Dear OV Development Coordination:

MAR 2 0 2009
Boy, are you guys quick. It could not have been a month ago when I met with Sarah and others on
this subject and now you are closing the file. I have not even gotten a proposal from the survey firm
_yet. They want a title report, and that takes some time.
So, the bottom line is, yes, we do want this file to remain open. We do intend to proceed, assuming
costs are not prohibitive to do three parcels (and accompanying rezoning). I will keep you posted.
Thanks for the note.
Since? ely,

sites or sensitive lands."
o Environmentally Sensitive Lands on site include: Vegetative type designation of palo
verde, mixed scrub, and mixed cacti applies. There are also Ironwood trees.
o SRA policies include:
■ Areas should be preserved through methods listed in the Open Space and Natural
Resources Conservation Element (of General Plan).
■ Development should be at the lowest densities of the underlying designation;
with
■ Mitigation measures appropriate for the specific resource area.
o Conservation of environmentally sensitive lands will be a focal issue in a rezoning.
Conservation of vegetation and "open space character" will be a key condition of any
rezoning proposal.
Process

Re: OV12-08-03, Felker Minor Land Division
Town of Oro Valley Department of Public Works staff offers the comments listed below. Note:
these comments are preliminary in nature and subject to change upon receipt of more detailed
information. These comments are for guidance and are not a substitute for all applicable Town of
Oro Valley, Pima County, State of Arizona and Federal codes, regulations, ordinances and/or
laws.
1. DRAINAGE
A professional civil engineer registered in the state of Arizona will be required to prepare
a hydraulic and hydrologic drainage report that conforms to the Town's Drainage Criteria
Manual. A scoping meeting can be arranged with The Town of Oro Valley prior to
preparing the drainage report if the engineer desires.
a. Show the drainage concept on the Preliminary Plat for this planned
development.
b. For each drainage course entering or leaving the subdivision, the 100-year
frequency flow must be shown for pre- and post -development.
c. Drainage must be collected and released from a proposed subdivision at the
locations and in the manner indicated by the original topography.
d. If drainage is to be disturbed outside the boundaries of the subdivision,
arrangements must be made with adjacent owners and documentation
submitted.
e. Indicate all pad grades, street grades, finished floor elevations and building
envelopes.
f. Lot to lot drainage is discouraged. When necessary, proper drainage
channels and easements must be specified on the plat.
2. SOILS
A geotechnical soils report shall be prepared containing all geotechnical engineering
information and recommendations applicable to this project. The minimum geotechnical
information to be included in the report is as follows:
a. Soil stability of all proposed cut and fill slopes
b. Angle of.shear and maximum recommended slope ratio of all proposed cuts or fill
C. Recommended compaction treatment of all fill areas
d. Recommended treatment for stability, erosion and siltation control of all newly
graded areas and created slopes
e. Provide a recommended slope over a given distance for drainage of unpaved
surfaces away from building pads.
Foundation design recommendations
3. TRAFFIC
A traffic impact analysis (TIA) will not be required for this development.
4. LANDSCAPING
Please ensure that sight visibility triangles appear on landscape plans. Section 4.8 of the
Town of Oro Valley Subdivision Street Standards explains limitations to improvements
within the triangles. Please ensure that there is coordination between the landscape
architect and the engineer preparing the drainage and grading plans.
a. Show complete and clearly defined Sight Visibility Triangles.
b. Show and ensure that there are no conflicts between the landscaping and any
proposed and existing underground drainage structures.
c. Show and ensure that there are no conflicts between the landscaping and any
existing and proposed underground utilities.
d.. Landscape Plans must show.and clearly delineate all underground utilities that are
portrayed on the Development Plan/Preliminary Plat for determination of planting
clearances and conflicts.
5. GRADING
Grading shall be in conformance with the Town of Oro Valley Grading Ordinance, Oro
Valley Zoning Code (OVZC) Section 27.9., Exposed slopes, cuts and fills shall not
exceed the ordinance requirements. Limits of cut and fill are 6-ft in vertical dimension
and 12-ft for exposed slopes.
6. TITLE REPORT
Provide full schedule B dockets for all easements identified within. the Title Report
Summary. These dockets shall include all information necessary to corroborate all
easements shown on the Development Plan.
7. GENERAL INFORMATION
Restoration Assurances approved by the Planning and Zoning Department will be required
prior to the issuance of a grading permit, see Chapter 26.6 of the OVZC.'The Preliminary
Plat shall be prepared per Chapter 22.9 of the OVZC. The Preliminary Plat shall be
completed to delineate the amount of information that is typical on industry accepted
Design Development Documents, (DD). This should represent approximately a 50%
Construction Level Document, (CD).
8. GENERAL COMMENTS:
■ The existing parcel is currently served by two ingress/egress access drives that are
offset approximately 120' from each other. It is understood that the access drive along
the west boundary line is within a granted easement to serve parcels to the northwest
of this parcel. However, per the Town requirements, Subdivision Street Standards and
Policies Manual, the minimum driveway to driveway spacing is 150'. If this project
moves forward, the east access drive will be required to be relocated so that it lines up
with the furthest east access drive that serves the opposite parcel on the south side of
Linda Vista Boulevard. An alternative to this requirement would be to eliminate the
east access drive and instead utilize the existing access drive along the west boundary
line of this parcel. [Subdivision Street Standards and Policies Manual Section 4.9.7]
■ The minimum acceptable width of a private paved drive is 20'. If the owner decides to
utilize the existing access drive along this parcel's west boundary line, it will require
widening. Also, the private drive shall include a minimum four foot wide decomposed
granite (dg) path along one side of the private drive to the right-of-way line. [OVZC
Section 26.3.F]
■ Show all existing and proposed utilities. [OVZC Section 26.3]
■ A Type 11 grading permit will be required for the construction of the private road. [OVZC
Section 27.9.D.2]
■ A Type II grading permit will not be issued until the Final Plat has been approved.
■ Each individual lot will require a Type I grading permit per the grading ordinance.
[OVZC Section 27.9.D.1]
■ Type I grading permits will not be reviewed until a Type II grading permit has been
issued.
■ Type I grading permits will not be issued prior to the completion of the aggregate base
(AB) for the proposed private roadway.
If you have any questions, please call David Laws at 229-4808.
Sincerely,
0 1
