We have maintained the three bicycle spaces previously shown in spite of the reduced parking required. 7. A Conceptual Landscape Plan will be required with the Conceptual Site Plan submittal (per Section 22.9.D.2.b.i of the Zoning Code). The Conceptual Landscape Plan depicts the extent of planting only and does not contain specific details regarding plant species and irrigation. This will be submitted along with the Conceptual Site Plaal. 8. Show locations of rainwater harvesting basins required by Section 27.6.D of the Zoning Code. It is our understanding that this is not required as the original development plan preceded the requirement. 9. Indicate buildings heights on the Conceptual Site Plan. Building height is limited to 18' per the rezoning condition #14. Architectural features can exceed this building height by up to 10' subject to approval by the Planning & Zoning Administrator (up to 7') or Town Council (up to 10') (per Section 23.8.B.2.b). The building proper is not over 18' to top of insulation. Parapets vary with the tallest at the eimy, 21 '. 10. The courtyard or pedestrian mall must be a minimum of 2% of the net lot area of the site (which can be calculated using the area of the pad rather than the entire Oracle Vista Centre site) in square feet (per Section 23.8.B.3.c) and shall contain shaded seating areas (per Section 23.8.B.3.d). The pedestrian mall 2% is being stet with the interior courtyards. 11. The building shall have a minimum 10 foot landscaped area on all four sides of the building. Walkways, sidewalks or patios may be included so long as the planting area is at least four feet wide except where required for access (Section 27.6.C.7.d of the Zoning Code). This will be shown oll the Conceptual Site Plan alld Landscape Plan. 12. Parking requirements are .33 spaces/bed plus 1 space/employee on the largest shift. Parking has been reduced to 33 spaces. This is based on a nlaxinaurrl of 56 beds @ .33 parking spaces /bed + 14 staff @ I space/staff = 33 required parking spaces. www.eec-info.com Environmental Services I Flood control & Drainage I Land Development I Land Surveying Landscape Architecture I Natural Resources I Transportation I Water & Wastewater Tucson • Phoenix • Flagstaff • Sierra Vista January 17, 2013 Matt Michels - Town of Oro Valley RE: Oro Valley Memory Care - EEC Project # 12066 Page 3 of 3 13. POSTED: 03/15/2013 TIME: 3:00 PM BY: rmf S:\PERMPLUS\DOCS\OV813-001\PZ-4-2-13.PZnotice.doc M W E S NARRATIVE FOR CONDITIONAL USE PERMIT APPLICATION MEMORY CARE AT ORACLE VISTA CENTER This narrative is to serve as supplementary information related to conditional use permit application to for the Memory Care facility at Oracle Vista Centre. A 26,670 Sq. Ft. Memory Care facility with 65 beds is being proposed in a 2.6 Acre parcel located in the Oracle Vista Center at the southwest corner of Oracle Rd. and Desert Sky Rd. The existing land use is vacant under the Commercial Neighborhood (C-N) zone, assisting living is authorized as a conditional use. The Memory Care Facility will operate full time, 24 hours/ day every day. This facility will provide specialized care to the individuals with memory disorders and their families. The design of this facility will create an environment to maximize functional abilities, accommodate behavior that is related to dementia, promote safety, enhance personal dignity, and encourage independence. A secure outdoor recreation area will be provided in form of courtyards. The site improvements will include site utilities, grading and paving, and landscape. A 30 ft. landscape buffer yard will be provided along Oracle Road and a 20 ft. landscape buffer along Desert Sky Road. Water harvesting areas will be incorporated in the site improvements. Parking will be provided for 33 vehicles according to the OV Zoning Code. Paved sidewalks will be provided along Desert Sky Rd. within the public right of way. A sidewalk parallel to Oracle Rd. will be incorporated. All previous conditions of approval related to the rezoning, Master Development Plan will be follow. The proposed use will not alter the character of the surrounding area in a manner which substantially limits, precludes, or impairs the use of the surrounding properties for the primary uses listed in the underlying zoning district. Granting a conditional use permit and allowing the Memory Care Facjlity most likely enhance the use of surrounding properties. There is currently very limited assisted living facilities in the Town of Oro Valley, and this facility will provide a long term care for people with Alzheimer's. Early on, many people who have Alzheimer's do well at home. Eventually, however, even the most loving and accommodating family may be unable to meet the needs of a person who has Alzheimer's. The proposed Memory Care facility is designed to provide this service this area to its residence. The proposed use will not result in the use of land for any purpose which may create or cause to be created any public nuisance including, but not limited to, air, land, noise, glare, heat, vibration or other consideration which may be injurious to the public health, safety and welfare. The Memory Care Facility will be reasonably compatible with the existing Villa Balboa neighborhood and the planned uses in the Oracle Vista Centre. Conclusion We respectfully request approval of the conditional use permit based upon the facts presented herein. The Memory Care Facility will not only enhance and complement the properties and residences and businesses nearby but also serve the greater Oro Valley community.
