, telephone).
• Bufferyards should be provided between the site and residentially -zoned property.
• Building height is limited to 18 feet in the R1-144 single-family zoning district.
The proposed gym may not conform to this height. limitation.
General Comments
• Staff recommends that you coordinate with Richard B. Wilson K-8 School
regarding this project.
• Staff recommends holding neighborhood meeting(s) to present the proposal to
affected neighbors, identify any areas of concern, and resolve them prior to public
hearing.
1. Access:
a. Glover Road is currently a private easement. The Town of Oro Valley is
currently working with surrounding property owners to acquire right of
way for Glover Road. Participation in the improvements to Glover Road
will likely be required.
2. Tangerine Road Corridor Overlay District (TRCOD):
a. The project will need to be designed in accordance with the TRCOD
design guidelines (Section 24.4, OVZCR).
3. Drainage:
a. There is a small wash and riparian area on the western side of the
property. Consideration will need to be given to mitigate impacts to this
feature.
4. Mitigation of Impacts on Adlacent Properties:
a. Increased setback and/or additional bufferyard from residential homes on
the western and southern sides of property.
b. Restrict lighting to limit impacts on adjoining neighbors on west and south
(current and future).
F:\OV\OV12\2006\OV12-06-15\Pre-application 7-7-06.doc
c. Restrict nuisances associated with noise by placing skate park facility
away from residential areas.
d. Neighborhood meetings should be held to discuss mitigation tactics and
the proposed project.

Re: OV12-06-15, Community Center and Skate Park
July 10, 2006
Town of Oro Valley Department of Public Works staff offers the comments listed below. Note: these comments
are preliminary in nature and subject to change upon receipt of more detailed information. These comments are
for guidance and are not a substitute for all applicable Town of Oro Valley, Pima County, State of Arizona and
Federal codes, regulations, ordinances and/or laws.
1. DRAINAGE
A professional civil engineer registered in the state of Arizona will be required to prepare a
hydraulic and hydrologic drainage report that conforms to the Town's Drainage Criteria Manual.
First flush measures and detention storage shall be required for this project. A scoping meeting can
be arranged with The Town of Oro Valley prior to preparing the drainage report if the engineer
desires.
2. SOILS
A geotechnical soils report shall be prepared containing all geotechnical engineering information and
recommendations applicable to this project. The minimum geotechnical information to be included in the
report is as follows:
• Soil stability of all proposed cut and fill slopes
• Angle of shear and maximum recommended slope ratio of all proposed cuts or fill
• Erosion vulnerability of all graded areas and created slopes
• Stormwater siltation potential of soils for all graded areas and created slopes
• Description of soil constraints on the structural design of all foundations footings and walls
• Recommended compaction treatment of all fills areas
• Identification of any potentially hazardous geotechnical areas where construction is proposed
• Recommended treatment for stability, erosion and siltation control of all newly graded areas and
created slopes
• Determination of a pavement design section for roadways
• Foundation design recommendations
3. TRAFFIC
This development may be subject to participation in the future Glover Road improvements as well as a
new traffic signal being planned at the intersection of La Cholla Boulevard. The amount of participation
shall be determined in the future. This project shall require a Traffic Impact Statement to assess the
contributing traffic to Glover Road generated due to this development.
4. LANDSCAPING
Please ensure that sight visibility triangles appear on landscape plans. Section 4.8 of the Town of Oro
Valley Subdivision Street Standards explains limitations to improvements within the triangles. Ensure
that there is coordination between the landscape architect and the engineer preparing the drainage and
grading plans. Landscaping with a Detention Basin is acceptable; however, no landscaping will be
permitted within a Drainage Channel. Landscape Plans must show and clearly delineate all
underground utilities that are portrayed on the Development Plan/Preliminary Plat for
determination of planting clearances and conflicts
5. GRADING
Grading shall be in conformance with the Town of Oro Valley Grading Ordinance, Oro Valley Zoning
Comprehensive Code Amendments (OVZCCA) Section 27.9 and any stipulations set forth on the
Development Plan. A Type II grading permit is required for this lot.
6. TITLE REPORT
Provide full schedule B dockets for all easements identified within the Title Report Summary.
These dockets shall include all information necessary to corroborate all easements shown on
the Preliminary Plat.
7. GENERAL INFORMATION
Restoration Assurances approved by the Planning and Zoning Department will be required prior to the
issuance of a grading permit, see Chapter 26.6 of the OVZCCA. The Development Plan for this lot shall
be prepared per Chapter 22.9 of the OVZCCA. The Development Plan shall be completed to delineate
the amount of information that is typical on industry accepted Design Developnimt, level of completion -
This should represent approximately a 50% Construction Level Document.
General Comments:
• Provide typical details for proposed lot grading
• Provide cross sections for proposed PAALS.
• Provide proposed infrastructure layout with connections (water, sewer and electrical).
• Provide First Flush measures
• Provide required amount of parking per this Development Plan.
• Provide required areas for loading and trash services.
If you have any questions, please either call Fritz Laos at 229-4818 or me at 229-4811.
